Minutes of the adjou~ned meeting of the Co~non Council, held at the hour ) ( of 7:30 o'clock P. M., November 28th, 1932. Council was called to order by Mayor .~ Elisha Large with all Councilmen present. Mrs. Warren D. Smith and Mrs. C. A. Horton urged before the Council a restoration o:r the playground item in the proposed budget to the extent of $2,000 and were advised that the matter would have due consideration, but no action coul be taken until the public budget meeting on December 7th. The Judiciary Committee, by Chairman Edwards, reported adversely on the sub je c t that the City should take out insurance on its city streets, parks, and otherwise against claims for, personal injuries. The Fire and Water Committee by Chairman Sam Bond recommended the install - tion of a light in the alley between Charnelton and Lincoln Streets and 8th and ., 9th Avenues, and on motion it was so ordered. Reports of the l!.ugene Publi c Li brary Board and Poli ce Department for the month of October were submitted and filed. ~ Request of Howard A. Hall for an allowance of $13.52 interest upon his ~600.00 note, for the reason that a warrrolt payable to. him should have earned thi amount of interest while it laid idle in the city's hands when it was his under- standing that it should have been applied on the payment of the note, was present ed to the COilllCil, and motion was made, seconded, and carried that he be allowed I the credit of $13.52 upon the note, provided that the same is p~id in full and that when so done the Mayor and Recorder be authorized and are instructed to exec a satisfaction of the mortgage given to secure the payment of said note. Request of the Rest-Haven Memorial Park for cooperation 'of the City in planting a $creen of Douglas Firs along the West borders of the City dump grounds was presented, and motion was made, seconded, and carried that the Rest-Haven Memorial Park be authorized to furnish and plant at its own expense such trees as it desires along said west border. I A cOffiillUnication signed by Bert Mustoe and various others called attention to two burned houses on University Street, one in the twenty-three hundred block and one in the twenty-four hundred block, requesting that they be removed on account of their condition, and the matter was referred to the Health Committee for investigation. An agreement of the Southern Pacific Company authorizing the City to construct and maintain a highway upon a parcel of land within the railroad right- of-way at 13th and Villard Streets intersection was returned to the city fully executed by the Southern Pacific Company_with the request from the company that the city have the agreement recorded. Motion was made, .seconded, and carried that the instrument be recorded and that due cancellation on the lien docket be made of the assessment of $212.32 therein provided for. The petition for the vacation of the East 22 feet of Ramey Street was returned to the Council duly completed and ~ms referred to the Street Committee. Reports of officers S. M. Calkins, Attorney, E. W. Zumwalt, Chairman of the Health-Committee, Chief of Police Bergman, and Fire Chief Nusbaum, all alleg- ing that a certain building situated at 290 Lincoln street is a dangerous nuisance, were read, and a resolution providing for a meeting to be held at Council Chambers on Monday, December 12th, to determine whether said building is da~erous and I directing the Recorder to give notice of said meeting, and motion was made, sec- onded, and carried to adopt the same. Following is the resolution: It RESOLUTION Vfuereas, numberous complaints have been made to the Common Council by people living in the vicinity of 290 Lincoln Street in the City of Eugene, and I further, reports have been made by the Chief of Police, the Fire Chief, the I I Chairman of the Health Committee and the City Attorney, each and all denouncing the building at said address as a dangerous building as defined in Ordinance No. 8292, and recommending to the Common Co~ncil that the same be dismantled. M. on ;'- , ~;,; Monday t December 12th, 1932, at which time and place all persons interested will be heat'd upon the question as to whether or not the building located on the East 100 feet of'Lot 5, Blocle 5 of Shelton's First Addition to Eugenet Lane CountYt Oregon, is a dangerous building under the provisions of Ordinance No. 8292, and as a part of said heat'ing the Common Council itself shall inspect said buildings and such inspection shall be considered by it in determining whether or not said . building is dahgerous. Be it Further J;iesolved that the City Recorder be and he is hereby direct ~d to forthwith mail to Edward I. Bloom at Chicago, Illinois, and to W. B. Dillardt County alerk of Lane 00unty, Oregont owner, notice of the time and place and purpose of said hearing, and that at said time and place this Council shall c determine by resolution whether or not said building is dangerous. In addi ti on theretot the City Recorder shall give ten days notice of such hearing in the Morning Newst a newspaper pUblished in Eugene, Lane CountYt Oregont and by post- ing notices thereof in three public places in said City of Eugene. t~ I An Ordinance providing for the construction of a cement sidewalk .on the -East side of W111amette Street between 13th and 14th Avenues on property assessed to the Medical Dental Building Co., L. M. Watson, and the Booth Kelly Lumber Company was read the first timet and passed its second and third readings by title by unanimous consent under suspension of the rulet and was placed on its final passage. The ayes and nays were called, all Councilmen voting aye, n~, none. The ordinance was declared passed and numbered 8317. An Ordinance amending the dance hall 'ordinance was read the first time 'and .referred to the Police and Judiciary Committees and City Attorney. The request o~ Frank L. Ch~nbers to maintain Little Deady Hall as a <building on the rear of the lot at 8th and Willamette Streets was denied, as it would be in violation of the building code. City Engineer Clubb was instructed to' repair certain sidewalk defects in the same location at 8th and Willamette Streets. . On motion the Gouncil adjourned. . R. S. Bryson, City Recorder. . I , . I ~
