Report of the Eugene Public Library for the month of S.eptember was place
on file.

Recorder presented the suggestion of Dr. DeBusk that the Council by mean
of red lights or other device take steps to protect against possible accide.nts to
tra'ffic and p.rel'perty by reason of the d:ead end streets at the intersection of
lOth and Mill Streets. The matter .was referred to the Street Committee with
power to ac t.
Re:ports . of Mr. Z,umwal t, Chai rman of the Heal thCoffilni tt ee , City Attorney
. Calkins" Chief of Police Bergman, and Fire Chief Nusbaum, declaring the building
at 1432 Villard Street a nuisance and a menace to health and a fire menace, were
read.
At this time Councilman Reid appeared in Council.
The following resolution providing for a hearing on the question of
alleged nuisance at 1432 Villard Street and proviQing for the giving of notice
to owners and agents of the property of said ,hearing and consideration thereof
by the C1 ty Council was read, and mo ti on was made and sec onded to adopt the same.
The ayes and nays were called, all Councilmen voting aye, nay, none.
n RESOLUTION
Whereas there has been presented to the Common Council of the City of
Eugene a petition from t:j. large number of residents living around and about that
certain premises de signa ted as 1432 Villard Street in Fairmount, Eugene, Lane
I County, Oregon, and further, a report from the Chief of Polic.e, a report from
the Fire Chief, a report from the Chairman of the Health Gommi ttee, and a report
from the C1 ty Att orne y, each and all denouncing the building on said premi~es as
a dangerous huilding as defined in Ordinance No. 8292, and recommending to the
Common Council that the same be dismantled,
Therefore
BE IT RESOLVED BY THE COmmN COUNCIL OF THE CITY OF EUGENE:
That a public hearing is hereby called to be held in the office of the
. City Recorder in the City Hall in the City of Eugene at 7:30 o'clock P. M. on
Monday, November 14; 1932, at which time and place all persons interested will
be heard upon the question as to whether or not the buildings located on Lots 8
and 9, Block 6, Fairmount, being at No. 1432 Villard Street in Eugene, Oregon,
are dangerous under the provisions of Ordinance No. 8292, and as a part of said
hearing the Common Council itself shall inspect said buildings and such inspectio
shall be considered by it in determining whether or not said buildings are danger-
ous.
I Be it. further resolved that the City Recorder be and he is hereby dir-
ected to forthwith Imil to F. G. Johnson, redemptioner, Pacific Sailings & Loan
Associa ti on, of Tacoma, Washi4'Ston, purchaser at sale and present owner, and to
F. M. Cashman, as agent of the owner, notice of the time and place and purpose
of said hear il:1;g , and that at said time and place this Council shall determine 'by
resolution whether or not said buildings are dal~erous. In addition thereto the

newspaper published in Eugene, Lane County, Oregon, and by posting notices thereo

Recor'der reported the purchase from the County of various properties
upon which the Ci ty hel d liens, afte I' inspe ctioll of the pl'opertie s of the Record-
er and Ci ty E:ngineer and approval of the Finance Commi ttee, at the sale of said
properties on October 22nd and as previously directed by the City Council.
Councilman Lamb recommended that for the months of October, November,
i and December the allowance to Leo Decke.r'in the maintenance of the transient
relief work be increased from $15.00 to $25.00 per month, and also that the
action of the Recorder and Mayor, agreeing to pay $25.00 matching call equal sum
by the County' to purchase a cooking range for Mr. Decker, be approved, and a
war1"'ant drawn therefor. Motion was made and seconded to adopt the recommendation
and the ayes and nays were calle d , all C ounci Imen vot i ng aye, nay, no ne. .
An Ordinance levying assessments for the construction of a cement ,side-
walk on the E:ast side of Charnel ton Street between 17th Sijreet and the alley
in the City of Eugena, Oregon, was read the first time and objections called for
and none hear'd, and ordinance passed its second and third readings b:y unanimous
under suspen:::::ion of the .rule and was placed upon its final passage. The ayes
and nays were called, all Councilmen voting aye, nay, none. The Ordinance was
declared passed and numbered 8315.
An Ordinance prohibiting the keeping of bees within the City of Eugene
coming on for consideration, Chairman Zumwalt of the Health Committee moved that
this ordinance be indefinitely postponed. Motion was seconded and carried.
Chairman Simon, of the Police Coromi ttee recommended that the Oi ty employ
Mr. Harold Sl{:ipworth as a J:,egular patrolman, commencing October 21st at the
regular patrolmanrs salary of ~112.50 per month, and also that the City employ
Frank Cronin as a Desk Sargent to work from 8 orclock P. M. to 7 orclock A. M.
at a salary of $50.00 per month, cOlTImencing October 25th, and that these men . I
be placed upon the regular payroll and warrants drawn at the time regular salary
Warrants are paid. Motion was made and seconded to adopt the recommendation.
The ayes and nays were called, all Gouncilmen voting aye, nay, no ne .
Chairman Reid repol.tad instances of pel~sons residing outside of the City
Limits cutting in on City sewers.
1,layor' Lar ge called attention to a reception beine given to Dr. and Mrs.
Kerr on Friday night, October 28th, at the Chamber of Commerce, and urged a large
public attendance at thi s reception.,
Mayor Large named the following persons to serve on the armualbudge t
Committee: Darwin Bristow, H. L. Edmunds, Alton Baker, John Andersen, A. A.
