I Minutes of the adjourned meeting of the Common Council, held at the hour of 7:30 o'clock P. M., September 22, 1930. There were present Mayor H. E. Wilder, and all members of the Council, except Monroe. Meeting called to order by the Mayor. .-' ~!;t" The following bids were opened and read for the grading of Indiana Avenue from eolumbia Street to Van Ness Street: Eugene Sand & Gravel Co. $543.50 A. C. Mathews 581.25 Chairman Lamb of the Street Committee moved that the council determine that the bid of the Eugene Sand & Gravel Co. is the lowest and best bid, and that the contract be awarded in accordance therewith. Motion was seconded and carried. -: Mr. Wm. Johnson asked permission to erect a garage on his property line, and on motion the request was granted. ;\ A petition for two street lights at the corners of 24th and 25th Streets !! on Spring Blvd. was presented and referred to the Fire and Water Committee. The request of Hudson, Duncan, and Co. to cut an entrance for a driveway into their warehouse at Fourth and Lincoln Streets was referred to the Building Inspector. 'A request of the Service Station at 8th and Lincoln Streets to widen the entrance by cutting the curb West of the present cut was on motion granted. Robert Fishel', Jr., President of the Central Labor Council, requested the city to issue an invitation to the State Federation of Labor to make Eugene its - convention city for the 1931 session, and motion was made, seconded and oarried that the Mayor extend such invitation. I E. M. Baker requested an extension of the storm sewer to the Southeast ; portion of the City, and the matter was referred to the Sewer Committee. Chairman Washburne of the Judiciary Committee reported that the Committee recommended that ~~. Patterson be allowed a reduction of $200.00 from his assess- ment against Lots 9 and 10, and part of Lots 7 and 8, Block 3 Pearl Addition to Eugene, Oregon, and a Metes and Bounds description running North 50 feet, and East 156.34 feet from the Northeast corner of the intersection of 17th and Pearl Streets. A motion was made, seconded, and carried that the said sum be apportion ed by the Engineer and as a reduction against the lots 3,ffectedand deducted from the asse,ssmen ts as shown on the lien docke t. ' Chairman Large of the Finance Committee reported that the finance committ e recommended the allowance of the claim of H. C. farley for personal injury caused by a stone dislodged and rolling down the slope of the butte, and moved that a warrant for the sum of $138.50 be issued to said H. C. Farley upon a release from him of all claim of damages. Motion was seconded, and the ayes and nays were .~ called, all councilmen voting aye, nay, none, absent Monroe. Chairman Lamb of the Street Committee reported that the walk on East Franklin Street along the Mill Race, East of the Anchorage, in bad condition. The matter was referred to the City ~ngineer to report back at the next meeting. Chairman Zumwalt of the Health Committee reported that he had checked up on the property ownerships in the block bounded by Olive and Charnel ton, 7th and 8th Avenues, and recommended that the Recorder notify the property owners to clean up their premises. Mr. Zumwalt also reported that an order to clean up the premises at the stock barn South of the City Machine Shop on Lincoln Street had been carried out, and the condition very much improved. At this time, Mr. Reid was excused from the meeting. I A letter of the Planning Commission, concerning its former recommendation that the Council take over the rights of way of the Street Railway system in Fairmount between University and Agate Avenues, was referred to the City Attorney The Planning Commission recommended that the alley in Block 27, Fairmount Heights Addition be vacated, and also the alley in Block 26 of the Plat of Fair- mount be vacated on condition that an alley East and West be given in its stead along the South lines of Lots One and Six. Motion was made, seconded, and carrie to grant the recommendation with the understanding that formal papers be submitte later. . II A request of Mrs. Velma Costella for a Tourist Room permi t at 70 East Broad- \ way, approved by Chief Hall, was on motion granted. The requ.est of the Local Lodge No. 685 of the International Hod Carriers' Building and Common Laborers' Union of America for interpretation of the City Ordinance rel~ting to employment of local resident labor was referred to the City Attorney f'or construction. Mullin " An ,Ordinance adopting the report of the viewers for the purchase of additional real estate for the municipal airport and aviation park, and directing that a warrant be drawn to the owners, was read the first time, and passed its .. second and third readings by title by unanimous consent under suspension of the mle, and was placed on its final passage. The ayes and nays, were called, all present voting aye, nay, none, absent Monroe. The Ordinance was declared passed and numbered 7901. Three eidewalk Improvement Ordinances were read the first time, and I pa~sed their seoond and .third readings by title by unanimous consent under sus- pension of the rule, and was placed on their final passage. The.ayes and nays were called, all present voting aye, nay, none, absent Monroe. The Ordinances J were declared passed and numbered from 7902 to 7904, both numbers inclusive. Nine Sidewalk Assessment Ordinances were read.the second time and this being the time for hearing of objeotions, objeotions were called for and none heard, and on motion the ordinances were read the third time under suspension of. the rule and were placed on their final passage. The ayes and nays were called" all present voting aye, nay, none, absent Monroe. The Ordinances were deolared passed and numbered from 7905 to 7913, both numbers inolusive. An Ordinanoe aocepting and ratifying the acceptance of the bid of Eugene 1 Sand.& Gravelporilpanyfor the grading of a street in the City of Eugene, Oregon, as follows: .Indiana Avenue from Columbia Street to Van Ness Street, was read the first time, and passed its seoond and third readings by title by unanimous consent under suspension of the rule, and was placed on its final passage. The aye s and nays were called, all present voting aye, nay, none, absent Monroe. The Ordinance wa~ declared passed and numbered 7914. The subject 'of Police Officers going outside of the City Limits in 00-' operation wi th the Cheriff's Office was discussed and referred to .the Police CO!IllJlittee. The City Attorney and City Recorder were instructed to prepare an ordin~ ance prohibiting setting up of stands on the streets or in doorways for the sale or. haWking of merohandise as a protection to'traffio and as a protection to resi- dent merchants within Fire Zone No. 1. Councilman Simon suggested that steps should be taken to protect school .' children at the crossings on Willamette Street by establishment of orossing zones and slow signs. ~he matter was referred to the Police Committee. . Building Inspector Rundlett asked the council to appoint Graham Smith to aot as a deputy inspector during the absence-of Mr. Rundlett, who is leaving shortly to attend the convention at Long Beach, Calif. Motion was made, seconded, and carried authorizing the appointment. The City Recorder .reported that the Aetna Lif~ Insurance Co. had issued a check for $1500.00 to Mrs. Duley in payment of the life insurance of Oscar Duley; and that the old flag pole was showing decay at the base, and also was in need of painting, and this matter was authorized to be taken up with Mr. 'McClain, Water Superintendent,.to see if cooperation could be had to the extent of taking down and reestablishing the pole, providing the City would meet the expenses of a new stub and the cost of splicing and painting. The reoorder also stated that the Water Department wished to have the I, little room now oocupied as a storage room for the playground apparatus, assigned to them for the purpose of an engineer's library, and that they maintain the same for the benefit of the ir own department and also for the use of the 01 t.y Engineer, and that they would make satisfa9tory arrangements for storage of the playground apparatus by a room in the general auditorium.
