June 8, 1931.
Minutes of" the regular monthly session of the Common Council, held at
7:30 o'clock P. M., June 8, 1931. Gouncil was called to order by Mr. Large,
President of the Council, in the absence of the ~~yor,-with all Councilmen present
except Hendershott and Bond.
Minutes of the regular meeting of May 11th, .,1931, and of the adjourned
meeting of W~y 25th, 1931, were read and approved.
The bid of' the Eugene Sand & Gravel Company for the improvement cf the
alley between Patterson and Hilyard Streets and East Broadway" and the Mill Race
for the sum of $696.00, exceeding the Engineer's estimate by ~128.00, was laid
over for further consideration.

Counc ilman Edwards, member of the Park Board', sta ted that they had obtain-
ed prices for hay and recommended that the City purchase from Garl Kirk of
Junction City, Route #2, ten tons of alfalfa hay at $12.00 per ton. On motion
seconded and carried the recommendation was adopted~
~t this time Councilman Bond appeared in Council.
Councilman Zumwalt of the Finance Committee reported that the committee
had examined the following bills and recommended them for paymen t. The ayes
and nays were called, Councilmen voting aye, six, nay, none, absent Hendershott;
Large not voting.

Street Committee reported on the conditio~ of assessments against Miami
Lane and Hollaway and Reed properties and McKy Court. The matter was continued
in the hands of a committee.
At this timeGoun~ ilman Hendershott appeared in Council.
As Chairman of the Fire and Water Committee Mr. Hendershott recommonded
that the committee purchase one-half dozen fire hydrants from Veltum & Clow, and
it was so ordered. .

Petition for street lamp at the intersection of twenty-fifth Avenue East
and Potter Street and another at the place where twenty-fourth Avenue East would
intersect Potter Street if twenty-fourth Avenue were cut througp was on motion
gran ted.
Chairman Simon of the Police Committee moved that the Council purchase
twelve of the Owl Bull's Eye stop signs. Motipn was seconded and carried.
Reports of the POlice Dept. and Building Inspector for the month of lVIay',
and Hobi Airways Company for the month of April were read and filed.
A petition to pave the alleys between T~irteenth and!ou.rtee~th Avenues,
f!om Hilyard to Alder ~treets'was referred to the Street Co~~ittee.

VffiEREAS, in the State of Oregon there is no public provision,made for research.
in problems of city an~ town government, and '
WHEREAS, great amounts of money are involved in public works and adminstration
of one character or another involving matters of importance to the health, safety
and well-being of the population, and
WHEREAS, in co,nsequence, great savings in money and greater efficiency in admin-
istration of ~ublic affairs would certainly be accomplished if the administration
of Oregon Cities and t~vns were provided with ~xpert service and advice, and by
the provision of facilIties for research in mu~icipal problems, and
WHEREAS, at the"present time, sums of money ar~ made available for^resea.r~h and
service to agriculture and business be it, the-refore,

RESOLVED, that the League of Oregon Cities, t~ough its r~gularly elected officers
and delegates, in convention assembled, this 17th day of April, 1931, in the City
of <Eugene1, do and does hereby petition the Sta~e Board of Higher Education of the
Sta1ie of uregon ,that it appropriate the SUm of. fif'te~n thousand dollars per year
for the creation of a Bureau of Municipal ResearCh and Service in ,the School of.
Applied Social Science at the'University of Or~gon at Eugene~ Be it further
RESOL~D, that the Director of the Bureau of Minicipal R~search and Service, in
addition to ca,rrying on research and giving co.q.sultation and advice to the admin-
ist'rators of O.regon cities, shall act as secre~ary to the League of Oregon Cities,
assuming all of the duties and ~nctions apper~aining to that office. And be it
further
RESOLVED, that the services and benefits of th~ Bureau of Munlcpal Research and
Service be mad1e available to the administratorf? of all incorporated towns in the
State of Oregon, whether they be affiliated with the League of Oregon Cities or no .

