Minutes of the adjourned meeting of the Common Council, held at the hour of 7:30 o'olock P. M., Maroh 30, 1931. Counoil was oalled to order by Mayor Wilder with all Gounoilmen present. . Bids ~or the purohase of $400,000 ,City of Eugene Power and Light Bonds were o:P6ned and read and referred to the Finanoe Committee and Water Board. J. F. Parks, representative of the Seattle Equipment Corporation, exhibited a patented stop street ,sigp., and Chairman Simon of the PolioeOommittee moved that the Oi ty purchase six of these and t,ry them out. Chairman Hendershott of the Fire and Water Committee moved that the City pay for cleaning and pre ssing the olothing of volunteer firemen ~o assi sted at the Graham Building fire, wi th the underst anding tha t Chi ef Nusb~um wi 11 de termine who is entitled t;o this. Reoorder stated that upon the suggestion of Chief Nusbaum he had direoted H. Maerz to t.he Eugene Hospital for injuries reoei ved as a volunteer in the fire figh tinge The following resolution,was presented at the request of the Eugene Water Motion was made, seoonded, and carried to adopt the resolution. Thousand Dollars ($54,000.00) from tunds belonging t,o the Department of Light and Water of the Oi ty of Eugene, sai d bonds being bonds of the United State s of I Amerioa, and .' WHEREAS, the said Water Board, having oontrol of said bonds, and WHEREAS, said Board desires t,o sell and dispose of the same, and WHEREAS, the Oi ty Water Board had requested t,hat the Common Counoil of the City of Eugene, authorize t.he said Water Board to sell and dispose of said bonds at the best prioe obtainable. NOW, THEREFORE BE IT RESOLVED by the Common Counoil of the City of ~gene in regular session t,hen being, t;hat the Wat er Board of the Oi ty of Eugene be, and it is hereby authorized and empowered to sell and dispose of the following described bonds, to-wit: 4*% U. ~. Treasury Bonds - 1947-1952, ,4 @ $1,000.00 eaoh, Nos. C00008633F to C00008636F, inolusive; 5 @ $10,000.00 eaoh, Nos. K00000920D to K00000924D, inclusi ve; said bonds belonging to the Department of Light and Water of the City of wgene, Oregon. n ~ The Viewers reported against the opening of the Alley between Monroe Street and Adams Street and First Avenue to Second Avenue, and a mot,ion was made, second ed, and earried to refer the report back to the Viewers for further oonsideration . The Reoorder and, Street Commissioner were instructed to negotiate with Mr. H. L. Hilliard regarding a refund on a paving cut a~ 987 West 5th Avenue of April 16, 1926,. A report of the Judioiary Committee and City Attorney, relating to the hour or labor for various employments in the City, was read and on motion adopted. Report of the Publio Library for the month of February and a report of Hobi Ail"Ws\y s Company for the months of January and February were read and placed on file. . An application of J.'E. Shouse for a rooming house permit at 775 Willamette Stree t, approved by t.he Chief' of Police, R. W. Hall, was on motion granted. A crommu.nication from J. H. :Bray and 0 thers, 'offering their ,garbage dump ground to the City at $75.00 per month, was read, and Attorney Gordon Wells presented the matter in their behalf. On motion it was ordered that consideration be reserved un,til the next Council meeting, Br'ayBros. agre..eing in the meantime that their dump ground be available to the Ci.t,y and t,he Public under the old arrangement. Dear Sir; For $400,000 of legally issued General Obligation Power & Light Bonds of Eugene, Oregon, said bonds to be in denomination of $1,000, to be dated April 1, 1931, and to mature serially in accordance with the following schedule, with- out option of prior redemption, bearing interest at the rate of 4t% per annum, payable semi-annually, both principal and interest being payable at the officg of the City Treasurer, Eugene, Oregon, delivered to us, we will pay: . $100.53 FOR EACH $100 PAR VALUE THEREOF, TOGETHER WITH ACCRUED INTEREST FROM DATE OF BONDS 'IO DATE OF DELIVERY TO US. . Our bid is made with the understanding that you.will furnish us prior to the deli ve1!'Y of said bonds t,he final approving opinion of Me ssrs. Motion was made by Councilman Edwards, seconded by Cou.ncilman Lamb that the sale of said bonds be awarded in accordance with the reco~nendation of the Finance Committee. The ayes and nays were called, all councilmen present voting aye, nay, none" and motion was declared carried. n Councinnan'Edwards recommended that the Chase Company be authorized to install fixtures and plumbing at the Farmer elottage in Riverside Park at a price of $37.80, and on moti on it was so ordered. An OrdLlanee providing for the disposal of garbage, rubbish, trash and refuse in t,he City of Eugene and providing regulations as to the manner of such disposal, having been read the first t,ime on March 9, 'l931, was read the second time, and passed its third reading by title by unanimous consent under suspen- sion of the rule, and was placed on its final passage. An Ordinance pro vi ding tor the regulation of automobiles and foot traffic upon the aviation field of the City of Eugene, Oregon, appointing the caretaker a poli~e o~ficer, and providing a penalty was read the first time, and' passed its second and third readings by title by unanimOUS consent under suspension of the rule, and was placed on its final passage. ~he ayes and nays were called, all present voting aye, nay, none. The Ordinance was declared passed and numbered 8035. ......1 "',-' An Ordinanee prohibi'ting the indi scriminate carrying o~ passengers upon footboards, running boards, bumpers, radiators and various other portions of auto~ mobile s other than the seats provided for that purpose in the Oi ty of Eugene, and prescri bing a penalty therefor was read the first time, and passed its second and third readings by title by unanimous consent under suspension of the rule, and was placed on its f'inal passage. The ayes and nays were called, all present vot- ing aye, nay, none. The Ordinance was declared passed and numbered 8036. An Ordinance providing for the construction o~ a cement sidewalk on the East side o~ Potter Street between 22nd and 23rd Avenues was read the first time, and passed its second and third readings by title by unanimous consent under sus~ pension o~ the rule, and was placed on its ~inal passage. The ayes and nays were called, all present voting aye, nay, none. The Ordinance was declared passed and numbered 8037. I A c.ommunicat ion ~rom t,he Eugene Real ty Board, regarding the widening of Avenues, was read and placed on file. A motion was made, seconded, and carried that the' balance o~ the $2500.00, directed by the Council here tofors to be used for the employment of unemployed labor amoun ting to $1000.00, be turned over by the Treasurer to t,he emergency fund, to be paid out upon the approval of the City Enginaer in accordance with the arrangements e stabli shed heretofore.
