Chambers Council, Eugene, Oregon, I November 14th, 1932. ~ 1linutes o~ the regular monthly session of the Common Couneil, held ~) at 7:30 o'clock P. M., November 14th, 1932. Council was called to order by .1....... Mayor Elisha Large with all Councilmen present except Hendershott and Reid. -" Minutes of the regular meeting o~ October lOth, 1932, and of the ad- journed meeting of October 24th, 1932, were read and approved. 1w. F. M. Cashman, as agent o~ the Paci~ic Savings and Loan Association of Tacoma, owner, appeared be~ore the Council and stated that they had just ac- quired title to the property at 1432 Villard Street of which they had been served notice of proposed condemnation, and that the company expected to restore this property within 60 days. He was assured that while the Council would pro- ceed with the condemnation proceedings that if the improvement was made there . would be no thought of ultimate condemnation. Councilman Hendershott appeared in Council at this time. The Finance committee, by Chairman Hendershott, reported the follow- ing bills for payment and recommended that they be paid. ('''' Councilman Reid appeared~in Council at this time. ",'l' (\; Chairman Zumwalt of the Health eownittee reported the building at the Northwest corner of 3~d and Lincoln Streets as a nuisance and a menace to health and safety, and the City Attorney was instructed to prepa.J:'e the necessary papers for its condemnation. Mr. Zumwal t also reported another p.J:'operty at 21st and Villard Streets, known as the Kinney property, as subject to condemnation, and the Attorney was instructed to investigate this. I Report of Building Inspecto.J:' for month of October, and the reports of the City :Matrlon for September and October, and report of the Fire Chief of base- ment inspections for November were placed on file. ~ , The :Recorder reported that the City Attorney and Judicia.J:'Y Committee had , sett1.ed the Thomas Hartfiel damage claim for $236.40, and the Grace Robertson clai m I I for ~38.00, the amount representing hospital and medical costs, and that he had issued an order on the revolving f~~d to P83 these amounts. I I A communication from Sigman-Fell Insurance Agency offering to insure the Ci ty against elaims for damage upon streets and sidewalks and otherwi se was re- ferred to the Judiciary Committee. A petition to install a light in the alley between Charnelton and Linco Streets and 8th and 9th Streets was referred to the Fire and Water Committee. The application of James Reay for license to sell beer and other malt beverages was noted as the first application received and placed on file. I The following resolution was read, and motion was made, seconded, and carried to adopt the same: I, u RESOLUTION This matter coming on to be heard before the COffi::lon Council of the Ci ty of Eugene, pu.rsuant to notice on, November 14, 1932, at 7:30 o'clock P. M. of said day, in the office of the Cit.V- Recorder in the City Hall in the City of Eugene, Lane Gounty, Oregon, and it appeal"ing to the Council that a petition of the ,property owners adjoining the property herein described have petitioned the Common Council, and reports have been made by the Chief of Police, Fire Chief, - Chairman of the Health Committee and the City Attorney, _ declaring said buildings I dangerous, and the Common Council having personally inspected said buildings and - I having heard,all protests, remonstrances and obj~ctions, at this time makes its finding that the buildings at 1432 Villard Stree~ in Fairmount, in Eu gene, Lane County, Oregon, are, and are hereby declared to be, dangerous buildings, under the provisions of Ordinance No. 8292, in this: That the 'bui Id ings co nsis t of an \' old and di lapl da ted box dwelling house, together with a barn and woodshed, all of which is surro1,lnded by long grass, dry and inflammable t and the buildings are filled with paper, rubbish, hay and other infla~mmable things, and constitutes an , attractive nuisance for children and a hm1g out for tr~nps and dmlgerous characte I is unsan i tary , in that excretions are distributed around in and about the buildi rendering them so unsanitary and filthy as to bea menace to the health of the, neighborhood. M. Cashman, ... t:) as agent of the owner, and to the Pacific Savings & Loan Association of Tacoma, as '~,~ owner of said buildings, requiring them to 'remove and abate the buildings, or to render them safe within twenty days from the expiration of five days notice, and if they fail so to do, that the Council shall thereupon order said buildings re- moved and abate d. rr An Ordinance making provision for the furnishing of sewer cOl~lections . to property without the city limits,'fixing a charge therefor and providing for cutting off in case of non-payment, and a proceedure for making such connections was read the fi rst time, and passed its second and third readings by ti tle by unanimous consent under suspension of the rule, and was placed on its final pass- age.- The ayes and nays were called, all Councilmen voting aye, nay, none. The Ordinance was declared passed and ~umbered 8316. A petition to vacate the East 22 feet of Ramey Street was referred back to the petitioners for completion of the petition for proper acknowledgement. City Attorney Calkins reported receipt of a deed from Marius Anderson to the city for sewer right-of-way, and a motion was made, seq,onded, and carried that the city accept the deed. < The Council approved the date of December 7th for a pUblic hearing on the City Budget.
