M. by Mayor H. E. Wilder, with all Councilmen present except Washburne and Monroe. A ~1J ~:l ~, As per the call, bids we're opened for the construction of a certain sewer on the North side of Thirteenth Avenue from-Olive Street to 167 fee~ East of the East line of Gharne 1 ton Street as follows: E. N. Peterson Hels T. Jorgensen Pe tel' A. Nelson $143.53 158.72 178.60 Sa! d bids were referred to the Sewer Commi ttee for repor t and it re- commended the bid of E. N. Peterson at. $143.53 be accepted. On motion such report was adopted and the Mayor and Recorder were instructed to enter into a contraot with the successful bidder for such improvement work. City Attorney, S. M. Calkins, reported that the Judiciary Committee had met with the Springfield City Gouncil and after a fair dXscussion of the si tuation -had 'determined to recommend that the Council carry out the original intention of the City of Eugene, intended to be covered by its forty-nine year ,lease, by executing a bargain and sale deed of the land in question to the Oity of Springfield, and ,that an ordinance would be subml tted later in this meeting for consideration. .' Chairman Large of the finance committee recommended that the Council approve the completion of the Stien Bros. contract on the Aviation Field, and that the first and final estimate of the City Engineer, allowing the con~ractor the total-of $19,098.04, be approved, and that the Recorder draw warrants in favor of the contractors for $14,000, being the amount available from taxation in the current year,- and also that a warrant be drawn on the aviation field fund in favor of the general fund for the sum of $945.90, representing Gity Engineer... ing charges against thil;3 improvement, with the understanding that this warrant is to be held by the City Treasurer 'and not to bear interest. I Chairman L~rge of the finance committee also recommended that the Gity I purchase from Blyth &: Go. of Portland 3,000 City of Eugene, Oregon Fire Equipment 4i%,Bonds, due Au~st 1, 1945, at 101.06 plus accrued interest, and 2,000 Eugene , Power and Light5t% Bonds, ,Clue June 1,1934, optional June 1, 1931, at 100.40 I (4.40% basis to option date) plUS accrued interest; Also 1500 Lane County Road Fives, I due May, 1945, a.t 106.30, and 1000 Lane G-ounty Road Fives, due ],{ay, 1943, at 105.64, all the above bonds to be purchased for the investment sinking fund. I A note of expression of appreciation from Mr. and Mrs. a. W. Hall and family to the City was read. Reports Qf the Building Inspector ~nd Public Library for December, 1930, annual report of Mi~k Inspector for January, and report of C~ty Engineer were read and placed on file. '.' A petition of the business houses along 13th Avenue from Alder Street' to Kincaid Street, that the Council place a one hour parking restriction on said street, was read. An Ordinance to amend Section 8 of Ordinance No. 7709, providing for a one hour parking limit on 13th Avenue East from Alder to Kincaid Streets, having been previously read, was read the seoond. time, and passed its third reading by title by unanimous consent under suspension ot: t;,he rule, and ,was placed on its final passage. The ayes and nays were called, all Councilmen voting aye, nay,none, absent Washburne and Monroe. The Ordinance was dealared passed and number 7989. Twelve Sidewalk Assessment Ordinanqeshaving been read the first time on December 22, 1930, and registered,notiaes for protests having been sent, are 1 read the second time and objections called fo~. At this time Mr. Mike Dewey ap- peared before the Counci 1 to pro test the ordinanae asse ss ing$44 .42 agains't the I North 40 feet of Lot 12, Block 4, of Teshner's Addition, and $51.08 against Lot I 11, Block 4, Teshner's Addi tion, f"or the reason that he had purchased these lots I,ll subsequent to the construction of sidewalk and claims to have been advised by the , Oi ty Treasurer that there was nothing of reco~d as a Ii en against thi s prope rty. Bond, and sai d oounoilmen were duly installed and seated. Counoil~n Hendershott moved that the City Gouncil convey to retiring oouncilmen Carl G. Washburne and George Monroe an expression of their deep appre- ciation o~ the service rendered to the City by these retiring councilmen and of their contribution to the friendly spirit and harmony in the City government during their association with the other city officials, and that the record~r convey this message to the retiring councilmen. Mo tion was made, seoonded, and carried that all appointments of the Mayor be oonfirmed. I Councilman Hendershott nominated E. Large, Senior member of the Counoil, as President. Motion was made, seconded, and carried that an unanimous vote of the Council be cast for E. Large as President of the Council. ' Application of Mrs. L. E. Rogers for hotel permit, approved by Chief of Police Hall, was on motion granted. The Reoorder was instructed to draw on the revolving fund for $25.00 to pay the City of Eugene membership dues in the League of Oregon Cities ror the ye ar of 1931. A oommunication ~rom the National Billiard Association of America was read, and on motion ordered laid on the table. . An Ordinance changing the name of Biroh Avenue to Birch Lane was read the first time, and passed its seoond and third readings by title by unanimous consent under suspension of the rule, and was placed on its final passage. The ayes and nays were called, all present voting aye, nay, none. The Ordinance was declared passed and numbered 8003. An Ordinance directing the Mayor and Oi ty Recorder of the Cit.y of Eugene to execute on behalf of the City, a bargain and sale deed to the Town of Spring- fie ldf'or the 'two hundred and fifty-nine acres of land known as the terminal property at SpJ~i.ngf'ield, res~.rving a five acre ,park site was read .the first time , and,passed' its second and t.hird readings by title by unanimous consent under sus- pension of the rule, and was placed on its, f'inal passage. Chairm.an Lamb of' the street Committee reported that the fill had been c omple t ed along the Mill Race Eas t of the Anchorage, and that a curb plank should be installed, and the fill was proving very sa tisfac tory., The question of whether the recommendation of the Budget Committee that an additional patrol car be purchased or that two extra policemen be continued during the next three months was discussed. Councilman Reid moved .that the matter be referred to the Police Committee with power to act, which motion was withdrawn, there being no second, and the motion was made that the two extra policemen be laid off and their salaries be paid ou,t of the. emergency fund by the recorder for the time due them.
