Minutes' of 'the regular meeting of February 8, 1932, and of the adjourned meetings of F'ebruary 16th, 18 th'- and 23rd ,and March 3rd, 1932, were read and ' approved. I. . . ~ 123 -~----~ ~---- -_._------~------ -.- - I "" Counci 1 man Lamb, Ghai rman of the S tree t Commi t tee, reported on the matter of paving the alley between Sixth Avenue and Seventh Avenue from Blair Blvd. to a line 250 feet more or less West of Blair Blvd., and stated that there was some unpaid street assessments against part of this property, and after a petition against the p3.ving of the alley was read, it was moved and seconded that this improvement be not made at this time. Motion was carried. r I....l. f'V-' I Councilman Lamb also stated that Dr. 'Winnard, repl"'esenting an improvement club, had asked permission of the city to plant a row of cedar trees on the North side of 18th Street along the South side of the I. O. O. F. Cemetery; these trees to be put in that part of the street which would ordinarily be for the sidewalk. It was moved and seconded that the im~provement club be allowed to do this, with the understanding that in case the City desired to make any regular improvements al?ng there that these trees would have to be taken out. Councilman Bond, Chairman of the Fire and Water Committ,ee~ asked for per~ mission to purchase a booster tank and 200 feet of chemical hose and nozzle. On motion, this permission was granted, and two bids for furnishing the tank were opened and read, and on recommendation of Mr. Bond the contract was awarded to S. B. Finegan. Report s from Hobi Airvvays Co. for the months of December and January, from the Police Dept. for February, and from the Building Inspector for the month of February were read and placed on file. The resignation of Mrs. M. S. Ady as Police Matron was read and accepted by the Council, and the Recorder was instructed ~o write a letter of appreciation to her for services rendered the City o~ Eugene over so many years. A communication from the Consolidated Freight Lines Inc. was read and placed on file. A bond for the J. H. Bray Garbage Hauling from April 1st, 1932, to March 31, 1933, was accepted hy the Council. A lease from Foster and Kleiser Co., covering Lot 27 ~mthews Park, also West 130 feet of lot 77 Foster's Addition, and lot 1 Fosters Addition, was laid over until the next meeting. A communication from Irving Grange No. 377 was read and placed on file.. A communication from the Southern Pacific Co., regarding signals at Monroe and Jefferson Streets, was read and placed on file. A contract from the Southern Pacific Co. for a certain piece of ground at 13th and Villard Streets was referred to the City Attorney. The matter of a refund to Clara Beitel on paving Villard Street for lpart of Lot 2 in Block 24, Fairmount Addition, was laid over until t,he next meeting. Two assessment sidewalk ordinances were read the first time and laid over. ~~~. . I An Ordinance reqUiring all vehicles to come to a full stop before entering the intersection of 6th Avenue West with Polk Street, the intersection of 6th Ave West with Van Buren Street, and the intersection of 11th Avenue west with Monroe Street, declaring an emergency and fixing a penalty for the violation hereof, was read the first time, and passed its second and third readings by title by unanimou consent under suspension of the rule, ~d was placed on its final passage. The ayes and na.ys were called, all present voting aye, nay, none, absent Jones. The ordinance was declared passed and numbered 8287. In the rratter of the sewer bonds advertised for sale at this time, there was only one bid presented; that from the Eugene Sand and Gravel Co. at par and 5% interest. On motion it was moved and seconded and car'ried that this bid be ac~epted. Bids for constructing a cement sidewalk in front of the City Hall were opened at this time and referred to the Street Committee. Councilman Hendershott spoke regarding an ambulance that the Oakridge people had purchased and which they desired the City of Eugene to furnish a license for. This matter was referred to the Judiciary Committee and City Attorney. . Attorney 6alkins spOke in reference to a piece of property that Mr. M. Morris desired to have foreclosed, and this matter was referred to the Judiciary Committee and City Attorney. . . Councilman Hendershott spoke in regards to the Fire Chief making inspectio s in the basements of the business district and asked that Chairman Bond have author- ity to instruct the Chief to make regular inspecions and report on same at least once a mont,h. On motion this recommendation was adopted. ~ r 1-24 . -_ _uuc_ -:::4= ~, (~. ~, The Street Gommittee,by Chairman Lamb, reported in regard to the Gurb and sidewalk at the filling sitation at 8th and Cha.rnelton Streets, and as the Oil Company has a lease to run two more years, it was decided that no acti on would be taken at thi s time in regard to the walk. Counci lman Lamb al so spoke in regard to the intersec t ion at 8 th and Hi"gh Streets and suggested that the radius of the curb be changed there on account of the heavy traffic at tha t corne r. Mr. Clubb stated that the probable cost of this would be $100.00, and a motion was made, seconded, and carried that the Stree Department make this improvement under the direction of the Ci ty Engineer. City E!ngineer Clubb ~poke in regards to a cement mixer for the Street De- partment and citated that they had investigated a second-hand mixer that Peter Nelson desired to dispose of, and a motion was made, seconded, and carried that the Street Department purchase this mixer from Mr. Nelson for the sum of $100.00. Mayor Large reported that a committee had asked him to present the matter of a clean~up week to the city conncil, but no action was taken in the matter. Mayor Large 'also stated t,hat the Board of Heal th, in order to cooperate with the City, d,esired that one of the Councilman be appointed to their board, and on motion Mr. Zum1tval t was appointed as a member of the Board of ,Health. The following sidewalk bids for the const.ru.ction 0:( a cement sidewalk in front of the City Hall, at this time, were reported back bir the Street Committee with the recommendation that the bid of Oscar Snow for $59..15 be accepted. Bergman as Chief of Police, and on motion the Conncil confirmed this appointment, and inst.ru.cted that he be placed on the regular payroll at $160.00 per month and to be paid the first of each month, commencing Mai~ch 15th.
