Minu.tes of the regular meeting of November 14th, 1932, and of the ad- journed meeting of November 28th, 1932, were read and approved. Mr. Korstad ex.plained to the. Council that he was getting out a Lane County and City of Eugene directory and asked that the City ,purchase copies of this direc~tory for use in the bullding. No action was taken in the matter. . Chairman Hendershott of the Finance Committee reported the following bills to t he Council wi th the recommendation that t hey be allowed, and moti on was made a..'1.d sec onded that warrants be drawn for the same. IT IS THEREFORE ORDERED, that a hearing shall be had upon said petition o in the office of the City Recorder of the City of Eugene in the City Hall in Eugene, Oregon, at 7:30 o'clock P. M., on Monday, the 23rd day of January, A. D., 1933. Ii .- Mr. Zurmvalt, Chairman of Health Board, sp01ce regarding the matter o:t two old buildings on University Street, one between 23rd and 24th, and the other between 24th and 25th Avenues, and the Council directed that the City Attorney proceed with condemnation proceedings. Councilman Simon moved that the South side of 11th Street at Alder Street be made a sto.P street, and that a stop sign be posted and a red-bulls eye sign placed in the center of the street. Iv'Iotion was seconded and carried. Irhe Recorder was instructed to buy six red bUlls-eye signs, so that we might have one to place at this Alder Street stop. Reports for the month of November from the Police Dept. and the Eugene PUblic Library, and a report from the Fire Dept. on buildine and basement inspec- tions were read and filed. The bill of ~i~nons Co. for repairs to Dr. Donahue's car of $7.75 on account of hi tting a loose man-hole cover at the corner of 21st and Olive Streets was referred to the Judiciary Committee and Clt.y Attorney. 'I Councilman Hendershott made a motion that'the Council confirm the actio! of the Finance Committee in the purchase of $10,000 City of Eugene ReflUlding Bond at a price of 97.44 to yield the City 6%, and motioll was seconded, and the ayes and nays were called, all Councilmen voting aye, nay, none. A communication fl'om the Pacific Coast Building Officials Conference was ol'dered laid on the table. A communication from Charles H. Fowler, regarding stop signal for the North side of Olive Street on 6th Avenue was referred to the Police Co~nittee. A communication from the Mayor of Ashland, J. Edward Thornton, regard- ing the next session of ;3tate Legislature was referred to the Judiciary Committee An Ordinance prohibiting the conducting of enmlrance contests within the limits of the City of Eugene was read the first time, and passed its second and third readings by title by unanimous consent under suspension of the rule .. and was placed on its final passage. The ayes and nays were called, all Council- men voting aye, nay, none. The Ordinance was declared passed and numbered 8318. An Ordinance levying the annual tax for the City of Eugene for the fiscal year of 1933 was l'ead the firs t time. Councilman Hendersho tt mo ved the adoption of the ordinance, but after some remarks by the Uayor and 'some discussio from various Co1ll1cilmen, Mr. Hendershott withdrew his motion. Councilman Lamb moved that a ten pel' cent reduction from the e:enerallevyof ~118,000.00 be made, amounting to ~~11~800.00, and reducing the general levy to $106.,200.00, and that the several i terns in each and every depal'tment be reduced in like amount to equal this sum, bl'inging them down to this figure, except where there are fixed charges, the reduction of t en per cent for these amounts to be taken out of the emergency f1.md. Motion was seconded, and the ayes and na,yS were called, Coullcilmen voting aye, Lamb, Hendershot t, Zumwal t, Bond, and Edwards, nay, Reid, Simon, and Jones. I.lotion carried,. The Ordinance was declared passed and numbered 8319. 1 Councilman Lamb moved that the Street Superintendent's salal'Y be raised to correspond in amount with the Fil'e. Motion lost. Councilman Hendershott spoke in regard to a bond for the Assistant in the Treasurer's Office, and this matter was referred to the Finance Co~nittee for further consideration. Councilman Zumv~lt moved that the Council order two elk and one bear killed, and that the meat be given to Leo Decker.
