'I Minu te s of the regular monthly session 0 f the Common Gouncil, held at 4 7:30 o'clock P. M., October 13, 1931. Council was called to order by Mayor H. ~ E. Wilder wi th all Councilmen present, except Councilmen Simon and Hendershott. "':": Mr. Robert Fischer Jr. appeared before the Council in behalf of the Centr 1 :;':" Labor Organization and asked that the City land its support to the construction of the filtration plant, and that it urge the Eugene Water Board to 'provide for the construction of the same by day labor instead of contract. He was advised that while the matter would have the moral support of the City that the Council had no control over the Eugene Water Board, and that any such arrangement would have to be made with them. 0 At this' time Councilmen Simon and Hendersho tt appeared in Council. John Bell, President of the Lane County Abstract Company, asked the .. Council to reconvey to Laura B. Paine the South 50 feet of Lot 15 in Block 1 of Hendrick's Amended Addition to Eugene, as platted and recorded, and it appearing that Laura B. Paine has been making her payments to the ci ty 'regularly tor ban- crofted assessments. and that she had inadvertently been misled into the failure to pay the taxes. The motion was made, seconded, and carried that upon the pay- ment to the City of the State, City, and County taxes, thro~h which the city ac- quIred this property at tax collector's sale, amounting 1:;:0 -1P164.63 together with in€erest thereon at 6% from May 9, 1931, and that the city reconvey said property to 'said Laura B. Paine, subject however to'all unpaid liens and assessments due the ci ty, and tha t the :Mayor and Recorder be authorized t~o execu te said deed. ~ e- Ci ty Attorney Calkins called attelltion to the operat.ion of a device for flying instruction in the vacant lot opposite the Miner BuildingCand to various c oaiplaints which he had recei ve d rela ting to the noi se and annoyance to the occupa in'theQbuildings in the iWfiediate neighborhood, and Judge L. T. Harris personally pr~sented the objections of the occupants ~f the Miner Building to this disturbanc . o As per the call, bids were opened <for the paving of ChulaVi sta Boulevard 1 fr~m Indiana Avenue to ~ line 227.4 feet North of Indiana Avenue as follows: Oscar Snow $947.90 . Nels T. Jorgensen -987.15 Peter A. Nelson i026.40 Said bids were referred to the street Gommittee and City .b!ngineer for report, and after due consideration Chairman Lamb of tne Street Committee recommended the bid of.'Oscar Snow at $947.90 be accepted. On motion such report was adopted and the ~fuyor and Recorder were instructed to enter into a contract with the successful bidder for such improvement work. 0 0 , The Judiciary Committee, by Chairman Edwards, recommended that the con- sideration of the injury to the boy who was playing on tne cable of the Butte radio pole be referred to City Attorney Calkins to take up witn the boy and his parents. The Judiciary Co~nittee, by Chairman Edwards, filed a written report on . the subject of noi se made by trucks of the 'Consolidated Freight Lines loading and unloading on Charnelton Street, which recited the general condition as to noises in this neighborhood and assured the residents that every possible precaution would be taken to prevent unnecessary nois~s, and on motion th~s <report was adopte . Motion was seconded and carried. An offer of the Waldorf Paint Co. to sell the city a 50,gallon tank of floor preserver, the same as used by School District No.' 4, at ~1.85 per gallon was on motion ordered accepted by the Council. Police Committee, by Chairman Simon, recommended that the Recorder issue .n '_ a license to Delmar Dietzman for a taxi cab business in Eugene upon express under~ standing that any violation of law by him or by his employees will be deemed grounds for the revocation of his license. City Attorney Calkins was authorized to cooperate with the Public Utilities Commission in conducting the rate inquiry on the Pacific Telephone and Telegraph Co. and to give such notice as he deems :rit for the appearances of witnesses. An Ordinance prohibi ting the operation and main tenance of stationa.r.y aeroplanes, merry~go-rounds, ferris-wheels, scenic railways, swings, or other similar devices creating loud a~d discordant or continuing noises within Fire .
