M., April 27th, 1931. There were present Mayor H. E. Wilder and all members of the Council. Meeting called to order by the Mayor. Mr. Strathouse of the Eugene "Neon Sign Company requested permission to put in a neon sign at the Blaneys Billard Parlors on Willamette Street, the question involved being the position of the sign under the sign ordinance. Action was continued until later in the meeting. A petition prohibiting the parking of taxi cabs along Willamette Street curbs vms read and referred to the POlice Committee. CJl ..,.., ~ X.:- . Councilman Simon moved that the restriction on wood peddlers be extended .bo include the third zone, and that an ordinance be pr'epared for that purpose. Motioncwas seconded and carried. Councilman Zumwalt recommended that it did not seem opportune to change the fees under the milk ordinance at pl"esent. He also called attention to the nuisance from smoke and cinders in the Ci ty from smoke stacks, but as no remedy was apparent it was suggested that we might check up with what other cities are doing in such cases. The Street Committee, City Attorney, and City J.lJngineer reported adversely upon the request of George Korn for the release of his property from the assess- men t s f'or the i mpr' ovemen t of Viet aria Bl vd., and on mo ti on see onded and carried the report was adopted. fi Ie d. The report of Hobi Airways Company for the month of March was read and A telegram from F. M. Wilkins, Chairman of the Park Board ,pro te st ing the moving of the 1:Glk to Skinners Butte and moving of shrubbery was presented to the Rfuyor and Council. I Request of property owners for the changing of the name of Indiana Avenue to 26th Avenue East was referred to the City Planning Commission. A communication relating to the opening of the alley between Monroe and Adams Streets was referred to the City ~ngineer. The following resolution was offered b;,y the Finance Committee: 11 R.ESOLUTION Resolved that the City Treasurer be authorized and instructed to cancel of record the lien for a sidewalk on the East side ofV:an Buren Street between 3rd and 4th ~treets as shown 'in Volume J, page 196, line 7, and Recorder's Lien Docket 5, page 458, the same being against Lot 7, Block 8, Sladden IS 3rd Addi t ion. IT . the motion was made, seconded, and carried to adopt the resolution. Councilman Large 'called attention to the Council of a protest regarding the quantity of powder kept by the Gabriel Powder Co. at Sixth and Charnel ton Streets, and 'this matter i:v-as referred to the Fire Chief, Mr. 'U. Councilman Hendershott 'moved that the Council demand that the Fil'e Chief make an inspection of basements in the business district and report back at the next meeting of the Council. , On motinn of Oouncilman Hendershott, duly seconded and carried, it was ordered that the permit be granted to the :&'ugene Neon Sigh Company to erect a sien over the Blan'ey Billiard and Pool Room, the same to be done llilder protest. An Ordinance to amend Ordinance No. 7834 by adding thereto Section two providing for a board of appeals was read the first time, and passed its second and third readings by ti tle under suspension of the .rule and was pls,ced on its final passage. The Recorder suggested that before the time arrived for cutting grass throughout the City steps should be taken to provide for organized labor avail- able for this purpose tlll'ough some directing agency that would enable citizens to obtain the proper help at the right time for tal\:ing care of the grass cutting, and it was suggested that this matter be referred to Mr. Armitage of the U.
