Council met in ~egula~ monthly session, and because of.Feb~ua~y 13th being a
legal holiday mist on this day. Council was called to o~de~ by Mayo~ E. La~ge, with
all Councilmen p~esent except Scobe~t and Zumwalt.

Minutes of the regula~ meeting of January 9th, 1933, and of the adjourned
meeting of January 23rd, 1933, we~e ~ead and app~oved.
M~. Charles Sigman, representing the Insurance Agencies of Eugene, outlined th
plan of a Safet;y- Se~vice Bulletin Calflpaign. It was assured of the coope~ation of
the Council.
IvI~. RaymoTIli Torry presented a petition for an inspection and su~vey of the
Willamette St~eet entrance to 'the alley on the West side of Willamette St~eet,
between 11th ani 13th Avenues, with a view of widening said entrance for bette~
II t:raffic condi tions a t this point. Peti tion was ~efe~~ed to the Street Commi ttee
and the Enginee.!:'. .

Mr. George Robbins appeard in behalf of the ~ural telephone lines, and asked
the City to join with them in an effort to ~educe excessive telephone charges. On
motion the City Attorney was directed to rep~esent the City at any hearing which
may be held for such purpose.
The Finance Committee, by Chai~man Mr. Hende~shott, stated that there has been
purchased by thl9 Committe~ for the General Sinking Fund, $9500.00 of 90nds consist-
ing of $1000.00 Refunding Warrant Bond, bought from Blyth & Company; ~1000.00 City
Hail Bond, bOU~lt from Baker, Fordyce, and Harpham; and $7500.00 Series A-C
Improvement Bonds, bought f~om Hess, T~ipp, and Butchart~ IvIotion was made and sec-
onded ~atifying and confirming the purchase of said bonds, and the ayes and nays
were called. Councilmen voting aye,.six, nay, none, absent Zumwalt and Scobert.
Chairman Hendershott also recommended the,payment of the monthly bills, and
motion was made and seconded that wa~rants be drawn for the same. The ayes and
nays were called, ayes, six, ~ays, none. Absent Zumwalt and Scobert.

The Fire and Water Committee, by Chairman .Mr. Bond, recommended that the Street~
pole light at the corner of lOth and Olive Streets be removed; and that a street ~
light be installed at the intersection of 20th on Lawrence Street. Motion was made,
seconded and carried to adopt the recommendatJ:bns;'
The ann~al report of the Recorder and Treasurer was placed on file.

Reports of the Building Inspector, Fire Department, and Police Department for
the month of January were placed on file.
A complaint of Mr. Henry Schrenk, that a house situated on the South East .
corner of 18th and Emerald' is in a dilapidated and rundown condition and should bEt
condemned, and that this house was owned by a l\ir. Weber living near Sutherlin, waij'
presented to the Council by the Recorder. It was referred to the Health Committee
and City Attorney.
A petition of Harry B. Yocom for the repair of Agate Street South from 24th
Avenue to the C1 ty Limi t s, was referred to th e S tree t C ommi t tee.
The bond of the Oregon Conference of Seventh Day Adventists, executed by C. F.
Hyde and A. L. Dale, guaranteeing the removal of said, tabernacle at the end of one
year, was accepted by motion duly made, se.conded and carried.
Recorder reported a permit from the Oregon State Game Commission to hold game
in the City Parks for the current year.
Application of Lillie E. Rogers for a hotel permit at 623 Willamette Street,
O.K. 'd by Chief Bergman, was on mo ti on granted.

A proposal of the Eugene Abstract and Title Company, to furnish copies of
daily transfers at $10.00 per month, was referred to the Finance Committee with
power to act.
Statement of the annual dues to the National Conference on City Planning for
Wm. C. Clubb, in the ~sum of $10.00 was on motion, laid on the table.
The claim of C. D. Farmer, in the sum of $9.80, for window screens, screen
doors and hardware installed at the caretaker's house, and paid for by him, was
considered by the Council. Councilman Lamb moved that they allow the claim in the
amount of $8.80. Motion was seconded and the ayes and nays were called, Council-
men voting aye: Lamb, Hendershott, and Reid, Nay: Simon, Bond and Edwards, absent
Zumw~lt and Scobert. The Mayor decided a tie vote by voting nay.

A communication from the l;lunicipal Service Bureau showing the amounts paid by
other c it ie s fOl:' t he support of thi s servi ce was read, and mo ti on was made and
seconded that the City of Eugene contribute the sum of $100.00 to the support of
this service. The ayes and nays were called, Councilmen voting, aye, six, nay,
none, absent two.
A resolution addressed to the Pacific States Telephone and Telegraph Company,
petitioning for the right to use both free and pay call stations for the purpose
of the emergency of Police and Fire Department calls, was read and, on motion
adopted. Following is the resolution:

Whereas, The Pacific States Telephone and Telegraph Company operates within

the City of 1ugene, Oregon, by virtue of a franchise granted to it by said City,
and which franchise by ita terms continues until August 1943, and
I
Whereas, under said franchise Section 10 reserves to the City the right to use
its poles, conduits and system for the installation of alarm systems for Police and
Fire protection purposes; but which the said City under present financial conditions
is not now able to utilize, and which it may be unable to avail of for some years to
come, and

vVhereas, it is the spirit and intent of such pUblic franchises granted by
municipalities, that the grantee shall recognize and lend support to matters within
the scope of its considered activities and expansion, vitally affecting the

general welfare of public from whom it derives its business, and to whom the
organized munici.pal goverrunen1j owes protection, and

Eugene and should be extended to the utmost possible degree of efficiency,

said Pacific States Telephone and Telegraph Company that it accord and grant to
said City the rlght to use without cost to itself or to the general public, for the

The Recol'dEIl' was instruc1ied to have an electrician fix the' post lights at the
main en trance of the building.
An Ordinance vacating the East 22 feet of Ramey Street, between 23rd Avenue
West and 24th A1J'enue West in Hughf,s Second Addition to Eugene, Lane County, Oregon,
and repealing all ordinances in conflict herewith, was read and passed its second
and third readings under suspension of the rule, by the unanimous consent of the
Council, and waEI paaced upon its final passage. The ayes and nays were called,
Councilmen voting ayes, six, nays, none, absent Zumwalt and Scobert. The Ol'dinance
was declared passed and numbered 8320.

of ./.!,'Ugene was read and passed its second and third readings under suspension of the
rule by the unanimous consent of the Council, and was placed upon its final passage.

of Eugene do hex'eby express and convey to Councilman V. D. Scobert profound s~path'
for him and his family in the -recent death of his mother.

Mr. Eugene Chadwick and others, as a c9mmittee representing the milk producers,
appeared before the Council and asked for a 50 per cent reduction in the license
fee for distributors. The matter was referred to the Health Committee.
