Council was called to order by Mayor Elisha Large, with all Councilmen present except Zumwalt and Reid. A committee consisting of Frank Metzger, Elmo Chase, and Lee Turner, representing the fruit and vegetable dealers, appeared before the Council call- ing attention to the unfair Q'ompetition of foreign dealers dumping culls and low grade produc:ts in the local market, and requested tbe Council to appoint the City Attorney to cooperate wi th their commi ttee in drafting a sui table o.rdinance to meet t,his sit,uation. On motion, duly seconded and carried, the request was e-:-ranted. , At t.his time bids a.re .recei ved f.rom the Fi.rst lIational Bank fo.r the pu.rchase of ~?30,681.53 Improvement Bonds, Se.ries uA_JIt, as follows: tt We he.reby bid par fo.r $30,681.53 Improveme nt Bonlls, Seri es ttA-J", ad- '. ve.rtised by the City to be sold July 27,1932; said bonds to be dated August 19, 1932, and mature in 10 years from date thereof, and be .redeemable at par wi t h accrued inte.re st on any semi-annual date after a pe r.iod of one year from the date of the bonds; said bonds to be in- denominations of $500. or $1,000. and draw interest at the rate, of' 5 3/4% per annum payable semi-annually. The statement of ~ills: for the Eugene Public Library for the months of l,iay and: June were placed on file. Chairman Hendersh0tt of the Finance Committee moved that the City Treasurer be instructed t.o purchase for siriking fund purposes all General warrant , and that this be a continuing order until rescinded by the Council. Motion was seconded, and. on aye and nay vote all Councilmen pre sent vot.ing aye, nay, none, absent: Zumwalt.. At the requ.est of Attorney Ed Bailey, representing Raymond Perdew, the I Recorder presented to the Council the proposal of Mr. Bailey that Mr. Perdew is the ovr.ner of the West 110 feet of the South 35 feet of Lot 8, Huddlestons Addition, and the West 110 feet of Lot 13, Block 1, Ch~l~ers Addition, and that Mr. Perdew is securing a soldiers loan upon thi s property and tha t from the -I proceeds of the loan they agree to pay all existing city liens and accrued in- terest to the City, and that there is an unassessed claim of the City against said propert~l for, principle and interest due for sidewallc construction, aggregat- I ing at this time $92.36, for which sum said Raymond Perdew agrees to give his note to t.he City to bear interest at 6% per annum and to be payable at the rate of $5.00 per month until :va.id in full, and tha t the pending loan cannot be nego- tia ted exc ept in thi s manne r. Eugene, a Municipal Corporation, and the United States of America ~'1 for a room containing approximately 289 square feet of floor space on the second floor of the building Imown as the Oi ty Hall, situated on the West side of." A resolution ap'proving and ratifying the assignment of the contract of - the City 01' Eugene with the Hobi Airways Company Inc., a Washing,ton Corporation, to the Hobi Air Service, Inc., an Oregon Corporation, was read, an~ motion was made, seconded, and carried to adopt the resolution, of which the following is a copy: n RES 0 L UTI 0 N Whereas, heretofore the City of Eugene has entered into and for several years has maintained a contract wi th Hobi Air-ways Company, Inc., a Washington Corporation, under the terms 01' 1JIla.iCih the City has leased: its airport property to said company and the said company has operated an airport on said premises, and Vihereas, the Hobi Air-ways Company, Inc., a Washington corporation, has I withdrawn from the State of Oregon and is no longer authorized to do business ~ in the State of Oregon, and the members of the Hobi Air-ways Company, Inc., have organi zed an Oregon corporation knOWtl as Hobi Air Service, Inc., and desires t,o take over the con trac t wi th the Ci ty of' Eugene, Therefore BE IT RESOLVED BY THE CITY OF EUGENE that t.he Hobi Air-ways Company, Inc. a Washington corporation, baving assigned its contract with the City of Eugene, to the Hobi Air Servi ce, Inc., a cor porati on, the said assignment is hereby ap- proved and ratified hy tche City 01' Eugene and the City of Eugene will henceforth '. hold itself bound by the co ntrac t with the Hob i Air Service, Inc., an Oregon corporaM.on. An Ordinance to amem Section 37 of" Ordinance No. 1523 was read and re- :rerl"ed to the Sewer Cornmi ttee. The semi-annual report of the Ci ty Recorder waa pre sented to the Counei 1. :Mayor Large explained to t,he Council t,ha t the Ci ty and County had been I operating as a uni t in the employment of a Healt.h O:rf"icer, and that County Health Of :ricer Kerron had resigned from the County service, and that the County had appointed Dr. Romig as County Health O:rficer and desired the cooperation of the City in maintaining this office. Motion was made, seconded, and carried that the Cit;y accept the resignation of Dr. S. M. Kerron to take effect August 1st. Mayor Large thereupon appointed Dr. Romig as Ci ty Health Officer tOo succeed Dr., Kerron, and mot,i on was made, seeonded, and earried confirming the appointment by the Council. Motion was made and seconded that the Recorder be instructed to draw warrants for the salary of Dr. Romig, which is hereby fixed at $50.00 per month, at the same time that salaries of other employees are paid, with the understanding that in the event, too t ou tside Doctors are required on Ci ty emer- . gency cases and it is impossible to locate Dr. Romig or his, assistant that in ....1 - r'" 146 . .". ~- - __...__,_._ _. . __ _. __ _. ____ . -0- _ ~ .-".' II -~1I , ::Q"li Mayor Large stated that Miss Armin had req,uested f'-or the Red Cross an appropriation of $100.00 to purchase cans for preservation of foods under their relief program. No action was taken. I Motion Vias made, seconded, and carried that Councilman Lamb act as a purchasing agent, wi th authori ty to plJ,rchase for Leo Decker for 'the purpose of transient relief groceries as req,uired at at,otal cost of not t.o exceed $15.00 per month untiil f'urther order of the Council. I Councilman Simon stated t:hat some of the Ci ty merchant s had proposed to the Police Matron the installation of "Relief Barrellslf to he maintained in their place s of bU~lfne ss for the deposi t of contribut ions of merchandise for chari table relief and to be disposed of by the merchants as directed by the Police Matron. The q,uestion of whether .t}~he Police Matron would have t,he jjime to devo te to this ~ work and whetiner t.he Ci ty would. be justified in employing help for this purpose was raised, and t:he matter was referred back to 'tehe'Police Committee. _/ I I An Ordinance fixing t;he form of the bonds in the issue of $21,500. I I Sewer Bonds, 1926, authorized by Ordinance No. 8302, was l"'ead the first time and passed its second and third readings by title by unanimous consent under suspen- / sion o:t the rule, and was placed on its final passage. The ayes and nays were I calle d, all Councilmen V"ot ing aye, nay, none, ab sent Zurnwal t. . The Ordinance I was declared p,assed and numbered 8304. By direction of the Common Council the City Recorder proceeded to draw: by lot from 1jhe numbers of out standing Park and Terminal Bonds seven numbers of said bonds as f'ollows: 27,30,38,39,125,161, and 174. Whereupon the City Council direeted that the Treasurer call the :Parle and Terminal Bonds, bearing said respecti.ve numbers, for payment on September 1st under the terms of the Ci ty Charter..
