Minutes of the regular meeting of July lOth, and the adjourned meeting of July. 24th, were read and approved. . Mr. J. C. Mr. Gordon Wells representing the garbag,e haulers explained that the garbage. haulers wished to conform to the N. R. A. wage scale, and asked that the maximum pri ce whi ch the garbage haulers are allowed t,o charge for resident ial collec t ions .~ be increased from the present charge of 50)1 to 75)1 01' ~~l.OO per month. This was referred to the Health Committee. c . A shed and warehouse has been constl"ucted by Mr. Somers on 13th Street between Charnelton and Lincoln Streets, and is being used as a night receiving station for truck haulers. Mr. Long representing the residents in that neighborhood made a protest on account of the noise and cOlnffiotion there during the night. This matter was ref.Ejrred to the Chief of Police to investigate and report back. Both Mr. Montgomery of the Pacific Hospital, and ~w. M. T. Warlick of the Eugene Hospital spoke regarding the contract for the State Industrial Accident Commission, but no action was taken by the Council. Attorney Calkins said that Ww. Garrett had called him and said the residents 0 Fairmount District would like to re-name the Pa~k back of Skinner's Butte to Eugene Skinner's Par}\:, and said if there was no objection from the Council that he would circulate a petition and present it at the next meeting of the Council. Mr. Calkins was instructed to notify Mr. Garrett that this would be suitable to the I Council. At this time 1w. Hendershott appeared in Council. Chairman Hendershott of the Finance Commi t tee reJ)orted the following bills to the Council with recommendation that they be allowed, and motion was made and seconded that warrants be drawn for same. A-C Bancroft Imorovement Bonds at face value as payment on City Liens. On motion.this recommendation was adopted 'by I the Counci1. Mr. Clubb J:'eported that material for re-roofing the Rest Cottage in the Park bacle of the But te had been :purchased, and bids had been called for cost of applying I 1 same, bu t no bids had been received. I On recommendation of the Police Committee, applications of the) Orange Bottling I Company for a Wholesale Beverage License, H.E. Rogel'S of the Safeway Stores, Inc. I and W. H. Allengaugh of the Lawrence Street Grocery, for Package Retailer's Beverage License, Harold hlcCrady, 111.0. Sanders and J. C. Mill er for a General Retailer's BeveJ?age License, were on motion ordered granted. ~ e The request of the C.C.C. for a lease on the property back of the Butte was referred to the Judiciary Co~nittee, City Attorney, and City Engineer. The C.C.C. had said that they would be willing to undertake to make some improvements to the I ball park, and the City Engineer was instructed to consult with the officials and see vlhat could be worked out. . I' ,~_ . Notices of the proposed reassessment for the construction of a sidewalk on the .. North side of Eighth Avenue West from the West line of Almaden Street easterly . 1.378.4 feet, including the crossing at Almaden Stre~t, had been posted after the , Council meeting of Jll.ly.24th. Objections to this Ordinance vvere called for at this time, and protests against the same were filed by lIr. Balcer and Ers. Stevens. The I protests were overruled, and the Ordinance levying assessments for the construction of a cement sidewalk on the North side of Highth Avenue West from the West line of Almaden S tree t easte rly 378.4 fee t, including the gross ine; a t Almaden Street, was read. the first time and pas~ed its second and thirg. readings under suspension of th rule'by unanimous consent of the Council, and was placed upon its final passage. The ayes and nays were called, Councilmen voting aye 6, nay none, -N absent Scobert and Simon. The Ordinance was declared passed and numb~red 8358. ,'~ Resignation of V. D. Scobert was .read and on mo ti on of Mr. Hendershot twas accepted by the Gouncil~ ~~. Hendershott made a protest against the traffic conditions at 8th and High Streets and the matter was referred to the Police Committee to see if any solution could be worked out. Mr. Hendershott also stated that he had received protests from the hotels and merchants on Willamette Street regarding the parking of trocks at night. The hotels claiming that when they started up in the early morning it disturbed the guests in the hotel~ Also::-!a prote st had been made to him regarding an ambulance that was parked on Willamette after 6:00 P.M. and left there for foul' 01' five hours. These matters were referred to the Chief of Police and Police .. Committee. Mr. Zumwalt asked that something be done regarding the traffic conditions on West 11th Street, stating that trucks and aubomobiles drive very fast on this Street and tha t there are consfderable accident s on account of the traffic corning in from the cross streets, and asked tha t thi s be made a slow street or 1;1. stop street. This matter was referred to the Police COD~ittee. A communication was received from Keller and Baer offering their services as engineers in connection with the proposed sewage disposal plant. Mr. Baer was here and presented the proposition to the Councilin person. Dr. F. D. Stricker also appeared before the Council and stated tha t they would like to have the Ci ty take 8\.'.1 some action in the matter of a sewer disposal plant in the not distant future. No action was taken by ,the C'ouncil on this subject. Mr. Richard Smith had talked with IiJI.r. Clubb in regard to a new road "that might be worked out in front of his and Judge Harris's property.
