The minutes of proceedings of July 13th and JufY 27th were read and ---
appr oved.

NLr. Robert M. Fishel', President of the Central Labor Council appeared
in behalf of unem:ployed labor and asked that the City take any possible steps to
provide for winter employment for its unemployed resident labor population, and
tha t care be taken to exclude transient labor in favor of permanent re sidents.
He was assured by the Mayor that the Ci ty would co-operate.

John M. DeMoss of the Silver Spray Ballroom submitted the result of a
.' straw ballot of showing a large majority of dancers opposed to paid admission
for ladies and in favor' of pass out checks.

A motion was made and seconded that the bills be allowed am warrants drawn in
payment. The ayes and nays w~re called, councilmen present six, all voting aye,.

Chairman Hendershott for the Fire and Water Committee s tat 13 d t ha t the
annual Fire Chiefs Convention would be held in San Diego, but that owing to the ~..
di stance the Chief and Comm:ittee had agreed that it was inadvisable for the Chief
t 0 at tend, and the Council expressed its approval of this decision.
, Cha irman Simon of the Police Commi t te e bei ng absent and the other members
not wishing to decide in his absence, the application of R. E. Lee for a taxi-
driver's license was continued until next meeting with the und.erstanding that he
may continue to drive in the meantime.

The invi tation of Kiwanis Club to the Council and Playground Comnission
I to a ttend and the Mayor to be present and respond at the dedication of playground

A fire insurance policy wri t ten by H. If. Earle on t'ouri st cabin and
contcents in Riverview Park was ordered can-celled' and re-written for $500.00 on-
the building only, nov., used as a 1'13 si dence for Park Superintendant, and that it be
insured at the reduced rate for three years. Reports of the Building Inspector
and Police Department for the month of July were read and filed.
Application of May Thompson for hotel permit at 8th~ and Willamette Street I
with approval of the Chief of Police was on motion granted.
The following resolution was on motion duly seconded and carried, adopted

The City Recorder presented a comparative review of City finances
and suggested a plan for better distribution of sinking fund tax levies wi th
reference to rmturity requirements, and a full investment of funds at in t ere s t
I rates consistent with high grade investments, ffi1d all interest therefrom added CD
to si~~ing funds. The report was on motion approved. r -'~y

of paving certain portions
West from Tyler to Chambers str'eet was read. Objections were called for and
Mr. Frank Berger appeared in opposition to the reassessment. His objection was
on motion duly seconded and carried, denied. The Ordinance passed its second
and third readings by ti tIe under suspension of the rule by unanimous consent
and was placed upon its-passage, Councilmen voting aye, six, nay, none, ab sen t
two. Ordinance was declared passed and numbered 8259.
An Ordinance levying an assessment of ~8.68 for Street landing at 8th
and Taylor Streets was read and laid over.
An Ordinance ordering a Special Election for submitting to the Electors
.' of the City of Eugene, Oregon, at such special election, to be held on the 15th
day of September, 1931, the followir~ proposed amendment tot he Chal"'ter of the
City of Eugene, referred to the electors of said City by the Cornman Council for
their approval or rejection, and prov iding for polling places and for the ap-
pointment of JUdges and Clerks of the Election, and all acts necessary for the
car ry i ng on of said election, and declaring an emereency, was read and passed
its second and third readings by title and placed upon its final passage upon
unanimous consent of the Counci 1. The ayes and nays were called, counc ilmen
voting aye, six, nay, none, absent two. The Ordi nance was declared passed and
numbered 8260.
An Ordi nance regula ting t he hours of business when, and the place of
business where, uncl1red and,uncooked meats are sold, offered for sale, received
or delivered; :prescribing a penalty for violation thereof, and declaring an
emergency, was reaa and laid over.
Dr. S. M. Kerron and a delegation of meat dealers appeared in favor
of the above proposed ordinance.
I An Ordinance prohibiting the carrying of hog fUel, saw dust or other
articles or material easily littered or blown. about, in any vehicle upon the
streets of the City of Eugene, Ul11ess the same shall be covered in such a manner
as to prevent litter upon the streets of the City of Eugene, and providing a
penalty and declaring an emergency, was read and passed its second and third
reading by title, upon unanimous consent of the Council and was placed upon its
final passage, Counci Imen voting aye, six, nay, none, absent two. The Ordinance
was'declared passed and numbered 8261.
An Ordinance defining the word tlGarbage" as used in Ordinance No. 8033 ,
passed March 30, 1931, and approved by the Mayor April 6, 1931, was read and
passed its second and third readings by title and was placed upon its final
passage upon u.nanimous consent of the councilmen present and the ayes and nays
were calle d, all c ounci Imen vo ting aye, nay, none, ab sen t two. The Ordinance
was declared passed and numbered 8262.

7709 of the Ci ty of Eugene, was read and passed its second and third readings

passed and numbered 8263.
