Counc il Chambers, Eugene ,Oregon, November 24, 1930. Minutes of the adjourned meeting of the Common Council, held at the hour I of 7:30 o'Qlock P. M., November 24, 1930 . Council was called to order by Mayor '-:"'"'; H. E. Wilder, with all Councilmen present except Monroe and Reid. ~ X Mr. Jo,e Sapp _of 330 West First Street complained that the alley in Block One of Shelton's First Addition was used by the Fuel Company as a loading dock, and that he was shut out from his own property by such use of the alley. The matter was referred to the Street Committee and .Street Commissioner. Street Committee Chairman Lamb reported in regard to the improvement of the alley between 19th and 20th streets and Onyx and Emerald streets, about which there had been considerable discussion before the Council, that to settle the matter they had caused the petition to b& circulated among the property owners, but could get .no signers 8:lld therefore could no~ ree:ommend the improvement of this a~ley. . < I The petition for a street light on Hilyard street about midway between Broadway and the Mill Race was read, and on motion of Chairman Hendershott of the Fire and Water Commi t t~e :l t was ordered ins talled. Mr. Hendershot t also recommended tha t one light be installed at some suit- able place on Spring Boulevard in re sponse to the reque st of property owners of that neighborho~d, and on motion it was so ordered. A co mal1l:l.llica tion from NePage McKenny Co.,' asking for the balance of the payment of $560.00 was r~ad, and the Recorder w~s instructed to advise them that t~e payment will be made when they have complied with their contract. A communication from t'he Pacific Greyho-qud Lines, Inc., asking for the I e~imination of the stop street at Willamette and Broadway intersection, was dis~ cussed, and the Recorder was instructed to comaninicat,e wi th the State Traffic Department as to the right of the City to substi:tute a "slow" sign in place of the stop street sign at this point. " At this time Councilman Reid appeared in Council. I A petition for the grading and graveling of Indiana Avenue between Agate and Columbia Streets was read, and on motion of Chairman 'Lamb, duly seconded and carried, t~e petition was granted. A oomm~nication from the National Billiard Association of America by Thos. I H. Boylan, Sec.t"etary-tJounsel, relating to the restriotion of .gaming wi th cards and other gaming devices in public billiard rooms and a suggested regulatory I ordinance were presented to the Gouncil, and motion was made, see onded, and carried that they be laid on the table. I An Ordinance providing for the disposition of motor vehicles coming into the hands of the Police Department of the City of Eugene, through abandonment by the owner, arrest, or otherwise was read the first time, and passed its second I and third reaQing by title by unanimous consent under suspension of the rule, and was placed on its final passage. An Ordinance levying assessments for grading Indiana Avenue from the East lin.e of Columbia Street to the West line of Van 'Ness Street, in the.City of Eugene, I Lane County, O.regon, having been read the first time on November 10th, 1930, and regi stered notices for protest having been sent, and now no protests being receiv- ed, said ordin~nce was read the second time, and passed its third reading by title II by unanimous conaent under suspension of the ru~e, and was placed on its final passage. Seventeen Sidewalk Assessment Ordinances, having been read the first time on November lOth, 1930, and registered notices for protest having been sent, and now no protests being received, said ordinances were read the second time, and passed thei.r third readings by ti tle by unanimous consent under suspension of the rule, and were placed on their final passage. The ayes and nays were called, 1,4 all present voting aye, nay, none, absent Monroe. The Ordinances were declared passed and numbered consecutively from 7957 to 7973, both numbers inclusive. An Ordinance to improve Indiana Avenue from the West line of Agate Street to the West. line of Columbia Street in the City of Euge.ne, Oregon, by grading and graveling the same was read the first time, and passed its second and third readings by title by unanimous consent under suspension of the rule, and was I placed on its final passage. Councilman .Simon of the Police Gornmittee recommended that Royal B. Wilcox. be appointed as a patrolman to fill the vacancy caused by the resignation of Frank Cronin, and that he be placed on the City pay roll at $125.00 per month, and that he begin work at once, and that Hal Hall and Eldon Darren be appointed as patrol~ man temporarily for a short periOd ot time at a salary ot $125.00 per month, and that the salaries for these men during time of there employment be drawn on the re~lar pay ro~l at the time regular City salaries are paid. Motion was made and seconded that the recommendation be ,adopted. The ayes and nays were called, all present voting ~e, nay, none, absent Monroe. , A motion was made and seconded that the matter of installation ot street -I telephones and a light signal in connection wi th the Police Department be' reterred to the Police Coromi t tee wi th power to ac t. Council Chambers, Eugene, Oregon, December 8, 1930. Minutes of the regular monthly session of the Cornmon Council, held at 7:30 l o'clock P. M., December 8, 1930, and in the absence of Mayor. Wilder and Carl G. ~ Washburne, President of the Council, was called to order by Councilman E. Large, with the following councilmen present: Simon, Lamb, Reid, Hendershott and Zumwalt. ,--. -- Minutes of the regular meeting of November lOth, 1930, and of the adjourned meeting of November 24th, 1930, were read and approved. Councilman Hendershot t of the Finance Commi t tee .recommended that the City purchase from Tucker Hunter Dulin & Co., out of sinking funds, $20,000 Multnomah County School District No.1 4M& bonds, due April 15, 1942, on a basis of 4.10. Motion was mdE', seconded, and carried to adopt the recommendation~ Motion was also made, seoonded, and carried tha t the Ci ty Treasur er be aut hor ized to purchase $1,000 of Gity of Eugene Sewer bonds for whiCh the finance committee has been negotiating on a 4.40 basis, if the same can be had. . The following bids were opened and read for the Grading and Graveling of Indiana Avenue from Agate Street to Columbia Street: Eugene Sand & Gravel Co. .$782.00 A. C. Ma1ihews 716.30 I Chairman Lamb of the street Committee moved that the council determine that the bid of the A. C. Mathews is the lowest and best bid, and that the contract be awarded in accordance therewi tho Motion was seconded and carried. I The following bids were opened and read for the grading and graveling of Taylor Street from Eighth Avenue to a point 231 feet North of Eighth Avenue: A.O. Clubb, reported that NePage-McKenny Co. had supplied the balance of their contract on the Ornamental Street Lighting system and re- I commended that the check for $560.00, held by the City for completion of this I contract, be forwarded to them, and on motion it was so ordered. An Ordinance approving and adopting the plans and specifications of the City Engineer for the improvement of the North side of 13th Avenue from the West line of Olive Street to a point 167 feet East of the East l.i.ne of Charnelton Street, by constructing a sewer thereon was read, and passed its second and third readings by unanimous consent under suspension of the rule and was placed upon its final' passage. The ayes and nays were called, all present voting aye, nay, none, absent Monroe. The Ordinance was declared passed and numbered 7987. Mayor Wilder appointed G. D. Farmer to the position of Park Superintendant, commencing January 1st at a salary of $125.00 per month, and a motion was made and seconded that the appointment be confirmed by the Council and that Mr. Farmer be placed on the regular payroll at $125.00 per month, his salary to be drawn at the time all regular salaries are drawn. The ayes and nays were called, all present voting aye, nay, none, absent Monroe. City Engineer Clubb submitted plans for the straightening of Taylor Street, and 'the matter was referred back to Mr. ,Clubb and City Attorney to prepare an ordinance, carrying out the suggestions. of Mr. Clubb~ I Motion was made, seconded, and carried that the Council adjourn to meet on December 26th, 1930, at 7:30 o'clock P.
