'..,..~' , - " Minutes of the regular meeting of' Allgust 8th, 1932, and of the adjourned meeting of August 22nd, 1932, were read and approved. . Attorney Whiteen Swafford and John Runzicker, Architect, appeared before the Council stating that the Building Inspector had requested certain changes in the pian of the construction of the Woodman Hall at West 8th and Lincoln Streets, and Mr. Wesley Pennington as a trustee asked for immediate acti on by the Council as the building could not prpceed under further delays. Motion was made by Councilman Zumwalt and seconded by Councilman,Reid that the Building Inspector's obj ections be overruled and construc tion allowed to proceed under pre sent plans. . Motion carried. The ~udiciary Committee, by Chairman Edwards, reported regarding the so called dumping ordinance that the season was nearly over, and that the matters covered by the proposed ordinance demanded more study, and that the ordinance should not be passed "wi thout further and careful consideration and recommended that further consideration of the ordinance be delayed to some future time. Motio was made and seconded to adopt the report. After discussion on the merits of the measure by Mr. Chambers, Mr. Ryan, Mr. Harlan, and others,. the motionbelng put to a vote was carried. The Judiciary Oommittee ~ported to the Council that they had approved the changes in 'bus routing and the temporary reduction in fares. I Chairm&l Hendershott of the Finance Committee reDommended that the following bills be paid. The ayes and nays were called, all Councilmen voting aye, nay, none, absent Simon and Jones. Chail~man Bond of the Fire and Water Gommittee reported that the Ghie:tt of the Fire Department had taken care of the difficulty regarding piling of il groceries in theatre entrance ways and lobbys. . He also recommended that street lights he installed at the entrance of the City at the North and of Railroad Blvd. and at the intersection of 12th, I 13th, Patterson, and Ferry Streets for the purpose of lighting the lane of Varsity Court, and it was so ordered. At thi s time the bid of the First National Bank and the United States I Nati onal Bank was opened and read as follows: n The First National Bank of Eugene and the United States National Bank of Eugene hereby jointly submit a bid of par and accrued interest from the date thereof for the $21,500.00 in amount of sewer bonds, 1926, of the City of Eugene . pursuant to notice calling for bids therefor to be- submi ttedSeptember 12, 1932", at 7:30 o'clock P. M. now being published, said bonds to bear interest at five per cent per annum, 'payable semi-annually, and agree jointly to purchase said bonds at said prige of $21,500.00 and interest to the date of deli very thereof. Edmunds, Its Presi dent. n Councilman Hendershott moved that the Council finds and determines that said bid is the only bidr'eceived, and that the same is a fair and satisfactory bid for the purchase of $21~500.00 Sewer Bonds, and that the Council award the sale of said bonds to said bidders in accordance with the bid. Richardson, City Police 1~tron~ Chief of Fire Dept. Nusbaum, Building Inspector Wilder, and the monthly statement of the. Eugene Public Library, all for the month Of-August, were read and filed. I , , Also l'eports from the Hobi Airways Company for the months of June and JUly, showing respective 5% commission to the City of $11.48 and $3.38 in these I months, were read and filed. ' The Recorder submitted a report on the survey of unemployed in the City I of Euge ne . The Claim of' Thomas Hartfiel, represented by IvIr. Dexter Rice of Roseburg, At torne y, for the sum of <iP1236.40 for an alleged personal injury sustained on the 25th day of April, 1932, while walking on Kincaid Street, and a claim of Grace Rob-ertson, represented by James K. An Ordinance regulating the keeping of bees within the City Limits was read the first time and laid over. On motion the Finance Committee were authorized to act with the City Recorder in the matter of purchasing at any delinquent tax sale which may be necessary to protect the City's title to al~ city property where liens are held. . An Ordinance fixing the form and denominations or bonds in the issue of rfwenty-one Thousand Five Hundred Dollars ($21,500.00) Sewer Bonds, 1926, author ized by Ordinance No. 8308, was read the first time, and passed its second and third reading by title by unanimous consent-under suspension of the rule, and was placed on its final passage. The ayes and nays were called, all Councilmen voting aye,. nay, none, absent; Simon and Jones. The Ordinance was declared passed and numbered 8313. .
