Minutes of the adjourned meeting of' the COlTlmon Council held at the hoUl'
of 7:30 o'cloc~k P. M. on February 24, 1930, there being present Mayor H. E.
Wilder and all members of the Council.

~ N'1r. McChesney appeared for the local union No. 685 and urged consideration
,of ~he proposed ~vage scale for Hod Carriers, Building and General Laborers. On
motlon the matiter was referred to the Ju.diciary Committee.
The annual report of the Library for 1929 and the monthly report for
January was placed on file.
. The Recol~der reported as follows: Recei,pt of $9.05 fI'om Lane County for
Justlce fees earned by recorder; Receipt of ~16l.30, State rebate on gasoline
for 1929; Also toot a warrant was issued to the treasurer for the foreclosure
of delinquent property liens; Also that F. Awad had paid a license fee of $4.00
for peddling and returned during the hour and asked for a refund oh account of
being compelled to leave the Ci ty a t once. On motion the l'ec order was instructed
to refUnd the license. The recorder also reported that a lllimber of properties
were to be sold on March 1st by Lane Coullt,T for tax delinquencies, and that the
City of Eugene holds liens of various amounts against the properties.and that it
will be necessary for the City to purchase these properties at the tax sale to
protect their liens. On motion it was ordered that a committee, consisting of
the c~airman of the finance commi t ~ee, the Ci ty Engineer, the City Att orney, and
the Clty Recorder, check these proposed sales wit,h the City liens and be author-
ized to act in the purchase, of any properties necessary to protect the City's
in tere st.
On motion the application of Mrs. H. M. Laing for 'a rooming house permit at
70 East Broadway, approved by Chief Strait, was granted.
A petiti6n of property owners for the grading and graveling of 24th Street
between Agate and Emerald Streets was referred t~ the Street Committee.
An anonymous letter regarding alleged display of indecent pictures by
Picture Show House s was refer' re d to the poli ce co'mmi tt ee.
A resolution authorizing the \7ater Board to 'sell C:ovel'nment bonds was on
motion adopted,.

RESOLUTION.
WHEREAS, the City of Eugene, acting by and t'hrough its Water Board, pur-
chased certain. Fourth Liberty Loan 4 1/4% Bonds, ,1933-38, to the amount of NINETY
THREE THOUSAND ($93,000.00) DOLLARS par value, fz:om funds belon~ing to the Electric
Department of the City of hugene, and Fourth Liberty Loan 4 1/4~ Bonds, 1933-38,
amounting to FORTY-EIGHT THOUSAND ($48,000.00) DOLLARS from funds 'belonging to
the \Va tel' Depa.rtment of the Ci ty of Eugene, the said bonds being bonds of the
United States of America,
AND WHEREAS, the sai d Water Board has control of said electric and water
department,s of the City of Eugene and of funds peortaining thereto;
AND ViliERE:AS, the said Fourth Liberty Loan Bonds will undoubtedly be called
before, the 'bonds of the Elec tric and ~~la tel' Departmen tOs shall have matured;
AND VillEREAS, the said Water Board desires to sell the said Fourth Liberty
Loan Bonds and. to reinvest the funds derived from such sale in other securities
for the investment of their sinking funds;
AND WHERE;AS, the said Water Board has requested the Council to authorize
the said 'Nate,!' Board to sell and dispose of the said bonds at the best price
obtai nable;
NOW, TB.-EREFORE, BE IT RESOLVED by the Common Council of the Ci ty of Eugene
in regular session then being, that the said Water Board of the City of Eugene
is hereby authorized and empowered to sell and dispose of the said NINETY-THREE
THOUSiJiJD ($93,000.00) DOLLARS pal' value of Fourth Liberty Loan 4 1/4% Bonds of
the United states of America, belonging to the Electrical Department of said
City and FORTY-EIGHT THOUSAl'ifD ($48,000.00) DOLLARS par value of Fourth Liberty
Loan 4 1/47~ Bonds of the United States of America, belonging to the Water Depart-
ment, of said City.

And Whereas, the Viewers duly appointed by said Ordinance No. 5071 made
and filed a report of their findings of benefits and damages to the property bene-
fi tted and the property damage d by the opening of sai d alley,
And Whereas, the report of said viewers was duly adopted by Ordinances No.
5105, passed and approved October 16, 1925, and. 5348, passed and approved 1\lJ.ay 24,
1926,
And Whereas, no appeal was taken from the report of said viewers and the
time for said appeal has long since expired and it appearing that said alley has
'been paved in accordance with the recommendation of said viewers without cost
to the owners of the property taken by said alley and according to the agreement

with said owners,
It is now therefore resolved that the following described property, to-wit:
Beginning at a point on the North side of 13th Avenue West midway between
Willamette and Olive Streets, running thence West 7 feet, thence North &0 feet,
thence 14 feet East, thence South 60 feet, thence West 7 feet to the place of
beginning, in the City of Eugene, Lane County, Oregon.
is hereby appropriated for said alley opening, and said alley is hereby laid out,
opened, and established over and upon said described tract, and the City Engineer
is directed to 'prepare and delilfer to the recorder an accurate plat of said street

said street was duly made and filed and duly adopted by the City Council by Ord-
inance No. 4630, passed and approved February 2, 1925,
And Whereas, the Viewers duly appointed 'by said Ordinance No. 4630 made and

Jefferson and lionroe Streets by appropriating for said purpose the following

WHEREAS, by resolution passed November 1&, 1914, the Common Council of
the Ci ty of Eugene det ermined to open Tenth Avenue 'JIes t from the West line of Van
Buren Street, West 114 feet, and did by Ordinance No. 1667 approve the plat anci
survey of the City Engineer for said purpose and appoint the viewers for said
street opening,
And Whereas, the property to be taken for said street purposes is as
follows:
Beginning at the intersection of the North line of lOth Avenue West, if
produced, with the West line of Van Buren Street, running thence West 120.75 feet,
more or Ie ss, to the South East corner of LO,t 5, Block 1, of the v7allis Dorris
Add. thence South 66 feet to the North East corner of Lot 1, Block 4, Wallis Dorris

And Whereas, said Viewers found that the only person affected by the
opening of said Street towit: James I. Diricksen was benefitted by said opening

An Ordinance levying assessments fo.r paving Columbia Street from the South
margin of 23rd Avenue to the South margLn of Reed Avenue, in the City of Eugene,

jections were called for and none heard, and on motion the ordinance was read the
third time under suspension of the rule and was placed on its final passage. The
ayes and nays were called, all present voting aye, nay, none. The Ordinance was
declared passed and numbered 7742.

The recorder was instructed to take up with the United states Internal
Revenue Office the matter of securing a rental for their use of room in City Hall.

Chairman Washburne of the Judiciary Committee referred to the reQuest of
Etta Knight by Fred E. Smith for rebate of paving assessment on Alder street. A
general di scussion expressed the opposi tion of the council generally to this re-
Quest, but it was not considered necessary to take further action.
The reQuest of Night Patrolman Romaine that he furnish the repair parts
and the Ci ty furnish the labor to place in repair his private car, which he had
been using for City work, was on motion granted.
It was ordered that a resolution be prepared declaring the intention of the
Council to open 12th Avenue West from Willamette to Olive street.
A committee of Meat Sellers asked the Council to pass an ordinance limiting
the hours during which meat might be sold in the City of ],'ngene. The City
Attorney expressed the opinion that the City had no power t.o pass such an ordin-
ana e .
