M., June 22, 1931.. qouncil was called to order by E. Large, !-t-.. . President of the Council in the absence of Mayor Wilder, with all councilmen ~ ' present except Simon. , Attorney Dan Johnston presented. an ordinance to the Council providing for the regulating and licensing of the bus~ness of painting, paper hanging, decorating commercial sign and show card writing and urged its consideration by the Council. The Ordinance was referred, to the JUdiciary Committee and City Attorney. : The request of Mr. Flowler for:permission to install his patented stop street warning flange at one of the street intersections was referred to the Police Committee with power to act. I .J , B~ds :ror roofing the City Hall were opened and read and referred ,to .Ir- Building Inspector Rundlett. An interim agreement of the members of the City Council to rescind its formal action of June 8th, providing fol;' submitting of the City Hall repairs to contractor's bids and directing the same to be done by day labor in charge of the Building Inspector and under Hunzicke-r & Smith, Architects, was presented to the Council for ratifi~ation, and on motion duly seconded and carried was at this time duly, xatitied and approved. ' i Report of the Library Board for the month of Rmy was placed on file. Proposed contract with Foster and Kleiser Company for rental of the West 130 feet of Lot 77 Foster's Addition at :a rental of $25.00 per year was submitted, and Councilman Hendershott moved that the City accept said contract, and that the City Recorder be authorized to sign the same for the City. Motion was seconded and carried. ' .A.. communication to the Fire an4 Water Committee from E. L. King, Superin- I tendent of the Southern,Pacific Co., expressing his appreciation of the work done by the Fire Dept. at the Creswell fire Of June 1st, was read and filed. A communication from the Eugen~ Central Labor Council, protesting the ! hiring of out of town men on the City Hall repair job, was l~ead, and Building Inspector Rundlett stated that he had employed one man for two and one-half days, I but upon learning that the man v~s residing in Creswell had relieved him from em- i ployment at once. I Chairman Lamb of the Street Co~mi ttee moved that the bids for the grading and graveling of the alleJ- be tween Pat terson and Hilyard Streets and East Broadway and the Mill Race be rejected, and that the bid check of the Eugene Sand and Gravel Go. be returned. An Ordinance amending Ordinanc~ #5577, relating to dances and dance halls, .8 was read and referred to the Police COlIlrrlittee and Chief of Police Hall. I Three Sidewalk Improvement OrdLnances were read the first time, and passed :1 their second and third readings by title by unanimous consent under suspension of the rule, and were placed on their final passage. I : An Ordinance prohibiting the establishing and maintenance of taxi stands or places in which conveyances for hire 'shall maintain a stand or place of business on Willamette Street or upon any cross street between Willamette Street and Oak Street or between Willamette Street and :Olive Street in the City of Eugene was read the first time, and Attorney E. O. ;Imme I appeared for the ~axi Cab Companie s and requested that the Ordinance be laid, over, with the understanding that he would take the aatter up with the City Attorne:y and Police Committee and arrive at some satisfactory agreement before the next C,ouncil meeting. Norte, objecting to the assessment against her property described as Lot 3, I Block 7, Scott's Addition, was read, and motion was made, seconded, and carried that the objection be over-ruled. An Or'dinance approving and adopting th e pl ans and specifications of the II City Engineer for the improvement of the alley between 13th and 14th Avenues from Hilyard Street to Alder Street in the City of Eugene, by paving the same with concrete paving, was read the first time, and passed its second and third readings by ti tle by unanimous consent under suspension of the rule, and was placed on its final passage. I Build.ing Inspector Rundlett reported that he had examined the following I bids, and recommended that the contract be awarded to W. B. Baker. Motion was I m'ade, seconded, and carried that the Council finds that the bid of W. B. Furthel'" consideration of improvement assessments against private drives, incl uding Miami Lane, HollowaJi- Drive, McKy Court Dri ve and similar Dri ves, was I referx'ed to the Judiciary and Street Gonmittees and City Attorney.
