May 12, 1930.
Council met in regular monthly' ses~:ion and was called to order by :Mr.
Washburne, President of the Council and acting Mayor in the absence of Mayor
Wilder. There were present all councilrr.:en except Simon and Hendershott.

Minutes of the regular meeting of April 14th, 1930, and of the adjourned
mee t ing of April 28, 1930, were read and, approved.
The request was presented for the privilege of constructing a garage at the
proposed resicLence of Robert Betts at a distance of less than 15 feet from the
street line. On motion the request was referred to the street committee and City
Engineer with power to act.
l\t1.r. Bone~T inquired as to what action the council expected to' take in the
matter of the Laura Trachsel damage clai.m. The committee not being ready to re-
port on this [natter, it was ordered continued in their hands.
At thi s l:;ime Councilman Hendershott appeared in Council.
R. H. Parsons suggested to the council that the district within the bounds
of 17th and 19th Avenues between High and Hilyard Streets should be restricted to
pre ven t the moving of' old 11.00 ses O.,r' .coll~ltruction of unsightly buildings wi thin
this residence district. In the absence of the zoning lawi t was thought. nothing
could be done..
Mr. Large of t.he Judiciary committee reported that in the oplnlon of the
committee it was not fair to allow wood tirucks to use the streets for business
purposes in competition with firms established and paying .I:'ent and'recommended
that their petition presented at the previous meeting of the council be denied,
and that the ordinance be enforced as now provided. A motion was made, seconded,
and carried to adopt the report.
Mr. Large also recommended that the request of.the Jenning Heir.s for relief
of the assessment referred to them at tr~ previous meeting should be granted so
far as the costs of advertising and. abstracting for the sale, but that they would
be required to pay the original amount assessed and interest.

The street committee by Chairman La.mb reported that the sidewalk patching
work was going ahead, and that since the 14th of April there had been about 202
patches to cement sidewalks in the Northwest section of the City, and that three
sidewalk crews are handling the work.
The street committee also recommend.ed that the request of Mr. Wingaard for
reduction of assessment for sidewalk on 13th Avenue a t the Railroad intersection
be denied, and on motion the recommendation was adopted, but at a later suggestio
of the City Alitorney the ordinance for t;his assessment was continued for further
considera tion..
The Ci t~l Engineer present ed the oral request of the Viewers of the 12th
Street Opening for i!).struct.l.ons as to what location the council desired them to
follow in locat ing and laying out the street andl on motion it was ordered that
they be requested to bring in figures on both of the copsidered locations.
A citizen's request f'or the cleaning up of Riverwood Parle was on motion re-
ferred to the Park Board.
Councilman Lamb reported that 13th and VHllamette Street was being blocked
with construction barricades and materials, and that there was no present activ-
ity on the building at this 'corner, and ~oved that the Building Inspector request
the contractors and owners to move the barricades back to the curb line unless it
appeared tha t constructi on work is to go forward a t once. Moti on was seconded
and carried.
Chairman Hendershott of the Fire alll Water Co~~ittee reco~nended that the
'I' petition for a street light at the corner of 12ijh and Polk Streets be granted.
i On motion the recommendation was adopted.
At this i~ime Councilman Simon appe2.red in Council.

At the suggestion of Chairman Zumwalt of the Health Committee the council
adopted the week of 1illy 19th to 24th as Clean Up Week and requested the press
to carry the news to the public.
Chairman Reid of the Sewer Committee callecl attention to the failure of the
property owner on East 13th Street to connect his plumbing to the sewer. The
subject was especially referred to the Building Inspector for his personal con-
sideration tomorrow morning.

as'a patrolman for the police department at a salary of $125.00 per month and to
be paid at the time the regular pay roll is allowed, and the appointment to continu
for a period of three months. The motion was made, seconded, and carried to con-
firm the appointment and authorize the placing of his name on the pay roll. The
ayes and nays were calle d, all pI' esen t vo ting aye, nay, none.

Chairman Monroe of the Police Commi ttee I' epor ted that the new brake testing
machine was giving very satisfactory results and that most cars were.found to be
equipped with sufficient brakes; but that the machine hadealso been the means of
detecting a number of very faul ty brakes. c

Councilman Lamb reported that the Engineer needed a personal'service car in
his department, and the matter was referred to the street committee.
Reports from the Building Inspector for April and the Hobi Airways for March
were read and placed on file.
The City Planning Commission communicated to the 1myor and Council a request
thgt W. C. Clubb be sent to the National Conference on City Planning to be held
at.Denver the week of 'June 23rd, and that the City make arrangements to pay his
expenses on said trip. Motion was made, seconded, and carried that the request.
be cgranted with the understanding tha t the expense of the trip should be paid
frOm the emergency fund. The ayes and nays were called, all present voting aye,
nay, none. '

A communication from the City Engineer suggesting a creation of a department
ofcassessments was read and on motion was referred to the City Engineer, City
Attorney, Treasurer, and Recorder.
The Police Committee requested and was granted further time to report on the
ordinance for the appointment of special policemen for indefinite terms.
Nine Sidewalk Assessment Ordinances were read the first time and laid over.

Five Sidewalk Improvement Ordinances were read the first time, and passed
their second and third readings by ti tle by unanimous consent under suspension of
the rule, and were placed on their final passage. The ayes and nays were called,
all councilmen voting aye, nay, none. The Ordinances were declared passed and
numbered from 7786 to 7790, both numbers inclusive.

The committee appointed to draft the sale of milk and milk products in the
City of Eugene presented an ordinance to the council with a recommendation for its
adoption, and a general discussion followed, and the council listened to remarks
from Hr. E. U. Lee, Mr. Junkins, 1\'11'. Swango, and Mr. Gribsko. The ordinance was
not read, but after this discussion was referred to the health committee with the
understanding tha tit should be reported back to the council at the regular mee ting
on June 9th.
The council was advised that the Odd Fellows Band expected to give a series
of summer evening concerts at the band stand in River View Park, and that they had
met with difficulty in having proper light facilities and in getting the chairs
back and forth to the park. In response to their request to the council for co-
operation in this matter, it was ordered that street commissioner LeVan arrange
to haul the chairs back and forth for them and see to the placing and caring for
light globes.
