Council was called to order by Mayor Elisha .- ......... Large with all CQuncilmen present. Minutes of the regular meeting of June 13th, 1932, and of the adjourned meetings of June ,27th, 1932, and July 5th, 1932, were read and approved. , , Mr. Oscar Hansen offered to lease a portion of Lot 27, Mathew's Park for the purpose qf a fruit and vegetable -stand, and the matter was referred to the Judiciary Committee and City Attorney to see if satisfactory terms can be a..rranged. < - A delegation of farmers again appeared before the Council in reference to the charge fon meat inspection, and 1w. Zumwalt, Chairman of the Health .. Committee, moved that the City eleminateall meat inspection fees. Moti on was seconded and carried. , r r Mr.' H. H~ Wood urged that a special franchise be extended by the Council to some operator, in order ~o provide satisfactory bus service to the College Crest Loop subject to its first refusal to the Oregon Motor Stages. . Councilman Zumwalt was excused from fur the rat tendance. j Mr. Tom Flippin and Commissioner Crowe appeared before the Council in disGussion of th~ proposed Food Conservation program of the City of Eugene for the coming winter, and tir. Flippin submi tted a partial plan and estimate of the expense s. It appearing that the plan was not worked out in sufficient detail for the Council to commit itself definitely to the program, Councilman Hen~er- shott moved that the City employ Mr. Flippin for one month at a salary of $100.0 , together with costs of oil and gasoline for his c~, that he might proceed with his further development of the plan to enable the Council to determine on more defini te action. 1 Haynes Bros. submitted to the Council a plan of the Standard Oil Company to erect a steel 8' x 10' building 0ver, the pump uni t at the Aviation Field. It appearing that the plan had the approval of the Hobi Airways Co., a motion was made and seconded that the Council approve the installation, with the under- standing that the uni t may be removed by the Oi 1 Company upon terminati on of the'r arrangement. , Chairman Hendershott of the Finance Committee recommended that the 'following bills be allowed, and motion was made and seconded that warrants be drawn for the same. Recorder stated that the Oi ty Treasurer by direc tion of the Mayor and Finance Committee had purchased a $500.00 City Park Bond, maturing Jan. l~ 1936~ for sinking fund investment, bearing 5~j~ interest at par and accrued interest to July 1 st. An Ordinance regulating the playing of card, dice or any other game whioh shall be played in any pool room or card room or similar resort in the City of Eugene and also regulating plaoes maintained for playing such games was read the second and third times by title by unanimous consent of the Council and was place on its final passage. The ayes and nays were called, all Councilmen voting aye, nay, none, absent Zumwalt and Hendershott. The Ordinance was declared passed and numbered 8297. Three Sidewalk Assessment Ordinances, having been read the first time on June 27th, 1932, and registered notices for protests having been sent, are read . the second time and objections called for and none heard, and on motion the Ord- inance s were read the third time under 'suspension of the rule and were placed on their final passage. The ayes and nays were called, all Councilmen voting aye, nay, none, absent Zu~valt and Hendershott. The Ordinances were declared passed I and numbered 8298 to 8300 inclusive. A Sidewalk Improvement Ordinance to construct a cement sidewalk on the East" side of Univers1ty Street between Twenty-second and Twenty-third Avenues on the West 100 feet of Lots 11 and 12, Block Thirty-three, Gross Addition to Eugene Lane County, Oregon, was rea~ the first time, and passed its second and third readings by ti tle by u~animous consent under suspension of the rule, and wa s placed on its final passage. The ayes and nays were called, all councilmen votin aye, nay, none, absent Zumwalt and Hendershott. The Ordinance was declared passe and numbered 8301. An Ordinance providing for the issuance and sale of Twenty One ~housand Five Hundred ($21,500.00) Dollars, Sewer Bonds, 1926, of the City of Eugene was read the first time, and passed its second and third readings by ti tle by unan- I imous consent under suspension of the rule, and was placed on its final passage. The ayes and nays were called, all Councilmen voting aye, nay, none, absent Zu~valt and Hendershott. The Ordinance was declared passed and numbered 8302. An Ordinanc'e authorizing the issuance' and sale of $30,681.53 of Improvemen I Bonds of the Oi ty of Eugene, Oregon, and direc ting that they be adver"ti sed for I sale, all in accordance with the provisions of Chapter XV of Title XXVII, of the Oregon Laws, commonly l<:nown as the "Bancroft Bonding Act" was read the fi.l:.'st time and passed its second and third readings by title by unanimous consent under sus- pension of the rule, and was placed on its final passage. The ayes and nays were called, all councilmen voting aye, nay, none, absent Zumwalt and Hendershott. The Ordinance was declared passed and numbered 8303. The Police Committee recommended that the Recorder be instructed to purcha e ammuniciation in reasonable quantities for use of the Police Dept. in target practice as requested by the Chief of Police.
