- - Minutes of the regular meeting oaf July Ilt.h, 1932, and of the adjourned
emeeting of July 27th, 1932, were read and apprDved.
. l\~. Harlan, Secretary of the Chamher of Commerce, and Mr. A. L. William-
son appeared before the Council urging that the City take steps to acquire funds
from the Reconstruction Finance Corporation for use in public work to provide
for unemployment, and also urged the Council to list the unemployed of the City.
On motion duly seconded and carried it was ordered that the Recorder proceed to
make a list of the unemployed permanent residents of the City of Eugene. ~
~ Councilman Hendershott of the Finance Commi ttee reported the following
. bills to the Council wi th the recommendation that they be allowed, and motion
was made and seconded that warrants be drawn for the same. The ayes and nays
' were called, all councilmen voting' aye, nay, none.

; The Finance Committee renorted the punehase of ;;p2.000.00 City of Eugene
Street Intersection Bonds at 4~/O, due May 1,1945, at. a pr'ice of 86. ldotion was
made and seconded that the Council approve the purchase, and the ayes and nays Vie e
called, all Councilmen voting aye, nay, none, absent Simon. .
In resportse. to commUiJication asking that the Building Inspector be sent
to the Pacific Coast Building Officials Conference meeting ,at Tacoma August 22nd
and 23rd, a motion was made, seconded, and carried that 1\11'. Wilder be allowed to
ma'ke this trip, and that the Recorder advance $30.00 expens.e money to him from th
revolving fund.
A communication from the State Industrial Accident Commission, authorizing I
Fire Dept. to cover fires within a five mile radius of the -City Limits, with the
provision that call f-iremen shall be rated at an assumed wage of $40.00 per
month instead of $20.00, was'read, and motion was made, secolmed, and carried tha
the City accept this proposal.

An OrdinarJCe amending Ordinance No. 1523, entitled HAn Ordinance adopting

of any building in the City of Eugene; providing a penalty for the violation of
this ordinance, and repealing Ordinance No. 985, passed by the Common Council and
approved by the Mayor May 11, 1914, "by adding :~o Section 37 thereof a provision
doubling the fee for perm.it, when the perm.it is not applied for within twenty fou
hours of the commencement of work upon the installation, was read the second and
third times by title by unanimous consent of the Council and was placed on its fi al

A communication from the City Attorney upon the subject of the City
taking steps to protect the City's interest in the pending election with reference
to a me asure by vvhich it is sought to remove the University of Oregon to Corvallis
was rea d, and the fo llowing resolut ion was .read, and mo tion was made, seconded,
and carried to adopt the same .

\ WHEREAS, at this time, a measure has been placed upon the ballot for

tiv the November election submitting to the electors of the S ta t e of Oregon a p.ro-
1 posal to remove the Universi ty of Oregon f.rom Eugene, Oregon, to Corvallis, Ore-

~ gon, and
WHEREAS , the Ci t~T of' Eugene owns and operates a successful public
utility of very great value and upon the valuation of which the City has issued
bonds to a very great amount ,and
WHEREAS, the City of Eugene, owing to the generally depressed financial
condition of the country, is having difficulty in collecting its taxes, the in-
I' stallments upon street assessments and the various rates charged by its utility.

I VffiEREAS , the University of Oregon was placed on its present campus by
an agreement between its founders and the State of Oregon, to be permanently fix-
ed at its present site, and
WHEREAS, the .rem oval of the University to Corvallis will result in an
enormous loss to the City of Eugene in reduced tax collections, reduced street
as ses smen-ts , reduced collection of water,' light and power rates, and will in all
probability make it impossible for the City to meet its bonded obligations of
vari~ls kinds and the interest thereon, all of which would constitute an irre-
. parable disaster to the Gi ty and to its government, and.
VlHEREAS , the Common Council of the City of Eugene desires at thi s time
to indicate its u tt er disapproval of the proposed removal and the consequen t
enormous economic losses,

BE IT RESOLVED BY THE CITY OF EUGENE that the Judiciary Committee of
the City of Eugene be and it is hereby directed to investigate and determine and
to place in imme dia te opera bion means and agencie s which shall assist in defea ting
I the :pro pose d re moval measure and the said JUdiciary Committee is hereby authorized
to take any reasonable steps necessary to protect the City from the impending
legislation and to incur reasonable expenses to that end. "
Motion was nude, seconded, and carried that Building Inspector Wilder
.be allowed ~15.00 per month for car upkeep, commencing June 1st, and that the
