Minutes of the regular monthly session of the Common Council, held at 7:30 o'olock P. M., May 9, 1932. Council was called to orde1' by Mayor Elisha Large with all Councilmen present, except Reid, Jones, and Zumwalt. , Minutes of the regular meeting of Ap.ril 11th, 1932, and, of the adjou1'n- ed meetings of April 13th and April 25th, 1932, were read and approved. 1~. J. A. C1'~ssey appeared before the Council with a petition of 219 signatures and urged the restoration of the bus servioe to the College Crest Community. The matter was referred to the Judiciary Committee. , " ,I"...\. ~:;) '~ 1~. Dave Peterson requested for Petersen Bros. the right to install two six thousand gallon gasoline tanks at 6th and Blair Streets. A motion was made, seoonded, and carried to grant this request. Bids for the purchase of fire hose were opened and read and referred to the Fire and Water Committee, with power to act. The Finance Committee, by Chairman Hendershott, reported the following bills for payment and recommended that they be paid. The :I~ol.towi:ng re solu. ti on was offered and read: " RESOLUTION WHERl~AS, The Common Council of the Ci ty of Eugene reoognizes the very great .reduction in the cost of living, and that the value of money has greatly increased in 1;he last two or three years so that fixed ine:ome s, interest charges and the like have come to represent a value out. of proportion to that of other inoome and property, and the purchasing :pOwer of the average salary has greatly inoreased, and . WHER8AS, the Common Council feels that the employees of the City of Eugene will align themselves with the community generally in the matter of fixing their incomes:, THERI~FORE BE IT RESOLVED by the Common Counctl of the City of Eugene that a genera salary and wage reduction shall be made of all appointed employees of the Oi ty, to take effecij as of June 1, 1932, as follows: The Building Inspector and the Milk Inspector's salaries shall be re- duced to $160..00 per month, each, and Park tender to salary of $100.00 per month. The salary of Dr. S. M. Kerron, City Health Officer and of F. L. Armitage, Federal Employment Agent, and of T. C. Devaney, care taker of the aviation field, shall each remain unchanged. I All other employees' salaries shall be reduced-lO per cent, effective June 1, 1932. If R. S. Bryson, City Recorder, as an ele"ctive officer of the city and exempted by the resoltuion, waived all right to exemptions from the salary reduc- ti'on and requested the Council to redu'ce his salary 10% to confirm to the general re'duction. The offer was accepted by the Council, and a motion was made and, seconded to adopt the resolution, and the ayes "and nays were called, all Council- men voting aye, nay, none, absent Jones and Zumwalt. The j~O'llowing resoltuion was read, and a motion was made, seoonded, and c~rried to adopt the same: . n c RES 0 L UTI 0 N BE I~~ RESOLVED by the Common Counc.il of the Ci ty of Eugene, that the ~ Mayor and Recorder be, and they are hereby authorized and (iirect ed to ex"eou te on behalf of the 'Ci ty of Eugene that certain oontract wi th the Southern Pacific Company, under' which the Southern Pacific Compa:ny grants, under certain condition , too the City of Eugene a small area at the corner of ViLta.r<l and 13th Streets, East. " A communication to the Council from the Building Congress, recommending the adoption of the electrical ordinance as revised, was .read and plaoed on file. The' Electrical Ordinance was considered at this time, and Walter Ross and Dick Maddison opposed its passage in the pr'esent fo.rm~ Moti"on was. made, seconded, and carried that the ordinance be lai:d on the table for two weeks. I An Ox'dinance for the prevention of dangerous buildings and structures, de'fining the ::lame, providing for punishment for maintaining the same, providing for the abat ernent and removal t hereof, and the 'charging of the cost of such re- moval or abatement against the property, and deOclaring an emergency was .read the .' ~ . -I . The ayes and nays were called, all councilmen ,voting aye, nay, none. The Ordinance was declared passed and numbered 8292. The following resolution was read: \"..",\. _'~tJ <~ n RESOLUTION WHEREAS, there has been submitted to the Common Council of the City of Eugene, by the Planning Commission of the City of Eugene, a tentative report in the form of a Zoning Ordinance, and VffiEREAS, it is necessary that full publicity and hearing be held upon such ordinance to the end that all persons interested in the ends sought to be brought about be permitted to be heard, THERE.FO RE BE IT RESOLVED by the Conunon Council of the City of Eugene, that the < Planning Commission be and it is hereby required to hold foul' public hearings at c which all persons interested in said Zoning Ordinance may be heard, said hearings to be held a t the office of the Ci ty: Recorder in the Ci ty Hall in Eugene, Oregon, on May 10, May 17, May 24 and May 31, 1932, at 7:30 o'clock P. M. of each date, and that after said hearing the Planning Commission ahall make and file with the Ci~y Recorder their final report in the form of an ordinance which they shall recommend, and upon receiving such final report the Council shall, afford persons particularly interested and the general public an opportunity to be heard at a time and place to be specified in a notice of hearing published in the Eugene Register Guard and in the Morning News of Eugene, Oregon, not less than three times in each of said papers wi thin the weel<: within which said meeting is to be he Id.
