Minutes of the adjourned meeting (if the Common Council, held at the hour of 7:30 o'clock P. M., on April 28,1930. There were present :Mayor H. E. Wilder and all members of the Council except Washburne and Simon. Mee ting called to o rde r by t he Mayo r. ' M:r. Judd Stauffer, Chairman of the G. A. R. convention to be held in Eugene, June 24th, 25th, and 25th, applied for and was on motion granted the privilege of stree-ts for parade purposes, of planking the seats along the route of parade, and use of the park squares. The Judiciary Committee byCouncil.man Large recommended that the E. R. Means assessmen t should be se tt led between :Mr. Means and former owner of the property and that the claim should not be allowed by the City, and that the re- quest of the Jenning Reirs for release from payment of interest on their assess- ment should also be no t allow'ed. A motion was made, seconded, and carried that the report be adopted, and it was afterw'ards on motion ordered that the costs of advertising and abstracting in connec.tion with the foreclosure sale of the means property should be remitted. Chairman Hendershott of the Fire and Water Committee asked for further time in procuring the figures for the Air-port lighting cost; Also reported that the fire department, did not, have enough men in employment to inspect the resident district fire hazards, ' , I Bids for the grading and graveling of 24th Avenue from Emerald Street to Agate Street were opened and read as follows: A. C. Mathews . $489.20 Eugene Sand & Gravel Co. ' 594.60 Chairman Lamb of the Street Committee moved that the contract be awarded to A. C. Mathews in accordance with his bid, and the motion was seconded and carried. Chief Nusbaum of the fire department repor'ted tha. t he had turned over 250 feet of old hose, no longer sui table for fire purposes, to the sewer department, and on motion the action was approved by' the council. A complaint was made as to the muddy condition of First Ave. between Madison and Monroe Streets. I A peti tion for the paving of the alleys in the block bounded by Oak and Pearl Streets and lOth and 11th Streets was read and on motion of Mr. Lamb, Chair- man of the Street Committee, was granted. Petitions to the Council for the designation of a parking area in which wood trucks may stand for the pUl:'pose of selling wood, and supporting petitions from business men approving the designation of some particular place where vendors of wood can :park their trucks within fire zone No.1, were read and referred to the Judiciary Committee, and the Recorder and police instftlcted not to prosecute under t,he present ordinance pending the report of the committee. At this time Councilman Simon appeared in council. Ten sidewalk Improvement Ordinances were read the second time and passed their third reading by title by unanimous consent under suspension of the rule, and were placed on their final passage. The ayes and nays were called, all prese t voting aye, absent Washburne. The Ordinances were declared passed and numbered from 7762 to 7771, both numbers inclusive. The health committee requested that the Ordinance for the playing of musi- cal instruments, loud speakers, etc. within fire zone no. 1 be laid on the table for the present, and it was so ordered. An Ordinance levying assessment for the construction of a sidewalk on 13th Avenue East to be assessed against Lot 1, except the West 40 feet thereof, in Block 6 of Fairmount, was read the second time, and Attorney Sylvester C. Wingard, Admx. appeared and objected to the passage of the assessment, and the ordinance was referred to the street committee for further consideration. Ten Sidewalk Assessment Ordinances, having been read the first time on April 14th, ,1930, and registered notices for protest having been sent, and no protests being received, said ordinances were read the second time, and passed their third readings by ti tle by unanLnous consent under suspension of the rule, and were placed on their final passage. The ayes and nays were called, Council- men vo ting aye, seven, nay, none, absent Washburne. The Ol'dinances were declared passed and numbered from 7772 to 7781, both numbers inclusive. An Ordir~nce providing for the appointment of special pOlicemen for indefinite terms, either upon pay from the City of Eugene or from private sources or service without pay was referred to the Police Committee. I 3191 I An Ordinance ordering a special election for submitting to the electors of the City of Eugene, Oregon, a proposed amendment to the Charter authorizing and empowering the Common Council of Eugene to include in its general tax levy each year for the years 1930 and 1931, such special levy as shall be required in the judgment of the Council for the purpose of developing, maintaining and supervising the municipal airport of the City, was read the first time, and passed its second and, third readings by ti tle by unanimous consent under suspension of the rule, and was placed on its final passage. The ayes and nays were called, all councilmen voting aye, nay, none, absent Washburne. The Ordinance was declared passed and numbered 7782. ~ ,....., M ,..;'y An Ordinance restricting electrical interference with radio reception was read the first time, and passed its second and third readings by title by unanimous consent under suspension of the rule, and was placed on its final passage. The ayes and nays were called, all councilmen voting, aye, 'nay, none, absent Washburne. The Ordinance was declared passed and numbered 7783. An Ordinance to improve t,he alley between Oak and Pearl Stree t from Tenth to Eleventh Avenues, and the alley between Tenth and Eleventh Avenues from Oak to Pearl Street, in the City of Eugene, by paving the same with concrete paving was read the first time; and passeu its second and third readings by title by unan- imous consent under suspension of the rule, and was placed on its final passage. The ayes and nays were called, all councilmen voting aye, nay, none, absent Wash- burne. The Ordinance was declared passed and numbered 7784. An Ordinance approving and adopting the plans and specifications of the City Engineer for the Improvement of paving the alley between Oak and Pearl Streets ,from Tenth Avenue to Eleventh Avenue, and the alley between Tenth and Eleventh Avenues from Oak to Pearl Street, in the City of Eugene, was read the first time, and passed its second and third readings by title by unanimous consent under sus- pension of the rule, and was placed on its final passage. The ayes and nays were called, all councilmen voting aye, nay, none, absent Washburne. The Ordinance was declared passed and, numbered 7785. I Mr. Miller , representing the second-hand and junk dealers, appeared before the Council in reference to the opposition of the second-hand and junk dealers to the present ordinance regulating this busine SSe The Mayor appointed the Judiciary committee and Chief of Police to meet with a committee of three of the junk dealers for a consideration 'of the ordinance. Council was advised that cubb bears could be purchased for the Ci ty Park Zoo. No action was taken. Chief of Police Hall requested the council to purchase a brake testing machine from 1mhlon Sweet for the sum of $85.00 including tickets. Motion was made, second ed, and carried to authorize the purchase with the understanding that it should be paid out of the emergency fund. On motion the Council adjourned. R. S.
