I Minutes of the adjourned meeting of the Gommon Council, held at the hour of 7:30 o'clock P. M. July 28, 1930. There were present Mayor H. E. Wilder, cr: and all members of the Council except Large and Reid. Meeting was called to ,f" '~ order by the Mayor. 'M ;'N,r-'" Mr. Washburne, Chairman of the Judiciary Committee, reported about a sidewalk ordered in on Olive Street sometime ago and as yet it has not been a t tended to. Mr. Clubb said that the permit had been taken out that afternoon. The Street Committee reported regarding sidewalks wanted in the Chula Vista District, and the Council ordered the walks installed as per plat prepared by the City Engi ne er . The street Gommittee also reported regarding the reports of fast driving on North Jefferson Street. The Chief of Police, Mr. R. W. Hall, said that he had been out there and checked up the driving and found no excess of speed, and no action was taken in the matter. The Fire and Water Committee reported regarding the Clean 'Up of the Park back of the butte, and with some changes that Mr. Parker is making it seems as - though things would be in satisfactory shape now. The Council ordered the Chief of Poli ce to see that the old gentleman living in the cottage back of the butte was removed from there. At this time Councilman Reid appeared in Council. A petition regarding the condition of the smoke stacks at the Eugene Farmers Creamery was read, and the Health Committee was instructed to see if con- di tions could be improved. Mr. Calkins, City Attorney, reported regarding the refund of Mrs. Flanigan but said that her attorney would be in town tomorrow, and no action was taken in the matter until Mr. Calkins confers with her attorney. I Mr. Calkins also reported that Dr. Kester of Spring~ield had called him up regarding the Mrs. Traschel case, and Mr. Calkins asked that Mr. Large be given further time in the matter which was granted. A letter from the k~yor of Springfield regarding the Northwest Aronauti- cal Tournament to be held at the Springfield Air port August 4th was read, and a motion was made, seconded, and carried that 1ugene cooperate with them as much as possible., A letter from Earle J. Moore, protesting against, making sewer connections was read, and the Building Inspector was instructed to see that proper sewer connections were made. c A letter from the Lane County Abstract Co. regarding some property in connection with the Air port was read, but no actioh was taken toward acquiring any property at this time. Reports of the Building Inspector, R. W. Rundlett, and the City Engineer, W. C. Clubb, for the first six months of 1930 were read and placed on file. The March, April, May, and June reports of the Library were read and filed. A petition for the paving of the alley between 7th and 8th Avenues from Olive to Charnelton Street was read, and on motion the alley was ordered paved by the Council. The finance committee recommended that warrants be drawn in payment of the Engineer's estimates as follows: The estimate of Oscar Snow for the pav ing of the alleys between lOth and 11th Avenues and Oak and Pearl Streets. $2,791.07 The estimate of A. C. Mathews for the Grading and Graveling of 24th Avenue from Emerald Street to Agate Street. $ 494.60 I Motion was made and seconded that said estimates be allowed. The ayes and nays were called, all councilmen present voting aye, nay, none, absent Large. Three Sidewalk Imp,tovement Ordinances were read the first time, and passed their second and third readings by title by unanimous consent under suspension of the rule, and were placed on their final passage. An Ordinance levying asse ssmen ts fOI' grading and graveling 24 th Avenue from the West margin of Emerald Street to the West margin of Agate Street, in the City 0 Eugene, Lane County, Oregon, was read the first time and laia over. Mr. Washburne presented a letter from Mr. Stathouse of the Eugene Neon Sign Company regarding' the sign' ordinance and sign permits. . Mr. Strathouse was also the e and presented his case to the Gouncil, and after some discussion Mr. Rundlett, the , BUildi.r;ig Inspector, was instruc ted to take the ma tter up wi th the Board of Appealf3 and report back at the next Co~cil meeting. Mr. Reid, Chairman of the Sewer Committee, reported regarding the East Ninth Street sewer and suggested enlarging of the same, but,no action was taken in the matter. Mr. Reid also ~oke in r~gard to the refund on paying outs and suggested that they should be made to the propert,y- owners instead of the plumbers, but no action was taken on this matter. II " Lawrence Jensen asked permission of the Gouncil to lower the sidewalk about 2 inches at the entrance on 11th and Oak Street. Motion was made, seconded, and carried that the City maintain the present grade as nON established. . After some discussion regarding the ali' port the following resolution was adopted instructing the engineer to call :ror bids for lighting and i!nproving the I grounds~ . RESOLUTION " BE IT RESOLVED by the Common Council of the Ci ty of Eugene that the Oi ty !I Engineer be and is'hereby instructed to advertise for bids for the lighting and improving of the Municipal Airport in accordance with the plans therefor, prepared . I: by said City Engineer, and that bids will be received until August 11th, 1930, at I 7:30 o'clock P. M., and at said time will be considered by tihe Common Council. That notice to bidders shall be "given by posting in three public places within the :i City of Eugene 'not more than 10 days or not less than 5'days prior to the receiving of said bids. .
