I Minutes of the adjourned meeting of the Common Counciil, held at the hour
of 7-:30 0' clock P. M., October 27, 1930. Council was called to order by Carl G.
Washburne, President of the Council, presiding in the absence of Mayor H. E. {':9'

Attorney Clyde Johnston presented a petition of the Recreation Pa~lor
that they be permitted to operate bowling alleys on Sunday. After a brief dis-
cussion, the matter was referred to the Judiciary Committee.
County Officer, M. J. Thompson, called the attention of the Council to the
practice of dumping garbage along South Alder Street, and at his request County
Engineer Morse also discussed the subject briefl~, and'they were advised that the
matter would be taken care of by the Police Department.
Mr. ROllins, representing the Standard Oil Company, asked the consent of
'. the Councilo,for a lease agreement between the Standard Oil Company and the Hobl
Airways Company for installation of modern gasoline, oil and water equipment at
the aviation field, and this matter was refer~d to the Judiciary Committee and
Oi ty Attorney.
Finance Committee Chairman Large recommended that the City purchase for
sinking funds $3000.00 City of Portland 4% Water Bonds at par, and on motion it
was so ordered.
Chairman ~arge of the finance committee recommended that the bill of Hal
Hall for 19 days work in the Police Department in the sum of $76.00 be paid. The
ayes and nays were called, all councilmen voting aye, nay, none, absent Monroe.
Attorney S. M. Calkins reported that the Finance Committee, Attorney, and
Recorder had met with the interested parties regarding the acquiring of 4.71 acres
at the Northeast corner of the aviation tract and had made an offer of $1,250.00
for the land, and that they had received later a counter proposal to sell for
$1,500~00. Motion was made, seconded, and carried that the City be authorized to
offer $1,500.00 for the purchase of this tract.
I Street Committee Chairman Lamb, reporting on the petition to grade and
gravel Taylor S.treet between Seventh and Eighth Avenues, recommended that the
Street be improved by grading and graveling from Eighth Avenue North to alley
between Seventh and Eighth Avenues. On motion the recommendation was adopted.
Chairman Reid of the Sewer Committee recommended that the City, at its
OWA expense, clear out and straighten the ditch running along the East side and
Northwesterly to 24th Street, near the Masonic cemetary, and expressed the opinion
of the sewer committee that it could be taken care of for about $200.00 to $2pO.00
On motion the City Engineer was authorized to proceed with this work.
A communication of the Police Committee, with reference to the cooperation
of the Police and Sheriff Departments, was read and placed on file.
Police Committee also recommended that Elmer Geiger b~ appointed as
Captain of Police and the salary advanced from $125.00 to $135.00 per month,
. . commencing November 1st, and his salary to be paid on regular pay roll, and that
Claude Romaine be designated as Desk Sargent. Moti-on was made and seconded to
oonfirm the action of the Police Committee. The ayes and nays were oalled, all
counoi lmen voting aye, nay, none, absent Monroe.
City Attorney Calkins stated that he had been going into the construotion
of the ordinance relating to appointment of resident labor on public contraots,
and that he was preparing an ordinance which in substance would provide that ,so
called leads on contractor's work might be brought in from outside, but that
further than this only local labor within Lane County could be employed on the
work, and that this would probably be the interpretation of the present ordinance,
unless he receives some further light on the subject.
Mr. Calkins also reported that former City Councilman Simmons and former
Mayor Williamson had stated that at the time the amazon ditch was put through the
Patter'son tract that it was their understanding that Mr. Patterson should be
allowed $200.00 as damages. A motion was made and seconded that the City allow
I Percy Patterson $200.00 as damages and that the same be given by deducting this
amount from assessments against metes and bounds description, principal $31.32,
interest $11.28, total $42.60 as shown in Book I, page 87, line 8, and interest
on Lots 5 and 8, Block 3, Pearl Addition $155.28, prinCipal $2.12, total $157.40,
said deduction to be made on the Lien Docket whenever Mr. Patterson delivers to
the City a deed to the Amazon right-ot-way through his property.
A communication from R. W. Rundlett, Building Inspector, briefly reviewing
the Long Beach Pacific Coast Building Off!cials Conference, was read and filed.
The ~ecorder presented the offer of Jesse G. Wells, Attorney, to purchase
.~ from the City the certificate of sale, now held by the City dated May 3rd, cover-
ing the South 45 feet of Lot 3, Block 5 Cheshire's Fi t Addition d

Ct The Recorder presented the subject of purchasing illuminated or 'reflector
>. stop signs to be substituted for present stop signs as a protection to night traffi
along the through street s, and also t he que sti on of whe ther the counc il oared to 4
\\:) consider the old petition to make Sixth Street from the City Limits to Pacific
Highway a; through street. These matters were referred to the Police Committee.
The report of the Public Library for tne month of September was placed on
file.
Motion was mde, seconded, and carried that the City be authorized to enter
into an agreemEtn t wi th E. E. Jepsen and Sarah E. stoner allowing them to pay assess
ments for the newer assessment against a tract owned by them at .the Southeast
corner of the intersection of 23rd and Agate Streets, particularly des'cribed in the
agreement, by l>aying the accrued interest to November 1st and by paying the balanoe .
of princ! pal and in tere st "infi ve installments on November 1st of the years 1931 to
1935 inclusi ve.. The Mayor and Recorder were directed to sign .the above agreemen t
for the Oi ty.
Attention of the Council was called t.o an old assessment against the Oregon
California Railway Company for the paving of Villard Street in the sum of $212.32,
wi th interest j~rom November 24th, 1925. It was ordered that the City Treasurer
send a notice of this assessment to the Oregon California Railway Company in care
I of the Southern Pacific Company.

