Council C hambe~s, Eugene, O~egon I ~uly 24, 1933. ,,:. 'j, ,~ Minutes of the adjourned meeting of the Common Council held at the hou~ of ::0:, ' 7:30 o'clock P.M., July 24,1933. Council was called to o~der by ~~yo~ Elisha Large, with all Councilmen present except Mr-. Scobert. A communication f~om the Eugene Building Congress favoring the application of the City for Reconstruction Fede~al Funds for the reconstruction of sewers, build- ing of a municipal natatorium, and a new City hall building, sponsored by a committee consisting of A. L. Williamson, W. H. Ha~combe, and E. G. Ha~lan, was ~ead and discussed, and Attorney Heff~on from the audience suggested that the p~oposals meant additional tax levies. On motion the Recorder was instructed to confer with the Governor's Committee as to the making of applications and other information. . James K. King presented a petition to amend the ordinance to permit the pastuerization of milk outside the City limits. The petition was referred to the Health Committee to report back at the neKt Council meeting. A committee of electricians waited on the Council, u~ging the reduction of the license fee in the proposed ordinance from $50.00 to $31.00, and Mr. Tillman opposed the inclusion in the ordinance of a $5.00 dealers license. A recommendatio of the Judiciary Committee that the fees stand as fixed by the Ordinance was adopted. An Ordinance to be known as the Electrical Code for the City of Eugene, Oregon providing for licenses; defining approved electrical materials and appliance~, prohibiting the sale or use of unapproved appliances and materials, providing a penalty for violation hereof, repealing Ordinance No. 8293 and all ordinances or parts of ordinances in conflict herewith, was re.ad the first time on July la, 1933, and at this time passed its second and third readings by title under suspension of the rule, by unanimous consent of the Council, and was placed upon its final passag . Reports of Dr. Romig on the conditions of the City and Anchorage swimming pools were read, also a communication from Dr. Stricker, State Health Officer, stating that Mr. Green, their sanitary engineer, would visit the Eugene pools and make an investigation: The Fire and Water Committee reported adversely on the request of Mr. W. N. Keena to install a curb gas pump at 1545 West 11th Avenue. The .re p or t, on mo.ti on, was adopted. I City Attorney Calkins rep0rted on a proposed ordinance for the acceptance of I bonds in payment of City assessments liens. I: An Ordinance authorizing the acceptance by the City of Eugene of the general obligation bonds and/or interest coupons attached, of the City of Eugene, in pay- ment of special assessment liens, interest and penalties , and in the purchase 'price '. of lands for sale by sald City, was read the first time, and passed its second and third readings under suspension of the role by unanimous consent of the Council, and was placed upon its final passage. The ayes and nays were called, Councilmen voting.aye 7, nay none, absent Scobert. The Ordinance was declared passed and numbered 8348. The applications of W. H. O'Hara, G. B. Brown, and Harvey D. Green for General Retailer's Alcoholic Beverage license were reported favorably by the Police Committee, and on motion duly seconded and carried the Recorder was directed to issue licenses to the applicants. Councilman Simon suggested that possibly the Ci ty was making the mistake of permitting the' transfer of these licens~s, and was requested to bring a report of the Police Committee to the next Council Meeting. Communication from the racific Coast Building Officials Conference suggested thah the Council send its Building Inspector to the Convention to be held in Monterey, California, August 23rd to 26th, was read and no action taken. . I A Communication from Swift & Company relating to their proposal to handle live calves at their plant was read before the Council, and no action taken. The Finance Committee reco~nended that the bill of Morris Chevrolet Company, in the. sum of $600.00, in payment of the new Police car, be allowed, and the war ran purchased by the Treasurer for a. Sinking fund investment. The Finance Committee also recommended that the bills of IDouis Anderson for $13.50 and George Butler for $11.25, for work on the trunk sewer, be allowed. An Ordinan(~e declaring the intention of the Co~non Council of the City of .4t~ Eugene to make a reassessment of the cost of constructing a concrete sidewalk on the north si de of 8th Avenue 1i1es t from We st 'line of Almaden Stree t easterly 378.4 feet, including the crossing at Almaden Street, as the same abuts the' properties hereinafter described, and fixing a tirne and place for holding a meeting of the Common Council at which all protests against such reassessment shall be heard, and I directing the giving og notices, was read the first time and passed its second and third readings under suspension of the rule by unanimous consent of the Council, and was placed upon its final passage. The ayes and nays were called, Councilmen voting aye 7, nay none, absent Scobert. The Ordinance was declared' passed and numbered 8355. Councilman Hendershott stated th~t the party who had offered to sell the City , two wild cats, now offered to donate the two wild cats and the cage to the City, and 1\i1r. Sullivan had agreed to provide the feed for these animals. On motion of 1~. Hendershott the donation was accepted by the City, and 1~. Hendershott instruct- I il ed to convey thE~ vote of appreciation to the donor. I Chairman Lamb of the Street Committee reported that they had authorized the I re-paintil~ of the St.reet Commissioner's car, and that they had completed painting I all wooden bridges in the City. The Recorder stated that, at the suggestion of the Stree t Commi ssl one I' he had included the Engineer T s car wi th the Stree t Commi ssioner' s car for a re-paint job.
