I Minutes of the adjourned meeting of the Common Council, held at the U hour of 7:30 o'clock P. M., August 22, 1932. Council was called to order by Mayor. ~~ Elisha Large with all Councilmen present except Reid and Zuowlalt. ,....... Mr. Coe of the Valley Paint and Electric Company appeared hefore the Counc:il in regard to his refund which was denied at the last Council meeting. An I ordi~ance to amend certain sections of the electrical Ordinance No. 8293 was read, and on motion was not adopted by the Council. Motion was then made, seconded, and carried that the Council reconsider its action of August 8th in regard to the refunds of Andy Ludkins and the Valley Paint and Electric Company. I t was then moved and seconded that the Andy Ludkin's bill for $20.00 and the Valley Paint and Electric bill for $39.18, for refund on their electric license, be paid. The ayes and nays we~ called, all Councilmen present voting aye, nay, none, absent Reid and Zumwalt. :- Mr. Reed and Mr. Lemon appeared in behalf of the Oregon Motor Stages and submitted a letter showing a new set of routes that they would like to have adopt- ed, which included some new streets and the abandonment of some other streets that had been served, and also said that they would like to offer for sale strips of 20 tickets for $1.00, making a five cent fare, or 4 for twenty-five cents; this to be put into effect for a 60 day trial, and if results did not justify it they would go back to the old fare. They also made objection to the Council's suggestion that the term of the franchise be shortened. On motion the Council granted them permission to sell the tickets 20 for a $1.00 and referred the matter of change of routes to the Judiciary and Street Committees, with power to act, and to take up further with the company regarding the time of the franchise and report back at the next Council meeting. At this time Councilman Reid appeared in Gouna-il. Mr. Fred Chambers, representing the Agricultural Committee of the Chamber of Commerce, spoke in favor of an ordinance that is to be presented to the Coun:cil in regard to the sale of fruits and vegetables, and he also presented a petition I signed by 78 people, mostly farmers, which was read to the Council asking that the ordinance be passed and become effective immediately. On request of the Mayor at this time Attorney Calkins read the proposed ordinance and explained its dif- ferent features. Further arguments in favor of the ordinance being passed were presented by Mr. James of the James Garden Market, Mr. Calif of Pomona Grange, and Elmo Chase. Those presenting arguments against the passage of the proposed ord- inance we~ Attorney Whitten Swafford, Mr. W. R. Ingram, Mr. Hall of the Hall Fruit and Produce Company,and Reverand lflhitesmith. The Ordinance was read the first time, and on motion was laid over for further consideration and was referred to the Judiciary Committee. Report of the Eugene Public Library for the month of July was read and placed on file. The Finance Committee reported the purchase of $10,000 Multnomah County 5% Interstate Bridge Bonds at 99.862 (Yield 5.05) with accrued interest, and also $14.000 City of Portland 4t~ Bridge Access Bond at 98.50 with accrued interest. Motion was made and seconded that this sale be confirmed. The ayes and nays were . called. all Councilmen, voting aye, nay, none, absent Zumwalt. Owing to the fact that the Playground activities would be discontinued befo~ the next Couneil meeting, and the employees would be leaving town, a motion was made and seconded tha t warrants be drawn on the Playground fund for the em- ployee's salaries at the time the playgrounds were closed, according to the bill presented at this time by Mr. Baker amounting to $702.26. The ayes and nays were called, all Councilmen voting aye, nay, none, absent Zumwalt. An Ordimna-e groviding for the issuance and sale of Twenty-One Thousand I Five Hundred Dollars (, 21,500.00) Sewer Bonds, 1926, of the City of Eugene, and repealing Ordinance No. 8302 was read the first time, and passed its second and third readings, by title by unanimous consent 'under suspension of the rule, and was placed on its final passage. The ayes and nays were called, all Councilmen voting aye, nay, none, absent Zumwalt. The Ordinance was declared passed and numb ere d 8308. I An Ordinance levying assessments for the construction of a cement side- walk on the South side of Fourth Avenue between Almaden Street and Taylor Street in Eugene, Lane County, Oregon, was read the first time, and passed its second and third readings by title by unalllmous consent under suspension of the rule, and was placed on its final passage. The ayes and nays were called, all Councilmen voting aye, nay, none, absent ~umwalt. The Ordinance was declared passed and num'bered 8309. _ Two Sidewalk Assessment Ordinances, having been read the first time on . At this time motion was made by Councilman Hendershott that the following resoltuion be l~pread upon the minutes in regard to the death of Mr. C. A. ~cClain, and that a CoP~{ of this re solution be mai led to the family: n I N M E M 0 R ,1 A M The Cornmon Council of the Ci ty of Eugene officially takes notice of the passing, and laments the loss of a most distinguished citizen. . For a (Ilatter of fifteen years, Carl A. McClain has pioneered the principle of municipal o~nership; first in the City of Eugene and in gradually widening - circles, in the State of Oregon and in the Uni ted States. His far sighted genius I and sure-footed judgment have builded from an insignificant water works plant for . I the City of Eugene, a pUblic utility which is the generally accepted standard for non-partisans, non-poli tical pUblic ownership. The Common Council further Officially recognizes the passing of a private I . 1- citizen whose honor, integrity and industry have been and will continue to be a model for all men. I I BE IT ~~HEREFORERESOLVED by the Ci ty of Eugene, acting throu,gh its duly accredited repl'esentativest that the city as a whole mourns the loss of a citizen who was at once humble and great, virtuous ~d wise. The City of Eugene extends to his mot;her, his wife and his daughter and his brothers and sister its pnofound appreciation of the enormously valuable services rendered the Ci ty by Carl A. McClain. fI I A motion ~as made, seoonded, and carried that all City employees receiving gasoline and oil from the City, either f'or cars Qwned by t,hemselves or by the City, keep a daily record of the ~peedometer readings and furnish the Council with same. Councilman Jones' spoke in regard to the. theatres placing merchandise in the . exitt and it was suggested that the Chief of Police and the Fire Chief take this matter up with the theatre owners.
