May 11, 1931.
Minutes of the regular monthly session of the Common "Council, held at
7:30 o'clock P. M., 1~y 11, 1931. Gouncil was called to order by Mayor H. E.
Wilder, wi th all Councilme,n presen t except Hendershott and Reid.
Minutes of the regular meeting of April 13, 1931, and of the adjourned
meeting of April 27, 1931, were read and approved. -
Mr. Linus Lindley appeared before the Council with a complaint that the
Eugene Sand and Gravel Company was cutting down trees and otherwise, injuring
two parks in Riverwood dedicated to the public but ~ying North of the City Limits.
After some consideration the matter was referred to the Judiciary Oommittee.
At this time ,Councilman Reid appeared in Council.
Attorney E. O. Immel appeared before the Council in the matter of the
parking of Taxi Cabs on Willamette Street, and the matter was continued in the
hands of the Police Coromi ttee for conference wi th the Attorney ,and Olien ts.
Chairman Large of the Finance Commi ttee recommended the purchase from
Ferris and .Hardgrove of one $1000.00 'City Hall Bond at a price of 4.30 out of the
City Hall Sinking Fund. On motion the recommendation was adopted.
Chairman Large of the rinance .Committee also recommended for payment the
following bills. The ayes and nays were called, all present v~ting aye, nay,
none, absent Hendershott.

The reports of. the Vi'ewers on. the Opening of P'ifth Avenue East from the
East line of Lot. 8, Blpck 10, Original Plat of Eugene to the Center line of Mill
Street if produced South in .Eugene,Oregon, and on the Opening of 1lill Street
from the South line of Lot 5, Block 10, Original Plat of Eugene to the North line
of. Fifth Avenue if produced East in Eugene, Or~gon, were considered together with
objections filed by the Eugene Woolen Mills Company and Eugene Mill and Elevator
Co.

At this time Councilulan Hendershott appeared in Council.
Councilman Lamb moved that the City rejeot the report of the Viewers, and
that the StreetCommi ttee take up the question of adjustment betw~en the property
owners and see if anything oan be done to reach an agreement between the parties
int~rested in the opening of Fifth Avenue East from the East line of Lot 8, Block
10, Original Plat of Eugene to the Center line of Mill ~treet if produced South
in Eugene, Or1egon, and. in the opening of Mill Street from the Sou.:th line of Lot
5, Block 10, Original :Plat of ~gene to the North line of Fifth Avenue if P1."O-
duced East in Eugene, Oregon. Motion was seconded and carried.
. The report of City $ngineer Clubb on the proposed alley opening between
Monroe and Adams Streets was read, and a motion was made, seconded, and carried
to table the petition indefinitely~
An Or~inance prohibiting the use cf the streets, sidewalks and doorways
within the limits of Fire Zones Nos. 1, 2, and 3 in the City of Eugene, for the
sale of goods, wares and merohandise or for the display of anything for sale or
for amusement in such places was read the first time, and passed its second and
third reading by title by unanimous consent under susp~nsion of the rule, and
was placed on its final passage. The ayes and nays were called, all Councilmen
voting aye, nay, none. The Ordinance was declared passed and numbered 8042.
. Reports of the. Police Department ahd ~uilding Inspeo~or for the month of
~pr il were read and filed.
Report of Fire Chief Nusbaum on condition of basements in Fire Zone No.
1 was read and filed.
Seven Sidewalk Assessment Ordinances were read the first time and laid

Three Sidewalk Improvement Ordinances. were read the first time, and passed
their second ~3..nd third readings by title by unanimous consent under suspension
of the rule, and were placed on their final passage. The ayes and nays were
called, all councilmen voting aye, nay, none. The Ordinances were declared passe
~nd numbered consecutively from 8043 to 8045, both numbers inclusive.

An Ordinance adjusting and settling a.certain assessment for the cost of
construct ing a cement si dewalk along the Eas.t side of Willamet te Street from 16th
Avenue to Hos])i tal Dri va was read the fir st ~ime and laid over.
~he following resolution authorizing the execution by the Mayor and ;Record l'
of the con trae t subcni tted, providing for the. manner.. of hand~ing the funds and
cancellation of bonds in connection' with the. retirement of ~400,000.00 Interim
Power and Light Bonds and issuance of $400,090.00 Power. and Light Bonds, was
read, and a motion was made, seconded, and carried to adopt the same:

RESOLUTION
BE IT HESOLVED by the Common Council of the City of Eugene that the City
of Eugene does hereby enter into the wi thin 9ont-ract and adopt the same and does'

hereby authorize its ~~yor and Reaorder to execute the same on behalf of the City.

An invitation from the City of Grants,Pass inviting the Mayor to be
present at the dedication of the Bridge over, the Rogue River was read, and a moti
was made, secc~ded, and carried authorizing the 1~yor to represent the City of
Eugene on this ocassiQn.
A communication from Chairman F. M. Wilkins of the Park Board protesting
~he construotion~of the. Elk Pen and Moving of Elk was read. No aation was
taken at this time, it being the understanding that the Mayor will call a meet-
ing of the members of the Park Board to consider this question before the next
Qouncil meeting. .
~. George H; MoMor~an and Attorney Edward Bailey appeared before the
Counci 1 to ask for an appropria tion of $250.00 to meet a defioiency in t he Sal~
~a tion Army tunds incurred in unemployment relief during the win ter.' The matter
was referred to the Finance Committee and City Attorney, with the suggestion that
they also conf'er with JUdge Barnard.

A :peti tion for the grading and graveling of the alley between Broadway
and Eleven~h . Avenue ,running East from Patterson Street one half block and then
South to Mill Race; w~s read and referred to the Street Committee.

Chairman Hendershott of the Fire and Water Committee moved that the City 'w
accept.the proposition of Foster and Kleiser .for the rental of bill board space on
Lot 21, Mathew's Park. The motion was seconded and carried.
The Recorder was instructed to advertise for bids for the purchase of
Fire Hose for the City. .
Recorder reported that.he had wired the ~ignal ~quipment Company cancell-
ing the order fo~ ~top signs as advised by the Mayor and individual members of the
Council, and on m~tion the order of cancellation was ratified as an act of the
Council. The motion was seconded and carried.
Onimotion, Gouncil adjourned to meet May 25, 1931, at 7:30 o'clock P. M.
