Said bids were referred to the Stre~t Committee for report, and it recom-
mended those bids be accepted after which the word r1approvedrl is written as to
each ordinance number. On motion, such report was approved.
A communication fro~ the residents in the vicinity of 24th and James Streets
and a copy of the petition previously addressed to the Postmaster asking for
relief in the matter of mail service, was presented to the Gouncil.
The following resolution was read and was on motion duly adopted:

II Chairman Large of the Finance Committee recommended that the City accept the

Ii offer of School District No.4 to pay $69.92, principal amount of a sewer assess-
Ii ment against Lot 10, Block 3, Shaw's Second Addition, and that the City remit

I the accrued interest, and that the Treasurer be instructed to receipt the assess-
II ment in full upon the payment of said sum. Motion was made and seconded that the

Mr. Large also recommended that the claim of Mrs. R. L. Robertson against
I the City for injuries to her minor child, Fay Robertson, by falling on a defective
sidewalk be settled by allowing her $20.00 on condition that she accept the same Lr.
. in full payment of damages and waive all claims against the City. Motion was made ~~
and seconded to adopt the recommendation. The ayes and nays were called, all;~
present voting aye, nay, none, absent Simon and Reid.:""
Complaint was made with reference to condition of sidewalks at the North-
west corner of Broadway and Washington Streets in front of the Bonnett property on
Broadway at the Chamber of Commerce, and the City Engineer was directed to check
up on these defective walks.
. At this time Councilman Simon appeared in ~ouncil.
The Finance Committee asked and was granted further time for the considera-
tion of the Traschel claim.
Chairman Lamb of the Street Committee called attention to the request of
Webster Kincaid for the paving of the alley, running East and West between 15th and
16th from Alder to Kincaid Street, but it appearing that ~~. Kincaid owned a very
small porti on of the property af'fec ted by the improvement, no act ion was taken.
The request of the Laurel Wood Golf Management to erect a sign at 19th and
Agate street indicating the direction to the golf course was referred to the Street
Committee for investigation.
The City Engineer was directed to report at the next meeting of the C.ouncil
as to the ownership of property and location of signs at 13th and Franklin Streets.
Councilman Hendershott called attention to the increased traffic danger at
First and Jefferson Streets by reason of the opening of an amusement park, and the
matter was referred to the Po'lice Committee.
At this time Councilman Reid appeared in' Council.
I A communication from R. Frank Baker, head of the playground department,
addressed to Mr. Hendershott, Chairman of the playground commission, was read
before the council, and motion was made, seconded, and carried that the Chief of
Police and ~ealth Officer Kerron investigate the sanitary conditions of the play
ground and see that the old man living back of the butte moves away to some other
locali ty.
The report of Hobi Airways for the month of May, the reports of Health
Officer Kerron and C. M. Lawrence, Milk and Meat Inspector, and the report of R. W.
Rundlett, Building Inspector, for the month of June were read and placed on file.
The Recorder reported the execution of a satisfaction of the mortgage re-
corded in Vol. 67, page 133, of Mortgage Records of Lane County, by the Mayor and
Recorder. The note secured by said mortgage having been paid in full to the City
Treasurer, and a motion was made, seconded, and carried that the 'satisfaction of
said mortgage be and is hereby authorized and ratified as the act of the City.
The following resolution was offered~
"Resolved that the City of Eugene hereby authorizes its City Recorder to
execute in quadruplicate a lease to the United States of America a room containing
approxifi~tely ~89 square feet on the Second floor of the City Hall Building,
situated on the West side of Willamette between 11th and 12th Streets in Eugene,
Oregon. "
A motion was made, seconded, and carried to adopt the resolution.
The following resolution was on motion duly adopted:
RESOLUTION
Whereas, the City of Eugene purchased from the Sheriff of Lane County,
I Oregon, at Sheriff's sale, Lots 14 and 15, Block 33, Fairmount to pro.tect the
City's liens against said property, and whereas the amount of Taxes and interest
paid out is the sum of $142.54 and the amount of City tax and accrued interest and
penalties is the sum of $54.29, and whereas a certificate of delinquency was issued
to the City May 3, 1930, for the sum of $34.54 to which is now added penalty $1.73
and Interest .70, and whereas a sidewalk assessment was levied against said propert-

on Nov. 3, 1923, in the sum of $190.70 to which is now added $76.66 interest, and
a charge of 50~ is added for proportionatE~ deed charges, maldng a total amount due I

R. Quackenbush, the sum of $501.66 in fuLL of all claims of said City against said
property, that the City convey said property to him and that the Mayor and aecorder
be and are hereby ,authorized to execute a deed pursuan t to this resolution.