,The fOllowing resolution was on motion adopted:

RESOLUTION
1
WHEREAS, the City of ,Eugene has acquired the North 40 feet of the South
115 feet of Lot 11, Block 1, Driverton's Addition by deed in foreclosure, and
WHEREAS, the total amount of the City's interest in said property, includ-

ing liens, interest, penalties, and recording fees to June 9th, is the total sum

of $328.62, and
WHEREAS, J. E. Cross is the owner and holder of a mortgage interest in
said property and has offe~d and tendered to the city a cashiers check on the
Eugene Loan and Savings Bank for the sum of $328.62,
NOW, THEREFORE, be it re solved, that in consideration of said sum the Ci ty
does hereby sell said property to said J. E. Cross, and that the Mayor and Recorde
be and are hereby authorized and directed to execute a bargain and sale deed to
said J. E. Cross in consideration of said sum~

The following resolution was on motion adopted:

RESOLUTION
1
'Whereas, the Ci ty of Eugene has acquired the following de scribed property,
towit: Beginning at a point 123 feet North of a point 863.5 f'eet South 89 degrees
52 minutes West from a point 1883 feet North 27 minutes East from the Southwest
corner of Block 7 of Packard's A.ddition to Eugene, Oregon, running thence South 89
degrees 52 minutes West 167 feet, thence North 27 minutes East 54 feet, thence
East to a point North 27 minutes East of the beginning point and thence South 27
minutes West 54 feet to the place of beginning, being part of the original donatio
land claim of Eugene F. Skinner and wife No. 64, in Township 17 South of Range 3
West of the Willamette Meridian in the County of Lane and the State of Oregon, by
deed in foreclosure, and
Whereas, the total amount of the City's interest in said property, includi g
liens, interest, penalties, and recording fees to June 9th, is the total sum of
$250.84, and .

Whereas, the State Mutual Building and Loan Association, a corporation of
Los Angeles, California, is the owner and holder of a mortgage interest in said
property and has offered to pay the City of Eugene the full amount of liens,
interest and penalties due the City,
Now, Therefore, be it resolved that in consideration of said sum the City
does hereby sell said property to the said State Mutual Building and Loan Associa-
tion, a corporation of Los Angeles, Calffornia and that the ~~yor and Recorder be
and are hereby authorized and directed to execute a bargain and sale deed to said
State Mutual Building and Loan Association, a corporation of Los Angeles, Ca1ifornoa,
in consideration of said sum. 11
A letter from the town of' Creswell to the Eugene Fire Pept., expressing
appreciation of the departments services in recent fire at Creswell, was read, and
an enclosed check of $25.00 was on motion ordered placed to the credit of the
general fund of the Fire Department.
Eleven Sidewalk Assessment Ordinances were read the first time and laid ov r.

Three Sidewalk Improvement Ordinances were read the first time. and passed
their second and third readings by title by unanimous consent under suspension of
the rule, and were placed on their final passage. The ayes and nays were called,
all Councl J.men voting aye, nay, none. The Ordinances were declared pa ssed and
numbered from 8142 to 8144, both numbers inclusive.
Eighty-four Sidewalk Assessment Ordinances were read the first time and
laid over.
On motion Inspector Lawrence was directed to accept the invitation to
attend the Pacific Northwest Dairy and Milk Inspectors' Assn. meeting in PortlanQ
on June 11th and 12th.

Councilman Zumwalt moved that the Council reconsider the appropriation of
$250.00 to the Salvation Army. Motion was seconded and carried. The motion to

allow $250.00 jjO the Salvation Army was then declared on itiS consideration, and
the ayes and nays were called. Councilman voting aye, Large, nay, Lamb, Hender-
shott, Reid, S.Lmon, Zumwal t, Bond, and Edwards..
It appearing that the 'ran Cab Companies have done nothing to relieve the
parking situation, and it was the consensus of opinion unless they had made sat-
isfactory arrangements before the next council meeting that, an ordinance should be
passed removing them from Willamet te Stree t parking.
The 'Heal th, COl!llui ttee was instructed to recpmmend to Inspector Lawrence that
he establish regular office hours on Tuesday and Saturday, so that ~e would be
accessible to '/jhe people having business in his office.
At this time Mayor Wilder appeared in Counc iI, and P re sid~nt Large turned
over the gavel and resumed his seat in Council.
Report of C. D. Thomas, @hief Inspector from the l1ureau of Labor of the
State of Oregon, was read. It ~lso a'ppeared that Mr. Stokes of the State Fire
Warden's Office had made an inspection of the building, but he had to retire from
the Council meeting on account of illness. Mr. Rundlett reported that Mr. Stokes'
opinion in general coincided with that of Mr. Thomas. After some discussion of
the condi tion of the building, it was ordered that Hunzicker and 8mi th, Archi tects
be employed to get out plans, and that the City advertise for bids for repairing
the City Hall in accordance with these plans and for reshingling the building~
On motion Council adjourned. to meet at 7:30 o'clock P. M. on June 22nd,
