Minutes of the adjourned 'meeting of the Commor Council, held at the hour of 7:30 o'clock P.M., January 9,1933. Council was called to order by Mayor Elisha Large with all Councilmen present except Reid and Scobert. Mr. C. F. Hyde, represent'ing Webster Kincaid owner of the 'tract at 13th and Olive streets, urged that the Seventh Day Adventists be allowed to proceed in the erection of their temporary tabernacle on, t}:le Kincaid premises. A protest from the property owners was presented. 1~. Hyde and ~~. Vend en stated that the tabernacle would be erected at the West en~ of the grounds instead of on the corner as former- ly planned, and that the lot was 160 ft., running East and West, so that the taber- nacle would be very much further removed from the protesting neighborhood. Motion ~as made, seconded and carried that permission be granted to erect this building under the direction of the Building Inspector, upon filing of $500.00 bond to guarantee removal in one year. Chairman,Mr. Lamb, of the Street Committee stated that the request had been made for a foot bridge over the Amazon on 15th Avenue between Charnel ton and Olive Streets, and that the bridge would cost about $50.00. Upon his recommendation the matter was laid on the table. I ~'~r ~'h ~. .. f:- 15 Fire and Water Committee Chairman, Mr. Bond, stated that 1~. Lee Loehr is leaving the employment of the City On January 31, and recommended that Lester Barker be employed by the City to fill this position, at a salary of $81.00, and same may be placed on the payroll of the City and warrant drawn when other salary warrants are made. The ayes and nays were called and all present voted aye, nay, none. Absent Reid and Scobert. Health Committee Chairman, Mr. Zumwalt, recommended that steps be taken to condemn an old structure at 250 Lincoln Street, situated on block 3, lot 5 of Shelton's First Addition. The City Attorney was tlirected to prepare the necessary papers. At this time Councilman Reid appeared in Council. The Judiciary Committee, by Chairman, Mr. Edwards, stated that it was the opinion of the committee that there was no liability on the part of the City to pay the damage claim of Dr. Donahue, and'"their recommendation that the bill be dis- allowed was, on motion, adopted. Brown in accordance with his bid. The motion was seconded and carried. Chairman, Mr. Reid, of the Sewer Committee moved that the bill of W. N. Wintle in the amount of $4.00 for clearing sewer be allowed. Motion was seconded, and on roll call was lost by a vote of four to three. Annual reports of the City Engineer and Building Inspector were read and place on file. . A petition for the installation of street lights on Lawrence Street at 20th and 21st avenue intersections was referred to the Fire and Water Committee. Motion was made, seccnded and carried that the City accept the proposal of the Lane County Abstract Company to furnish record of t,ransfers of property wi thin the City of Eugene for the year 1933, at a price of $200.00. Communications from the Traffic Department of the Cities of Portland and San Franci sco Wl3re read regarding the method of parking on incline stre ets, and i were referred to the Police Committee. The Recorder reported that the Secretary of State had allowed the claim of $212.56 for rebate on gas. Also that claim of the City for the total of $3,114.48 against the StaGe of Oregon for assessments of paving and side walks had been forwarded to thiS University 6omptroller, Mr. Lindstrom, and is now under their cons idera ti on. I The Recorder called attention to two forclosure proceedings in which summons had been served upon the City as a Lien holder against these properties, and the City Attorney advised that the City's lien would be in no wise affected 'by the procee<lures. . ~I . ~ 17f7 - -------~------ I The resignation of Graham B. Smith, as member of the Board of Appeals, was read and placed on file. A communication to Mr. Clubb, City Engineer, from a group of Eugene Plumbers recommending the adoption of the Wisconsin Code was read and referred to the Sewer Committee. .~ '.~,l .--1 Chairman, Mr. Hendershott, of the Finance Committee moved that the sum of $575.00 held by the City Treasurer, as a receipt of the Eugene Boxing Committee for 1932 be di stributed 40%, amounting to $230.00, be turned- over to Mrs. Richardson Police Matron, and 60%, amounting to $345.00 be turned over to the Veterans Organ- izations as provided by the statute, upon receipt by the Treasurer of satisfactory evidence, and the Treasurer hereby instructed to make such distribution. Councilman Zumwalt was excused from further attendance. . This /being the time for hearing objections to the proposed vaeation of the East 22 feet of Ramey Street between 23rd and 24th avenues, objections were called for and none heard, whereupon the City Attorney was instructed to prepare the Ordinance vacating said portion of street. Councilman Reid moved that the City continue the appropriation of $25.00 per month for relief expenditure through Councilman Lamb for the ~enefit of the Decker Hotel. Motion was seconded, the ayes and nays were called, and the Councilman voting ayes, six, nays, none. Absent Zumwalt and Scobert. On motion the Council ordered tabled the proposal of the Eugene Gun Club to sell certain electrical installations and connections at the Eugene Aviation Field, for the reason that the cost would be in the neighborhood of $500.00 or $600.00, and funds were not available for such purposes.
