Wilder with all Councillnen present. ;:. Minutes of the I'eg'Ular meetings of September 14th and October 13th, 1931, and of the adjourned meetings of September 28th and October 26th, 1931, were read and approved. Senator Edward Bailey, as spokesman for a delegation before the Oouncil, urged the appropriation of funds to be used by the Salvat.ion Army to take care of ~elief work for transient unemployed people through the coming winter. Council- man Large moved that the Recorder be ins true ted to include in the published budget an item of $700.00 for the Salvation Army relief w()rk, and t,hat this item he balanced in the budge t -by de ducti on from the emerge ncy fund. Motion was seconded and carr 1 ed. . .lvIr. Clarence Elkins urged before the Counci 1 the reinsta te.ment, of the item in the Building Inspec tor's Budget of $1,332.00 for costs of electrical in- spector. The SUbject was accorded favorable consideration by the Council, but action was deferred until the public hearing on the pUblished bUdget. The JUdiciary Committee, by Chairman Edwards, recommended that the City withhold approval of the assignment of bus franchise to the Oregon Motor Stages until a better showing of financial stabili ty is made. A motion was made, second- ed, and carried to adopt the recommendation. Chairman Large of the Finance Commi t tee recommended tha t the following bIlls be paid. The Police and Street Committees joined in a recommendation in response to the petitions for stop street signs on Sixth and Ele.venth Avenues West too t the Council provide that flSlow'" signs shall be installed at the intersections of these streets. The l~ecomrnendation was on motion adopted. The Eugene Boxing Commission turned in a check in favor of R. S. Bryson for $341.00 as the proceeds of the eharity wrestling bouts for the use of.1~s. Ady as Ma tron of the DeJ)artmellt for Pub lic Safe ty. Moti on was made, seconded, and carried that the City accept the check, and that 1~0. Bryson turn it over to Mrs. .Ady in trust for the purposes of charity contemplated in the gift from the Boxing Commission, and also that the Council extend to the promote]:' and boxing commission . a vote of thanks for their liberal donation. City Attorney Calkins explained the status of the city liens on the E. R.. T~chanz and tbe S. Minnie Mathew's properties,-as well as that of Oren Davis and L. M. Watson, holders of respective tax certificates on these properties, and advised that t.lle city's interests were not in jeopardy, and that no action need be take n.
