Wilder, witih all Councilmen present except Lamb, Reid, and Simon. I '- ~ Minutes of the regular meeting of December 14th, 1931, ,and of the adjourn ed meeting of Decemher 28th, 1931, were read and approved. . The Finance Committee, hy Chairman Large, r~commended that the City pur- chase from Smith, Camp & Riley ~3,000 Lane County 5% honds, due May 1, 1933, at p I' and interest for the sinking fund investment. Motion was made-and. seconded that the recommendation be adopted. The ayes and_nays were called, all councilmen present voting aye, nay, none, absent Lamb, Reid, and Simon. ' Chainnan Large of the finance committee reported the following bills to the Council with the recommendation that they be allowed, and motion was made and seconded tjhat warrants he dravm for the same. Mr. Wm, Haviland re~uested for his father-in-law, Mr. Tivey, the privi~eg "of building a garage within eight feet of ,the property line at 359 Mill Street. Motion was made, seconded, and carried to grant the re~uest. \.....!. ,- The requ~st of the Irving Grange No. 377 that the Council declare West Sixth Street and v/est Eleventh Street through streets to the City limits was plac- ~ed on file. o~ ~~ "-' :- o Reports of the Building Inspector" R. Kerron, Health Officer,and Chester Lawrence, Milk Inspector for the year 1931 were read and placed on file. At this time Councilman Simon appeared in Coune il. A letter from Hal E. Hoss, Secretary of State, suggesting that Eugene enter the National Safety Contest was read, and a motion was made, seconded, and carried that the City enter this contest. Rundlett as Building Inspectpr be continued for consideration of the Council, which motion was seconded and carried. Motion was then made by Councilman Hendershott that all of the other appointments named by the Mayor be conf.' irmed by the Counc il, and that all of said officers and appointees be placed on the regular payroll of the Ci ty at the, salari s set opposite their names, and that the Recorder be instructed to issue warrants in payment thereof monthly without further order of the Council. Brent appeared before the Council and stated that he had been advised that he had no right to use a private garage, constructed as such, at 310 West 19th Stre,et fpr the purpose of a public auto repair shop. The question in- volved was one of violation of the Building Code, resulting in greatly increased insurance ra tes upon ne ighboring property caused by the occupa tion as an increased hazard. The general opinion was expressed to permit such occupation would not be legal and would lead to breaking down of the building restrictions. .At this time Councilman Reid appeared in Council. 1 Motion W\3.S mad~, seconded, and carried that the Council adjourn to meet January 12th at 5 o'clo~k P.
