I Minutes of the adjourned meeting of the Common Council, held at. the hour of 7:30 o'clock P. M., August 25, 1930. There were present Mayor H. E. Wilder, and all meaibers of the Council except Simon and Lamb. Meeting called to order by the Mayor. Tv1.r. Hyde, repre sen ting property owners on Indiana Avenue, asked for the grading of that street and was instructed to bring in a pe ti tion of property owners " and Ci ty Engi nee r Clubb was i nst ruc ted to pI' epare the ordinance and plans so that the matter could be considered at the next Council mee tinge A tamale vendor asked for permission to operate a street wagon and was ad- vised that it would not be permitted in the business district. The claim of the Lane County Abstract Company for $12.50, paid by warrant --=-- No. 28425 on June 30, 1927, which warrant was never delivered to them, was referred '. to the finance' commi ttee herein. The library re por t for July was ordered fi1;ed. , ' , Estimates of Chase Company and Central Heating Company for furnace repairs or replacement s were read, and tIr. Leighton of the Central Heating Company di scuss- ed the city heating problem. ,On motion it was ordered that the Chase Company make the temporary repairs on the present furnaces at approximately $50.00, and that the Question of a permanent heating plan be considered by the next budget committee. Dr. Kerron, City Health Officer, and Dr. Haskell of the United States Health Department discussed a proposed ordinance relating to milk and milk products and urged its passage. Councilman Washburne moved that the ordinance be considered by the council at this time, and the mo t i on was s e co n ded by C ounc i 1 man Monro e and carried. The ordinance was read in full on its first reading, and a motion was made" seconded, and carried that the emergency'clause be eliminated from said ord- inance. Motion was made, seconded, and carried that section 17, relating to penalt be amended by fixing the amount of fine at $200.00 and the imprisonment for a perio I not to exceed 100 days or by both such fine and imprisonment. On motion duly secon - ed and carried the rules were suspended by unanimous consent, and the ordinance read. the second and third time s by ti tle and placed on its final passage. Council- men voting aye, Washburne, Reid, Hendershott, "Large, and Monroe, nay Zu~valt, absen Simon and Lamb. The Ordinance was declared passed and numbered 7875. ~ The reQuest of the Texas Company for permission to install modern aIrport gasoline and lubricating eQuipment at the municipal airport was read and referred to the Fire and Water Committee. An applica tion of J. F. S trai t was read asking the passage of a resolution exonerating him as a City Officer was read, and on motion the following resolution to that effect was adopted by the Council: n RES 0 L UTI 0 N . Rundlet I that he be allowed to attend the Pacific Coast Building Officials Conference at. I Long Beach, Calif. on ~ept. 29th to Oct. 4th, and that he be allowed $100.00 for expenses. Chas. C. Pollock applied for commission as private patrolman for the Univers. ty district between Alder and Ferry streets and Eleventh and Fourteenth Streets, and Chief of Police HalLhaving reported favorable, motion was made, seconded, and carried that he be appointed a special police officer for s~d purpose. '.' A communication from S. E. Stevens l' regarding back water in the sewers in the Fairmount dist1:,ict effecting,property along the Franklin Street trunk sewer, was read and referJ:'ed to the sewer comnittee, who asked for the passage of an ordinance ! regarding di scharge of storm water into f:levVers and an ordinance making provision against the di scharge of storm water into sewers without; a permit from the Buildin II Inspector heretofore read on the 26th da.',' of August, 1929, vms read the second and third timef? by ti tIe under suspension of the rule by unanimous consent, and was placed on its final passage. " An unsanitary sewage conditon at 1099 East 25th Street wa:? called to the attention of the council and referred to the Building Inspector. A complaint of C. H. Preston, propl:,ietor of the Central Rotel., regarding noises in the Reid Dair~l Plant was referJ:,ed to the police committee. Ii The following resolution, ratifying the contract with Stein Bros. for the I i Ai rport co ns truc tion work and pledging the fai th of the City to the levying of the money to defray the cost, was read, and motion was made, seconded, and c arri ed to adopt the same. n RESOLUTION 'I Whereas, heretofore and on June 2~, 1930 , the electors of tre City of 11 Eugene, at a s:pecialelection held in said city, au thorized and empowered the II common co unc i1 of the ci ty to include in its general Ie vy each ye ar fo l' the years 'I . 1930 and 1931 such special levy as shall be required in the judglrent of the common , to exceed $14,000.00 in the Council, which shall produce not year 1930, and not I to exceed $14,000.00 in the year 1931 all-in excess of the si::)C pe l' cent constitu- i tional limitation upon the city's tax levy, for the purpose, among other things I of improving and developing the city municipal airport, I I AND 1JIlEEREAS, an urgent need now exists for lighting and ~raining the Eugene II airport in order to reduce t,he hazards attendant upon ships landing a.t or leaving I' Ii said air port, 11 ~ AND WHEREAS, under the tenns of said authori za ti on the Common Council of t1E, ,I City of Eugene is empowered to make a levy in December of 1930, which shall produa ! Bryson, City Recorder. n A sidewalk improvement ordinance for the construction of a sidewalk on the East side 0 f Moss S tree t between 17th and 19 th Avenues was read the fi rst time, and passed its second and third readings by title by unanimous consent under sus- pensi on of the rule, an d was placed on its final passage. The ayes and nays were called, all present voting aye, nay, none, absent Simon and Lamb. The Ordin- ance was declared passed and numbered 7877. I An Ordinance to improve the alley between 7th Avenue West and 8th Avenue West from the West, line of Olive Street to the East- line of Charnel ton Street, by 'paving the same with concrete paving, was presented, and a motion was made, second- ed, and carried that the Ordinance be' laid on the t abl e . Thirteen sidewalk assessment ordimnces, having been read the first tiae on Augus t 11th, 1930, and registered notices for protest having been sent, and now no pr ate s ts b ei ng :recei ved, said ordinances were read the second time, and passed thei r third readings by ti t Ie by unanimou s co nsen t under suspe nsion of the rule, and were placed on their final passage. The ayes and nays were called, all present va ting aye, nay, -none, ab sent Simon an d Lamb. The Ordinances were declared passed and numbered consecutively from 7878 to 7890, both numb-ers inclusive. An Ordinance providing restrictions on the placing of fire-wood or other commodities on any area within the street,or alley lines of the City of Eugene was read the first time, and passed its second and third readings by title by unanimous consent under suspension of the rule, and was placed on its final passage. .' The ayes and nays were called, all present voting aye, nay, none, absent Simon and Lamb. The Ordinance was declared passed and numbered 7891. An Ordinance providing a f'orm for the issuance of $300,000 Interim Power and Light Bonds, vvhichare a unit of th~ $1,250,000 Water and Light Bonds author- ized by the Electors of the City of Eug'ene, May 27, 1929, ratifying the acceptance of the b id , and authori zing and directing ,the issuance and sale of said bonds in accordance with said bid and proposal was read the first time, and passed its second and third readings by title by unanimous consent under suspension of the rule, and was placed on its final passage. The ayes and nays were called, all pre sent voting aye, nay, none, absent Simon and Lamb. The Ordinance was declared passed and numbered 7892. A petition was read, and a motion of Councilman Large to refer it to the Public Heal th Commi ttee was made and withdrawn.