restriction of peddling of fruit and license fees to be ~quired, was referred
11 to the Ci ty Att.orney.
I A petition for the prohibiting of radios and loud speakers creating noise
and confusion in the business district was read, and Mr. Leighton discussed the
difficulty with the council, and the matter was referred to the JUdiciary.Committee
Eighteen Sidewalk Improvement Ordinances were read the first time, and pass- I
ed their second and third readings by title by unanimous consent under suspension
of the rule, and were placed on their final passage. The ayes and nays were
calleq., all prE,sent voting aye, nay, none, absent Monroe. The Ordinances were de-
clared passed and numbered 7925 to 7942, both "numbers inclusi ve.
An Ordinance amending Section 18 of Ordinance No. 77-09, entitled "An
Ordinance regulating the use, conduct and control of vehicles upon the Streets
and Alleys of the City of Eugene, and prescribing penalties for the violation
thereof, and rElpealing Ordinances No. 3890, 5695, 5993, 6118, 6264, 6590 and 7536,
I and all ordinances or parts of ordinances in conflict herewi th. and declaring an
emergency.", by adding thereto a provision making it unlawful to park or leave
stand any vehicle upon 13th Avenue East between Alder Street and Onyx Street in
I the City of Eugene, between the hours of 8 o'clock A. M. and 5 o'clock P. M.,
except Sundays, and declaring an emergency, was read the first time, and passed
i its second and third readings by title by unanimous consent under suspension of
I the rule, and was placed on its final passage. The ayes and nays were called, all
Ii present voting aye, nay, none, absent Monroe. The Ordinance was declared passed .'

I An Ordinance requiring persons proposing plats for adoption by the City
Council of the City of Eugene, to make a deposit with the City Treasurer of such
sum as shall bEt determined to be necessary by the Oi ty Engineer for a survey to
I determine whether the plat conforms to adjacent plattings, and requiring the
II Engineer to malee such survey was read the first time, and passed its second and
third readings by title by unanimous consent under suspension of the rule, and was
placed on its final passage. The ayes and nays were called, all present voting
I aye, nay, none " absent Monroe. The Ordinance was declared passed and numbered
7944 .
An OrdUl8nCe providing for t.he identification, conduct, and operation of
vehicles and bicycles in the City of Eugene, and prOViding a general code of
traffic rules for said City was read the first time, and passed its second and
third readings by title by unanimous consent under suspension of t.he rule, and
I was placed on its final passage. The ayes and nays were called, all present I
I voting aye, na~r, none, absent Monroe. The Ordinance was declared passed and num-
bered 7945.
An Ordinance prohibiting the use of the streets, sidewalks and door ways
! within the limits of Fire Zone No.1 in the City of Eugene, for the sale of goods,
ware s and aerchandi se or for the display of anything for sale or for amusement in
I such places was read the first time, and passed its second and third readings by
I ti tle by unanimous oonsen t under suspension of the .rule, and was placed on its
I final passage. The ayes and nays were called, all present voting aye, nay, none,
~ absent Monroe. The Ordinance was declared passed and numbered 7946. .

The Recorder reported to the Council that the Committee to whom the
question of changes and the handling of assessments had been referred unanimously
I recommended steps be taken t,o install a complete tract index in the treasurer's
office, and that a sufficient sum be provided in the next budget to cover the
costs of completing and installing such a system. Motion was made, ,seoonded, and ~
carried that the recommendation be adopted, and that the annual bUdget committee
. be urged to include in its budget a sufficient fund for the above purpose.

Councilmen Simon and Lamb related that the present police merchant patrol
was not proving satisfactory and recommended that the council take steps to pro-
vide adequate police patrol and to replace the merchant.patrolmen with regular
City patrolmen, and it appearing that an ordinance is necessary to change the
present provision in this respect, it is ordered that th~ City Attorney prepare
the necessary ordinance.
The Police Committee recommended the employment of Ralph W. Weir as a
patrolman, his appointment to cover from October 18th at a salary of $125.00 per
.' month, and he to be placed on the regular pay roll of the City at this rate, and
the Recorder instructed to draw salary warrants at the customary time. Motion
was made and seconded to adopt the recommendation. The ayes and nays were called,
all councilmen voting aye, nay, none, absent Monroe.
A claim of personal injury was presented to the council in behalf of Mr.
Misfeldt, wno resides on his property on the North side of the Butte in Riverside
Park. It is claimed that Mr. Misfeldt had received an ,injury to his leg by bruis-
ing it on a protruding root along the river front. A motion was made, seconded,
and carried that the City Attorney be authorized to settle this claim for the sum
of t150.00, obtaining a .release in full for the claim of damages, and the Recorder
authorized to issue a warrant in this amount upon receipt of proper release. The
ayes and nays were called, all councilmen voting aye, nay, none, absent Monroe.,
street Commissioner LeVan was instructed to provide a required culvert,
so that Mr. Misfeldt could have access from his property to the road along the
North side of the But te.
On motion the Council adjourned.
