Whereas no Council meeting has been he~d during the month of March, and whe,t'eas on r,larch 13, 1933, there was not a quorum present and adj ournment was had to meet on March 27, at 7:30 b'clock P.~I. Now at this time I hereby call a meeting of the Eugene City Council to meet at Council Chambers in the City Hall at 7:30 o'clock P:I\I. on this J\Iarc'h 27,1933 for the despatch of all business which will regularly come befol'e the meeting. For the Durpose of allowing the bills, hearing the Committee reports, and Officer's reports, consideration and passage of such Ordinances as may be presented, mId for consideration of all matters which will regularly come before said meeting. On this March 13, 1933, at 7:30 o'clock P.M. it being the time regularly fixed for the monthly Council meeting, came' the Mayor, Elisha Large, Arl,hur Hendershott, Councilman, and R. S. Bryson, Recorder, and it appea~ing that a quorum was not present, on motion of Councilman Hendershott and order of N~yor Large, declaring that this meetinB adjourn to meet March 27, 1933, at 7:30 o'clock P .'1>1: ,- , - , . Council meeting pursuant to adjournment of March l3th and at the special call of the Mayor for said meeting which was read at this time. Meeting was called to order by Mayor Large, with all Councilmen present except Councilman Scobert. A delegation of citizens appeared before the Council, and the question of an Ordinance regulating the sale of ' beer in the City of Eugene was open for discussion and remarks were made by Mr. Bond, Mr. Alderman, and Mr. Knowels of the Congregat- ional Church; Rev. Heistel of the United Luthern Church; and lvIr. Landaker of the Fairmount Presbyterian Church. A resolution presented by the First Baptist Church, by I'Jr. Needham, was read. Remarks were made by Mr. 13eaumister, who conducts a dancing hall, also remarks by Mr. Jacobs. After remarks from the various persons, the Mayor referred the matter of preparing an Ordinance to the Judiciary Committee and the City Attorney, and including in the Coa~ittee, at its request, Councilman Bond of the Police Committee. I The Finance Coa~ittee, by Chairman Hendershott, reported the following bills to the Council with the recommendation that they be allowed, and motion was made and seconded that Warrants be drawn fbr the same. The request was continued in the hands of said Committee for investigation. I Bid.s were open for the purchase of six fire hydrants. The bid of Veltum and I Clowvvas 1P50.00 per hydrant. 'rhe bid of the Eugene Foundry and LIachine Company I was $44.60 per hydrant. The matter was referred to the Fire and Water Committee. 1\ ':the AuditOl~, Percy W. Brown, filed his audit df the boo]cs for 1932, and'the Ii same was referred to the Finance Commi t tee. J The Recorder reported advertising for bids for gasoline for the coming year, II) and that with th:e approval of the Finance Committee, the contract had been awarded to th-e lowest and best bidder, the Shell Oil Company, at a maximum of 12.4 per i gallon. l.1ot ion was made, seconded, and carried ratifying this action. I The Bond of Bray Bras. as garbage haulers was, on mati on, accep ted. I The reassessment of the cost of sidewalk on Orchand Street, constnlcted under I Ordinance IfjSV' was refe,rr'ed to the City Attorney. An Ordinance accepting certain Courts and Lanes on behalf of the City of Eugene, and cancelling the assessments for stl'eet improvements abutting on the same, was read and passed its second and third readings under suspension of the rule by the unanimous consent of the Council, and wasplac'ed upon its final passage. The a.yes and nays were called, Councilmen -voting, aye, 7, nay, none, absent Scobert. The Ordin~nce was declared passed and numbered 8324. An Ordinance requiring all vehicles to come to a full stop'before entering any street from an intersecting street, at the entrance of which there has been placed II by the City authorities or the State Hip)wvay Commission a--,stop sign or marker, and !i providing a penalty and declaring an emergency, was reaCLand passed its second and Ii third readings under suspension of the rule by the unanimous consent of the Council, Ii and was placed on its fina~ passage. An Ordinance extending the scope and duties of the Pl'inting Commi ttee, as' appointed by the liayor, was read the first time and laid over. Councilman Zumwalt moved that the office of ~'.Iilk and l\Ieat Inspector, now held I by I,Ir. Chester IvI" Lawl"ence be declared vacant, effective as of May 1, 1933. Motion ,was seconded by Councilrnan Heid, and the aye s and nays were called t Councilmen ' ! voting, aye: Lamb, Reid, Simon, Zumwalt, and Dond. Dray: Hendershott, and Edwards. I Absent Scobert. The motion was declared carried. ' , \ ' , ,I Councilman l~alnb stated that the Bus Company wanted to tryout a longer parking space on the North side of Eighth and Willamette, and willingness was indicated by the Council that an additional 10 feet should lie allowed for this purpose.
