Minutes of the adjourned meeting of the Common Council, held at the hour of 7:30 o'clock P. M., May 23rd, 1932. Council was called to order by ~fuyor Elisha Large with all councilmen present, except Reid, Jone$, and Zumwalt. Chairman Hendershott of, the Finance Committee reported that George F. Carpenter had filed his repo~t as, auditor of the City records fo~ 1931, and moved that his bill IOf $200.00 be allowed according to contract. Motion was seaonded\ and the aye s and nays weDe' called,' all counci Imen voting aye, nay, none, absent Reid, Jones, ~~d Zumwalt. I Councilman Edwards re<iuested for the Park Eoard the privilege of tearing down an old shack on the North side of Riverside Butte next to the grocery store. On motion, dul;y- seconded and carried, the Park Board was authorized to remove this building. ,",.' Councilman Hendershott, Chairman of the Playground Commission, requested the privilege of changing the location of, the dressing rooms at the Municipal Swimming Pool and was tcd.,!ised to take this matter up wi th the Park Board. The monlihly report of the Library Board for April was filed, and a final report of Mrs. Ady of finances of her administration and a communication review~ ing the work of her department were read and filed. . At this time Councilman Reid appeared in Council. Consideration of the electrical ordinance was had at this time, and a general discus:sion by members of the Mattison Firm, Robt. Veltum, Mr. McNeese, Inspector Larwood, and others followed, after which Councilman Reid moved that the ordinance be laid over. Motion was not seconded. Councilman Lamb moved that the ordinance be amended to incorporate a pro- vision for the licensing of all electrical repair business on a $15.00 per annum basis, covering all business not included in the original ~lOO.OO license fee. Motion was seconded and carried. I An Ordinance to create an electrical board and to license electrical con- tractors and electricians within the City of Eugene as above amended was there- upon read the :second time and third time by ti tIe by unanimous consent under suspension of ,the rule, and was placed on its final passaee. The ayes and nays were called, all councilmen voting aye, nay, none, abse.nt Jones and Zumwalt. The Ordinance was declared passed and numbered 8293. Propert;y- owners along the Mill Race between the Railroad tracks and 8th Avenue appeared before the Council hy Professor DeCou, Miss Patterson, and re- presentative of the Kappa Sigma Fraternity to protest against the use of thffir property by the general public in connection with the swimming in the mill race, and recited that the trespassing upon private property had become so general as to constitute a great nuisance and annoyance to the resident owners. Cooperati n of the ,Police Department and City Attorney was assured, and the sug~,estion made that the Superintendent of Schools and the Playground Commission would give pub- licity to public swimming pools, with the thought of diverting considerable amount of swiwning to these points. . Milk Inspector Lawrence asked the Council to give consideration to. his request for ca,[' allowance for use of his private ,car in city business. The matter was referred to the Health and Finance Committees. Bids for printing blanks and furnishing record binders for rewriting the Treasurer's records of liens were referred to the Finance and Printing Committees to open and consider, wi th power to act. The co~nunication from Local No. 481 of the Journeymen Plumbers and Steam Fitters Union, approved by the Central Labor Council, requesting the Council to appoint a qualified man as plumbing inspector, and offering to furnish for this work a plumber who is a tax payer and resident at a salary of $75.00 per month, was read and referred to the Sewer Commi ttee. . The following resoltuion was read: " RESOLUTION I BE IT R~SOLVED by the Common Council of the City of 1ugene that the Treasurer be and he is hereby directed to pay interest on outstanding improvement bond interest vvarrants out of any funds in his hands in the improvement bond interest fund lOr the improvement bond sinldng fund. If ~. ! ~Ii Chairman Hende:t:'shott of the Finance Committee moved its adoption, and motion was seconded and carried. .. . :135 ~ I Two proposed bills, submitted to the Council by J. L. Franzen, Secretary of' the League of Oregon Municipalities, were refel'red to the City Attorney and Judiciary 'Committee. City At,torney Calkins asked the advise of the Council with refer,ence to the defense in the Carter damage sui t, and the 'JudiciarJ- Committee', Mayor Large, and City Recorder were" instructed to advise with him, and Mr. Calkins authorized to proceed upon ,their advise. ..~ ;,;~ , ,4 r, , On recommendation of Dr. Simon, Chairman of the Police Committee, the Recorder was directed to order $10.00 worth of ammunition for target practice by the Police Department.
