There were present the Mayor and all members of the Council except Large and Monroe. ~ . Mr. Charles Warnock appeared before' the Council relating an instance of radi 0 in te rfer em e and asked e nforceme nt of the ordi nance. He was a ssured that, he would have the cooperation of the Building Inspector in enforcement of the ordinance. The Judiciary Committee reported that they had investigated the method of charging for the electrical inspection, and that while the car charges seemed high the Water Board had adopted this schedule of fees and it seemed that the City would have to pa,y- accordingly, unless some other arrangement can be effected to eliminate the car cha~ges. Bills of S. M. Calkins for $45.00, cash advanced to pay for briefs in the . Keeney appeal to the Supreme Court, of Percy W. Brown for auditing $250.00, and bill of Milton :M. Miller of the United States Public Health Service for $30.00, cut and allowed for the sum of $20.00, were considered, and motion was made and seconded to allow the same. The ayes and nays were called, Councilmen voting aye, five, nay Reid, absent Large and Monroe. On motion, such report was approved. Mr. Hendershott of the finance commi ttee submi tted the report of Audi tor Percy ~. Brown, and a motion was made, seconded, and carried to adopt the report. Chairman Lamb of the Street Committee recommended that while the petition for grading and graveling 24th Avenue 'between Emerald and Agate Street s did not contain the majority of propert.jT owners that in the opinion of the street committe the improvement was necessary and reco~nended that the petition be granted. The Street C01M1ittee also recommended that the City purchase a standard ford coupe Vii thout the spare wheel at a price of 4jJ644.63. I Reports of the Building Inspector, Hobi Airways Company, and the Eugene Public Librar.j' Board were placed on file. The City Recorder reported that the assessment against Lot 5, Block 5, Fairmount Heigh ts had been err one Gusly asse ssed in Apri 1 1927 in the name of the Ci ty of Eugene, that said 10 tactually sto od in the name of I\Irs. Mary H. J ewi t t , and that she had paid the amount in full assessed against an adjoining lot at the time the asse ssment was fnade and tha t she had forwarded her check in the sum of $520.85 immediately UJlon advice of the outstanding' assessment, being the original amoilllt assessed against said lot. Mption was made, seconded, and .carried that the City accept this paymen'd; as payment in full and that interest be re.rritted.. And that the Co@uon Council fUrther join in a recommendation to the County Court that a diagonal street be opened commencing at the junction of '{{ood street and Willamette Street and running thence to the junction of the County Road and Hilyard ~treet. An Ordinance declaring the playing of musical instruments, loud sp,eakers, talking tlBchines, and similar instrumentalities in the. open air within the limits of fire zone No.1 of the City of Eugene, a nuisance, and forbidding the operation of the same without having first procured a pennit therefor was read and laid over. An Ordin.ance vacating a portion of Maple Avenue in the City of Eugene was read the first time, and passed its second and third readings by title by unanimous consent under suspension of the rule, and was placed on its final passage. The Ordinance was declared passed and numbered 7756. I A communicat,ion of the League of Oregon Cities relating to the distribution of the City and County Governments of the Road Funds levied within cities was read and placed on file. An Ordinance regulating the erecting and maintenance of signs and banners over sidewalks and streets ancl upon buildings wi thin the li111i ts of the City of Euge ne was read the fi rst, time and lai doveI'. Mayor Wilder named R. W. Hall as permanent Chief of Police and asked the confirmation of the Council. Motion ViaS made that the appoi.ntment be confirmed and ~ 3:0~ that l\IrG Hall receive the salary of $160.00 pel' month from the date of his appointment, from and including hfurch 11th. I' Mayor Vfilder also s ta ted t hat he had appoin ted G. H. Schulze as a proba tion patrolman at the salary of ~125.00, and on motion said appointment was confirmed and the appointee was placed on the re@;ular pay 1'001 at $125.00 pel' month. Schulze being placed on the '~::t=: regular pay 1'001, all councilmen voting aye, nay, none, absent Large and Monroe. c,~ The Police Co~nittee reco~nended that Traffic Officers Wm. H. Haviland and Jerry Hoyt be each placed on the lEY roll as of March 1st, and that salaries of ~150.00 pel' month each be paid them, they to furnish their own cars, but gas to be furnished by the City. A motion was made and seconded to adopt -the recommenda- tion. The ayes and nays were called, all present voting aye, nay, none, absent Large and .Monroe. I,1r. l\Iahlon Sweet, representing the Chamber of Commerce Commi ttee on Aviation, urged before the council the importance of early development of the airport parti- cularly stressing the need for boundry lights and runways. A motion of Council- man Hendershott to place the council on record as favoring the immediate installa- tion of boundry lights was lost, but was not taken to indicate final determina- tion of this Question but rather to reflect the desire of the council for further information before commi tting itself to any defini te steps. A pet i ti on fo I' the widening of the trave led p orti on of Wi llame t te S tree t between 11th and 19th Avenues by setting the curb 'back foul' feet on each side of the street 'vvas presented to the council by MI'. F. 11. Hathaway, and a protest against the'widening of said street was filed at the same time, and the petition and protest was ordered referred to the street committee. Clubb, Engineer, advised the council that Mr. Monroe had started on the construction of the sidewalks in question and had promised to go ahead until completion. I On motion the Council adjourned. R.
