M., June 27, 1932. Counci 1 was, called to order by Mayor Elisha Large with all counci Imen present, except Zumwalt and Reid. Mr. Ed Hathaway sOfic1ted a subscription to advertising space for the program pamphlet to be issued for the July convention in Eugene of the Ve terans of Foreign WaJ:'s. On motion, it was ordered that the City subscribe for one page I at $8.00; ~he Recorder to furnish copy and pay from the revolving fUnd when due. Mr. Ruch complained of high grass at the corner of 13th and. Agate . Streets and also for a neighbor at the lot near the old street car barn near 13th Avenue East. The Police Department was instructed to check and notify owners. Fanner delegations, represented by Mr. Brabham, Mr. Knox, and others, protested the charge made by the City for meat inspection fees, and the matter . was referred to the Health Committee. c Councilman Edwards, Chairman of the Judiciary Committee, recommended that the transfer of the bus franchise to the Oregon-Motor Stages Inc. be recog- nized upon thE~ basis of the shortening of the term of the :franchise to fifteen years from thEl date of the original franchise, and also wi tli the strong recommend tion of the Council that the company endeavor to provide a satisfactory service ' through the rE~sidents of College Crest Communi ty. It was moved that the recommen - tion be adopted. The motion was seconded and carried. I At this ti~e Councilman Reid appeared in Council. Councilman Hendershot t, Chairman of the Finance Coromi ttee, moved the payment of a bill to H. Skipworth, substituting pOliceman in the place of D. .11;. Cash and C. A. Mahany, for a tota~ sum of $93.75. Motion was seconded; and the ayes and nays were called~ all councilmen voting aye, nay, none, absent Zumwalt. Mr. Hendershott also recommended to the Council that the City purchase _ out of sinking funds from Smith, Camp, and Riley, one $1,000.00 Sewer Bond at 4~, I due January I, 1935, at 98 and accrued interest. Motion was' made and seconded to adopt the recommendation, and the ayes and nays were called, all councilmen voti aye, nay, none ~ ab sent Zumwal t. Mr. Hendershott also moved that the allowance of 1lilk Inspector and .Building Inspector for car upkeep of their private cars in city use he fixed.at $15.00 per month. The motion was seconded, and after'discussion motion was withdrawn with consent of seconded, and Mr. Hendershott then moved that Milk Inspector Lawrence be allowed $15.00 per. month for use of his car, and that the I same be inclucled from June 1st in his regular monthly warrant. Motion was second- I ed and car ri ed · !II Chai.rman Lamb of the Street Coromi t tee reporte d that the Engineer had ~ complained to the Railroad Company of the bad condition of the crossing at Van '~uren S,treet sometime ago and nothing had been done, and on motion the Recorder was instructed to communicate wi th the Railroad Co., regarding t,his crossing, and I instruct them to place it in ,good condi tion. . II On motion of' Councilman Reid, seconded and carried, two alleged buildin I nuisances, one, an old barn, at 11th Avenue West between Almaden and Chambers I Streets, the other an old house, the third building South of 19th Ave. on Villard Street, were l~eferred t,o the ,Street Coromi ttee for consideration under the Nuisance Abatement Ordinance. On motion of Councilman Hendershott, it was ordered that the Engineer confer with the Eugene Hospital regarding the oiling of the drive South of the City Hall~ on the basis of the Hospital paying for the oiling and the City doing :the work 0 f spre ading it. City Attorne'y Oalldns stated that after conference with a number of Cit Officials he rmd reached an agreement with Mrs. Carter through Fred E. Smith, her Attorney, for the settlement of the damage suit against the City on the following basis: I General - Damage s $500.00 Costs 11.20 Physicians, Dr. Day 15.00 ~ II Dr. Barnett 25.00 T.otaling $551.20, to be paid to said defendant's attorney, Fred E. Smith, and ~lO .00 each to be paid to Drs. Geo. I. Hurle y, H. M. Peery, and G. H. Ross by the City and $5.00 filing fee to be returned to Calkins and Calkins. A motion was made and seconded that the settlement, as proposed 'by Mr. Calkins, be aocepted by the City, and that said sum of $551.20be paid to Fred E. Smith, Attorney, out of the emerger~y fUnd upon filing by said attorney of a release satisfactory to Attorney Calkins, and that upon said settlement the Recorder also draw warrants . ~ " ..... 'I , . The Recorder read a communication from the State Industrial Accident Commis- sion, reciting that the commission found it impossible to establish two rates cove - ing the operation of the fire department inside and outside of the City Limits. The communication stated that ,there would be no change in the rate for the coming fiscal year, but tflat accidents in connection with service outside of the corporat limits. of Eugene ~n not be compensated by the com~ssion. In view of the liabil- ity placed upon the City by this ruling and the unprotected hazard to employees and equipment, a motion was made by !\ir.. A communication fro~ Attorney Calkins expressed the opinion that the City was not warranted in paying insurance on privately owned cars, opera tedby City employee s on Ci ty ln~.sine ss, and that it would be wi se for employee s to carry their own cove rage. , A communication from Henry F. Beistel to the Mayor, requesting that High Street on the south side of 13th Avenue be made a stop street, was referred to the Police' Committee. , A Sidewalk Improvement Ordinance to construct a cement walk on the East side of High Street 'between 4th and 5th Avenues on Lots 6 and 7, Block 10, Origins. . Plat ef Eugene, was read the first time, and passed its second and third readings by unanimous consent uncler suspension of the .rule and was placed upon its final passage. The ayes and nays were called, all present voting aye, nay, none, absent Zumwalt. The Ordinance was declared passed and numbered 8296. I Three Sidewalk Assessment Ordinances were read the first time and laid over. An Ordinance regulating playing of cards, dice, or any other game which shall be played in any pool room or card room or similar re sorts in the Ci ty of Eugene and also regulating places maintained for play:.ilat such game s was read the first time and laid over.