Terminal Bonds for payment September 1, 1930, was on motion duly adopted:
"BE IT RESOLVED BY THE MAYOR AND COIVIMON COUNC IL OF THE' CITY OF EUGENE:
That Whereas, heretofore, at a special city election held in the City of
Euge ne , Or~gon, August 18, 1925, there was adopted by the electors of said city a
charter amendment authorizing the is.suance of $175,000.00 Park and Terminal Bonds
of said city, and said b~nds were subsequently issued and sold and under the pro-,
vi,sions of the Charter Amendment, the city reserved the right to retire $7000.00 I
of said bonds (choosing the same by lot) annually after five years from their date
and now at this time it appearing to the Common Council that there ar~ funds in th
sinking fund provided to retire said bonds, and five years have elapsed since the
da te of said bonds, the Council does now choose by lot the following of said bonds
'I No.3, 59, 60, 78, 93, 135, and 139, constituting $7000.00 of said issue, and the

Treasurer is hereby directed to publish in some newspaper in Eugene, to-wit the
Eugene ftegister, in not less than three weekly issues thereof, a notice. specifying
I the numbers and amounts of the bonds now selected for payment, and stating that
I such bonds shall be paid upon demand at the office of the City Treasurer, and
I that interest on suoh bonds shall cease on September first, 1930.

gone forward and the Eugene Water Board has expended large sums of money from other
funds, in carrying forward such extensions and issues total~ng $800,000.00 of
Interim Power and Light Bonds have been issued and are exhausted, and further funds
are needed.
THEREFORE, Be It Resolved by the Eugene Water Board in regular meeting
assembled, that application be and the same is hereby made to the Common Coun.cil
of the City of Eugene that a further issue of the bonds so authorized at .said
election of May 27, 1929, in the sum of $450,000.00 be made in the manner and form
in said charter amendment provided, such issue to be made either of Interim Power

I and Light Bonds or the regular Power and Light Bonds as the Council shall deem best \

after having called for bids in the alternate, and that such bonds be immediately
sold in the manner provided in said charter amendment, and the funds placed in the
Power and Light Fund upon the books of the .c;ugene Water Board to be disbursed in
carrying forward the extension of its power and light system in said city as pro-
vided in said charter amendment.
A copy of this resolution shall be transmitted to the Common Council of
the City of Eugene, as an application of the Eugene Water Board for the issuance
of $450,000.00 of either the Interim Light and Power Bonds or the regular Power and
Light Bonds of said city.
The foregoing resolution was duly adopted by the Eugene Water Board at its
regular meeting July 14, 1930, and a copy ordered transmitted to the Honorable Mayo r
and Common Council of the City of Eugene.

A certified check equal to two per cent of the amount bid must accompany

The approving opinion of Messrs. Teal, Winfree, McCulloch and Shuler will
be rendered the successful bidder.
The Common Council will meet at the Council Chambers in the City Hall of
Eugene, Oregon, August 11, 1930, at 7:30 o'clock P. M., to open and consider said
bids.
The City Recorder is hereby authorized and directed to publish a notice
embodying the foregoing information in the EtJGENl!; GUARD and in the EUGENE REGISTER,
I in at least one issue of such daily newspapers, two weeks prior to the time of the
sale. And the Recorder may give any other or further notice that shall seem to
him nece ssary or con venien t, either by fur ther publicat ion in newspap ers, or by
posting the same.

An Ordinance vacating a part of the Dedicated Street or Road known as
East Third Street, being within the Original Plat of Eugene, Oregon, was read the
fi~st time, and passed its second and third readings by title by unanimous consent
under suspension of the !'ale, and was ,placed on its final passage. The ayes and
nays were called, all present voting aye, nay, none. The Ordinance was declared
passed and numbered 7837.
Mr. Parker, representing the Westinghouse Electric people, submitted to th
Co~cil an estimated cost for boundary. approach and obstruction lights for the
municipal Air Port not including landing lights at an estimated cost of $5575.00.
Mr~ Parker explained that this was hot intended as a bid, but merely as an indica-
bion to the City of what they might expect as an approximate cost of proper light-
ing. Further consideration of the Air Port lighting was referred to the Fire and
Water Committee, Mayor Wilder, and City Engineer.
