Minutes of the regular meeting of June 8th, 1931, and of the adjourned .'
meeting of June 22nd, 1931, were read and approved.

, As per the call, bids were received for paving the alley between Thir-
teenth Avenue and Fourteenth Avenue from Hilyard to Alder Street, as follows:

. ' Said bids were referred to the City ~ngineer, and upon report of the
City Engineer the Street Committee reco~nended that the bid of Nels T. Jorgensen
is the lowest and best bid and that said bid be accepted, and on motion such
recommendation was adopted, and the Mayor and Recorder instructed to enter into
a contract wi th such ,successful bidder. 0

The Judiciary Committee, by Chairmill1 Edwards, reported adversely on the
proposed ordinance regulating and licensingepainters, paper hangers, etc. Motion
was made, seconded, and carried to adopt the report and indefinitely postpone
the ordl nance. 0
The Finance Commi ttee, by Chairman Large, recommended t.ha t some old
assessments at West 11th Avenue and Almaden'Street, originally made under the
zoning system, should be reassessed under the abutting property rule, and t,he
matter was referred to the City Attorney to prepare proper ordinance.
Chairman Large of the finance committee re'ported the following bills
to the council with the recownendation that'they be allowed, and motion was made
and seconded that warrants be drawn for the 'same. The ayes and nays were called,
I all councilmen present voting aye, nay, none, absent Simon.

Section 6. . The Co~~on Council of the City of hugene is hereby author-
I ized to issue and sell such bonds at such times and in such amounts as in its
judgment shall be needed for the purposes herein specified, but before any or any
portion of such bonds shall be sold, the bonds or the 'portion sought to be sold
shall be advertised for sale at least once each wee}: for no t less than two su.c-
cessive weeks in a newspaper of general circulation printed and published within
the City of Eugene, Oregon. If the bids for such bonds are not satisfactory to
the Common Council, the Common Council may reject any or all of said bids and re-
advertise the bond s as hereinb efore provided. The bonds shall not be sold for

Section 7. The indebtedness hereby authorized shall be exclusive of
all other indebtedness of said ci ty authorized to be incurred by its c.harter. n
The resignation of Ralph W. Weir as Patrolman was read, and on motion
acc.epted" and Henry Gallagher was appointed to fill the vacancy for two weeks
a t a salary of $125.00 pe I' mont h. llIoti on was made and sec onded to confirm the
appointment, and the ayes and nays were called, all Councilmen voting aye, nay,
none.
At this time W~yor Wilder and Councilman Large were excused from attend-
ance, and Counci Iman Lamb was called by the Mayor to preside over the remainder
of the Council session.
I An Ordinance accepting certain Courts and Lanes on behalf of the City
of Eugene, and cancelling the assessments for street improvements abutting on the
same was read the first time and laid over.
An Ordinanc.e empowering the Police Committee of the City of Eugene to
o vel' see and con tr 01 taxi cabs and taxi cab drivers and to designate convenient
and suitable stands for taxi cabs in the City of Eugene, and repealing all
ordinances and parts of ordinances in conflict herew'ith was read the first time,
and passed its second and third readings by title by unanimous consent under sus-
pension of the rule, and was placed on its final passage. The ayes 'and nays were
~ called, all Councilmen voting aye, nay, none. The Ordinance was declared passed

Chairman Simon of the Police CODwittee recommended that the Council accept
the offer of the Goodrich Silvertown Inc. at a net cost of ~69 .00 for the installa-
tion of eight Goodrich Air ConJGainer tubes on two Police cars. Motion was made, I
r~,~. seconded, and carried to adopt the recommendation.

CC The Police Committee recommended that Mr. Fowlel' be given pe.rmission to
install his patented st~p street signal at two intersections, as designated by the
Police Committee, without expense to the City and with the understanding that 1'Lr.
Fowle.r will remove the same at any time requested if not satisf~cto~y. On motion
the .recommendation was adopted.
Councilman Hendershott moved that the Recorder be inst.ructed to draw
war ran ts 011 the revol ving fund each Sa tu.rday for the amount s due the extra men
employed in cutting grass for the City. The motion was seconded and carried.
Mr. A. J. McNeese asked the Council for a reduction of the plumbers
license, and this matte.r was referred to the Judiciary Commi ttee to report bacl{
at the next meeting of the Council. .

Councilman Simon discussed the need of providing work for the unemployed
during the coming winte.r.
Chairman Large of the Finance Committee .reported that there was sufficient.
money in the Park and Terminal Sinking Fund to take up the amount of $7,000.00
of these bonds as provided by the act au.thorizing said bonds. It was moved that
the City deterrrune to exercise its option and righ~, and that we proceed to draw
by lot from the numbers of said bonds outstanding $7,000.00.. ' Motion was seconded
and car.ried, and thereupon the Ci ty Recorder under direction of the Council drew
by lot the following numbers of sai d Terminal Bond s, t owi t: Nos. 21,124, 104,
I 108, 121, 142, and 96.
