I Minutes of the ad joumed meeting of t,he Common Council, held at the -J ~ hour of 7:30 o'clock P. M., July 27,1931. Council was called to order by Mayor :'l( H. E. Wilder, wi~h all Councilmen present. IvIr. Walter Leusadder appeared to put before the Council a plan of Hospi tal Insurance for employees, and he was ad vi sed to talce the matter up wi th the Health Committee. Robt. E. Lee asked for a Taxi Cab Dri ve r' s License, and the matter was referred to the POlice Conwittee. Mr. Edwards, Chairman of the Judiciary Co@nittee, reported on the re- Quest for reduction of plumber's license fees, recommending that the or di nanc e be indefinitely laid on the table as any change in the license fees would not be .' warranted with the present City budget at this time. Attorney Immel, on behalf of the plumbers of the Ci ty, stated that they are satisfied with the ordinance as it is. Councilman Hendershott suggested that as a matter of convenience to plumbers that the license fees should be arranged for Quarterly payments. On motion, duly seconded and carried, the reco~nendation of tne JUdiciary Co@nittee was adopted. Chairman Large of the Finance Committee recommended for payment the bill of W. B. Baker f'or $1,195.00 and the bill of Hall & Shumway for $11.70. Motion was made and seconded that the bills be paid. The ayes and nays were called, all present voting aye, nay, none. The claim of Mrs. Ralph Peckham for $14.00, damages for Canary Bird and house plant caused by Citys burning of grass, 'Vvas on motion rejected. Telegram from Blyth and Co. to Chairman Large of the Finance Co~nittee, offering to sell to the City Power and Light Bonds and McKenzie Water Bonds, was considered wi thout action. I Chairman Lamb of the Street Conwittee reported that from the discussion of the proposed Fifth Street Opening East of High Street with the parties inter- ested there did not seem to be any urgent demand for relief at this time, and recommended that the matter be laid over, and the recommendation was on motion ad opt e d.. The growth of roots into the sewers at 20th and Alder Streets, inter- fering with proper drainage, was called to the attention of the Council, and it appearing that the City Attorney notified the supposed owners that this matter would be considered at this Council meeting, but in the meantime the sale of this property had been effected the Recorder was instructed to notify the new o wne r s t ha t the Council would consider the matter of removing these poplar trees at the next meeting. Report of the Public LIbrax'y for the month of June was read and placed on file. .- Chief Hall, submitted the name of Henry Gallagher as an appointment for Patrolman, and Mayor Wilder appointed Henry Gallagher as Patrolman at a salary of $125.00 per month, the same to date from July 11th, 1931, that being the time when he was temporarily placed on the Police force. Motion was made and seconded that the appoin tment be com irmed by the Council, and that Iv~. Gallagher be placed on the regular payroll of the Ci ty and hi s warrant be drawn at the time regular salary warrants are drawn. The ayes and nays were called, all present voting aye, nay, none. The matter of weather proofing the new City Hall roof was considered, and the Council were unanimously opposed to doing anything along that line. The report of Hobi Airways Co. was read and placed on file. The matter of sale of a lot on East 8th Avenue in County Survey No. I 113 was referred to the Finance Co@nitt~with power to act. Six Sidewalk Assessment Ordinances, having been read the first time on July 13th, 1931, and registered notices for protests having been sent, are read the second time and obj ecti ons called for and none heard., and on motion the ordinances were read the third time under suspension of the rule and were placed on their final passage. The ayes and nays were called, all Councilmen voting aye, nay, none. The Ordinances were declared passed and numbered from 8250 to 8255, both numbers inclusive. .. An Ordinance requiring that vehicles carrying hog fuel, saw dust or other article s 01' material easily littered 01' bloviffi therefrom, to be covered in such a manner as to prevent li t t er upon the street s of the City of- Eugene, and provi ding a penalty and declaring an emergency was read the first time, and passed its secon and third reading by ti tle by Ullanimous consent under suspension of the rule, and was placed on its final passage. The ayes and nays were called, all Councilmen voting aye, DB.y, none. The Ordinance was declared passed and numbered 8257. An Ordinance prohibiting the use of the Streets, si<1ewaU.:s and door ways wi hin the limits of Fire Zones Nos. 1, 2 and 3 in the City of Eugene, for the sal e of . goods, wares and merchandise 01' for the display of anything for sale or for amusem nt in such places, and repealing all ordinances and parts of ordinances in conflict I herewith, and declaring an emergency was read the fi rst time, and passed its se co n and third reading by title by unanimous consent under suspension of the rule, and was placed on its final passage. The ayes and nays were called, all Councilmen voting aye, nay, none. The ayes and nays were called, all Councilmen vOtil~ aye, nay, none: , , , n < RESOLUTION G WHEREAS, The City of ],ugene is preparing data for submission to the Hospit- alization Committee of the Veterans' Bureau, of a site for a proposed Soldiers' j Home, which is to be authorized by a vote of the people at an election to be called in the near future, and as a preliminary to such submi ssi on, surveys must I be made, maps prepared, abstracts examined, options secured and a variety of ex- I penses incurred, all of which are necessary to the furtherance of the pl::<Jl, and - all of which has been authorized by statutory enactment and is to be autnorizecl I by the electors of the City. The refore Be it Resolved by the Common Council of the City of Eugene that the Mayor be and he is hereby authorized to incur obligations in said matter on the part of the City in an amount not ~exceeding ~l,OOO.OO, as the same shall be required, and the Council does hereby authorize the issuance of any warrants in pursuance t he l' e 0 . . upon the order of the Mayor without further auth01"ization by the Council, all of which shall be charged to the Emergency Fund. rI On motion the Council adj ourned.
