Wilder wi th all Councilmen present. ,~ M~nutes of the regular meeting of November 9th, 1931, and of the adjourn- ed meetings oj~ November 23rdand 30th, 1931, were read and approved. Chairman Large of the Finance Committee recommended that the bill for labor in the City Parks in the sum of $67.50 be allowed. but that the same was in excess of t,he amount allotted for park purposes this year, and that this amount should be deducted from the 1932 park budget and transferred to t.he emergency fund. Mr. also recommended .that the dues of W. G. CHubb, Cit~ ~ngineer, to the National Conf'Elrence on City Planning for 1<;j32 , in the sum of ~~10.00, be allowed. Motion was made and seconded that the recommendations be adopted ~nd that the bill s be paid.. The ayes and nays were called, all Gounci1men voting aye, nay, none. . Motion was made, seconded, and carried to ....... I adopt th~ recommendation. ............ .~ Chairman Lamb of the Street Committee recommended that the City improve ;';t~ West First Street by spreading about 40 yards of gravel, stating that the Eugene '---~. Sand & Gravel Company had agreed to deliver and spread 10 yards on.this street without charge to the city. On motion seconded and carried it was so ordered. Mr. Lamb also reported that a Mrs. Carter of 1241 West 4th Street had step- ped into a hole in a sidewalk in frpnt of the Hall Motor Bus Garage and suffered a painful injufry, and that she expected the City of Eugene to take care of her medical bill. The matter was referr~d to the Judiciary Committee and City Attorne.y Mr. Lamb also reported eighteen street lamps in the clus,t,er llght system between the Osburne Hotel and Willamette Street as not burning. The Recorder was instructed t9 notify ~he superintendant of the Light Department. .' The Fire and Water Committee, -by Chairman Hendershott, filed a letter from the Board' of Appeals approving the sign ordinance, which had been referred to them at the last meeting; and moved that the ordinance be passed. The moti on was seconded and carried. The matter of purchase of the Sanborn map was continued under reference to the Sewer Committee. ~he Recorder read a communication from the State Health Office~, Frederick O. Stricker, advising the city that Mr. Green, their engineer, would probably be t in Eugene on Tuesday to make an examination of the proposed garbage dump. A letter to Mayor Wilder from Karl W. Onthank, expressing his appreciation of the efficient response of the fire department on the case of residence fire to hi's home, was read and placed on file. , A communication from Fred E. ~mith, relating to the nuisance of scattering I pamphlets and handbills on residents property, was referred to the Judiciary Committee and City Attorney. Application of Mrs. L. E. Rogers for hotel permit at 623 Willamette Street, approved by 'Chief Hall, was on motion granted. Reports of the Health Officer, S. M. Kerron, Eugene Police Department, Building Inspector, and Eugene Public Libtrar,y- for the month of November were read and placed on file. Ordinance No. 8271 ~ September 28th, 1931. Contractor - Oscar Snow Fini shed pouring Concrete, November 3rd, 1931! Finished Curing Concrete, December 3rd, 19~1. Warrants Due, January 7th, 1932. The offer of the National Machinery Co. to sell the city a 1930 fordson, which was reported t,o be but slightly used, at a price of $527.00, on which the city would be allowed '~or its old fordson ~150.00 and to include changing of old city tires on to new tractor, was presented and referred to the street committee. A deed, tendered by E'rank L. On request of the Th~yor, he was authorized to use city gas without charge in his work of supervising the present unemployment program. . Chairman Simon of the Police Gommi ttee presen ted a request of a 'considel'ab e number of business houses in the factory and railroad section, asking for two addi tional policemen, '~and moved that the ci ty employ two addi tional nigh t pa trolmen until March 1st and pay them out of the emergency fund. Motion was seconded and carried. Mr. ~unw{alt moved a reconsideration of this motion which was seconded and carried, and further consideration of this question was deferred. The Dollar Taxi Cab Company asked for location of a stand at 13th and Al de r S t re e t s . The matter was referred to the Police Committee. ~n Ordinance permitting the operation of golf courses, telwas COUl'ts and bowling alleys, and the playing of tennis, golf and bowling in the Ci ty .of Eugene on Sunday, repealing all ordi.nances and pal'ts of ordinances in conflict herewith, and declaring an emergency, was read the second time, and motion was m~de by Mr, Zumwal t that hhe same be laid on the table. c The motion was los t by a vot'e thl'ee to five.
