": II .,.cr) II ~~I ' ~i I II [, II II Ii Ii Council Chambers, Eugene, Oregon, January 13, 1930. - Minutes of.the regular meeting of the Common Council, held at the hour of 7:30 o'clock P. M., on January 13, 1930. There were present the Mayor and all members of the Council, except Washburne and Monroe. -Meeting was called to order by Mayor Wilder. Attorney Fred E. Smith appeared before the Council with a claim that the assessment of Lot 2, Block 24, Fairmount had been reassessed with an understandin that the assessments for Fairmount Boulevard against this lot was cancelled, but the same had never been cancelled of record. On motion the matter was ,referred to the City Attorney and City Engineer to determine what the action of the Counci had been, with power to act in thi s mat ter. I Attorney Fred E. Smith also reporting Etta S. Knight, owner of Lots 2, 3, & 4, Block 15, Gross Addition, tendered to the council the sum of $400 in full of all assessments against a 27 foot strip of this property, the actual assess- ment amount to about $780. 1~. Smith took the position that unless the City accepted this offer the owner would dispose of t,he balance of the property and allow the City to foreclose its lien against the 27 feet. A motion was made, seconded, and carried to reject his proposition. Raymond Torrey requested permission of the council to erect a Neon Sign across Willamette Street opposite the Kays' property, where he is about to erect a new building, and also for permission to sink storage tanks in the nine foot alley. The matter was referred to the Mayor and to the City Engineer with power to act. The Mayor named the following officers and employees and salaries to be paid them for the year of 1930. The ayes and nays were called,' all councilmen voting aye, nay, none; absent Washburne and Monroe. The motion was declared carrie and was so ordered. A Motion was made and seconded that T. C. DeVaney, Aviation Tender, be con- tinued in the emplOY of the Ci-ty at a salary of $25.00 per month to be paid on the regular monthly pay roll, commencing with January 1st. Mr. Lamb, Chairman of the Street Committee, reported a request from ~~s. Day and Mr. IVlaltman that the alley running North and South, West of the Post- Office property be named rfPost Office Drive." A motion was made, seconded, and carried that the alley be so designated. Mr. Lamb also stated that Hargreaves and Lindsay were anxious to have a partial payment on their Golumbia Street paving contract, whic_h cannot be completed until spring, and the recorder' was instructed to obtain an estimate from the Engineer of the amount he would recommend. for payment and advise the bonding company of the proposed payment for their approval. Chairman Zumwalt of the Health Committee reported that he had received bids or the Bacteriological Analysis of th~ milk for the City of Eugene as follows: Pac- ific Laboratories 35~ per sample with a minimum of one hundred samples per month, and 33 1/3~ for each sample over one hundred. H. H. Foskett 45~ per sample up to one hundred and 35~ for each additional sample. A motion of Mr. Zumwalt to award the contract to Pacific Laboratories was seconded and carried. I The November report from the Hobi Airways Company, and the December reports of the Public Library, Building Inspector, and the Health Officer, and the annual reports of the City Engineer and of the Building Inspector were read and placed on file. ' A card from :Mrs. Isaac Lee Pat terson was read conveying to the members of the Eugene City Council her appreciation of the resolution recently passed on the death of Governor Patterson. An Ordinance cancelling a duplicate assessment against Lot 10, Block 2, Shelton's First Addition to the City of Eugene, Oregon, was read the first ~ime, and passed its second and third readings by title by unanimous consent under sus- pension of the rule, and was placed on its final passage. The ayes and nays were called, all COWlcilmen voting aye, nay, none; a,bsent Washburne and Monroe. The' Ordinance was declared passed and numbered 7731. An Ordinance lev.ying assessmen ts for reassessing the paving of Madison S.treet from the South line of 8.th Avenue ,to the North line of Wes t Broadway, in the Ci ty of Eugene, Lane County, Oregon, was read and due notices of hearing of objections having been given, objections were called for and none heard. No objections hav- ing been filed. the ordinance was read the second and third times by title by ~n- animous consent under suspension of the rule, and was placed on its final passage. The ayes and nays were called, all Councilmen voting aye, nay, none; absent Wash-' burne and Monroe. The Ordinance was declared passed and numbered 7732. I Seven, Sidewalk Improvement Ordinances were read the first time, and passed their second and third readings byti tIe by unanimous consent under suspension of the rule, and was placed on their final passage. The ayes and nays were called, all Councilmen voting aye, nay, none; absent Washburne and Monroe. The Ordinance were declared passed and numbered from 77,33 to 7739, both numbers inclusive. One Sidewalk Assessment Ordinance was read and laid over. Bids for auditing the City books .were received as follows: Percy W. Brown $250.00; Horton and Tyson $252.00; Spencer Collins a per diem basis bid estimated cost $400 to $450. A motion was made, seconded, and carried to award the contrac to Percy W. Brown. . Bids for the purchase of $137,048..96, Series "A-I" Improvement Bonds, having been advertised for reception January 13th, the following bid was received and read: CITY OF EUGENE, OREGON - IMPROVEWiliNT BONDS - $137,048..96 MR. The Health Committee was direoted to oonfer to a solution of this problem. I , Mayor Wilder reoommended that the room now oooupied by the income tax depart- ment be turned over to the Wate,r Board, the understanding being tha,t when this is, done the Water Board will pay the City a total rental of $150 per month, and that the income tax department be given the room now ocoupied by h~s. Ady's Chari ty work. That the Chase Company be employed to make the al te.rations of the heating system to provide heat for this room. On motion the reoommendation was adopted. , , The City Engineer reported unfavorable on the olaim of Andrew Holtan of $26.17 presented to th~ Counoil several months ago and reoently againoalled to their attention, and Chairman Reid of the Sewer Committee moved that the bill be disallowed.
