all Councilmen present.
Minutes of the regular meeting of August 14th, and the ad j ourned m ee ti ng of
August 28th, 19:33, were read and approved.
I lVII'" Wende 11 Paddock, president of the Workers Unemployed Council, appeared
before the Council to remonstrate against alleged stool pigeon methods at the ,
,I headquarters of this organization, and presented a resolution protesting the
I
I methods of our Police Department, and particularly demanding the return of a
1 confiscated sign. Mr. Paddock was unable to identify the Police Department as
, connected with any of th.e alleged stool pie;eon methods, and on motion his resolu~-
ion was tabled. I

IvL:>. Walter Green, representing the disabled Veterans, called attention to -
1 the Co@nunistic group in the City of ED.gene which was inciting the disabled
Veterans and creating dissatisfaction with present conditions and he asl{ed the aid
of the 'City in ~getting rid of these persons. The, mattel' was referred to the
Police Committels. .
Captain :Rae requested of the Council the right to erect winter barracks,
similar to army construction, on the property West of the present camp organization
and the Council granted the request with the understanding that,no additional
gravel will be :placed on these grounds.
The followin~ resolution was adopted:
RESOLUTION
Resolved that the City of Eugene execute the proposed lease to , the Go vern-

,\ ment for a tract of land in the City Park, known as Kiwanis Park, ~or the purpose I
of the construction of winter barracks for the C.C.C. camp for a term of one year,
I
I and the Recorde,r and Hayor be instructed to sign the same in behalf of the C1 ty.

I A group from the I.O.O.F. Lodge and Rebekahs appeared before the Council,
and lllessrs. Inman, Pennington, E[Rrsh, and Iilrs. Frasier, Osborne, and hlcKinney
'j urged that the Oi ty Council adopt the name of 3hel ton Park for the Park now
II designated as R.iverview. The matter was referred to the Park :3oard.
Chair(~n Hen~ershott of the Finance Committee reported the following bilts
to the Council with recommendation that they be allowed, and motion was made an ~
I seconded that warrants be drawn for same. The ayes and nays were called, all

The Financ_e Commi ttee, by Chairman Hendex'shott, ]r esented the foll'owing
. recommendation:
I 1. That the City adopt the plan available under the 1933 Oregon Laws,
and tha t the Ordinance prepared by li.r. Callcins and submi tted here-
wi th, permitting the filing of a,pplications for extended P:lyment
plan, and issuance of refunding bonds, be adopted.
2. rfhat January 1, 1934 , be designated as a time for filing ap.p.licat ions,
and that due publicity be given to the plan to enable prope.rty
oV/ner s to prepare for filing at that time.
3. That the Reco.rder and Treasurer be instructed to commence fore-
closure proceedings against delin~uents who do not take ad van tage
of the proposed plan, who are in areal'S @ore than one year in eithe.r
Princi:pal, or In te re s t , or both.
4. That the preparing of applications, entries of liens, foreclosure
proceedings and other matters involve a large amount of stenographic ....
and clerical work, and time of the office in waiting upon applicants ,
and that Recorder's stenographer, Miss YOUllg, be placed on full time
.- beginning'October 1st at ~75.00 pel' month, for which provision is
made in the Recorder's budget for 1933.
5. That there are $78,65~.67 of outstandinG Improvement warrants,
bearing inte.rest at 6~o, which the 1933 Legislature considered,
and excluded from any limit of indebtedness, to permit the City
to bond the same, if done before July, 1935. VIe recOi.(uuend that
these warrants be converted into a bond issue at 0%. These wa.rrants
are hel d in scattered lots in the community and as they bear no due
da te, are in effect llf.rozenlT. Sevel~al holders of the obligations
have indicated a willingness to aqcept the 5% bonds in exchange, and
it would result'in a savings of 1% interest and would put the se
secureties in a negotiable form which would be a substantial relief
from distress in many' cases and increase the cash circulation in
the c om.nmni ty.
We recommend that a measur,e'_' providing for this relief be ,prepared
I and submi t ted to the voters for approval at the fi.rst election to
be held.
6. We sucge st tha t the Finance Committee and City Attorney be continued
as an advisory Committee, to meet any ~uestions which may arise as
the plans develop.

Motion was made and seconded that report be adopted and the same was
adopted by an aye and nay vote of the Council.

..,..... Chairman Bond of the Fire and Vlater CQ(amittee called attention to the

l:-J; . Convention of the Fire and Water Supel'intendants at Portland from September 26th to

29th, and recommended that the Fire Chief beCsent for two days of this convention
with an allovmnce of $10.00 expense money, which on recommendation of the Council
that no such allowances were being made this"year, was amended to be at his own
expense, and this proposal was on motion accepted.
The Sewer Committee, by Chairman Reid, recommended that the claim of the
Sta t e of Orego n Corporation Department for ~~8. 92 be allowed, and the mot ion was made
seconded and carried by unanimous aye and n~y. vote to allow the bill.

The estimate of J. lVI. Scroggie for cleaning Park and ci ty shop buildings
was presented, and motion made and seconded that the wor'k be done under the
direction of the'City Engineer. Oh account bf the lateness of the season this,
work was let to Mr. Scrof~gie without competitive bids. .

The resignation of Dr. Harx'is as a member of the City Health Board was read
and- on motion accepted. Mayor Large stated that he would make an appointment to
fill the vacancy after further counsel with the Dental Association.
II Chairman Simon of the Police Committee reported favorabl.v on the application
of E. A. Tuttle for General Retailer's License, and on motion same was ordered
I iSSlJJ9d. The l"'eport of the Police Committee on the application of VI. R. Hanson to
I transfer beer license to G. R. Sherwin and of Kenneth Spencer to transfer beer
\ license to Virgil Ham were reported adversly by the Co~nittee, and on motion denied.
iThe Council, on recommendation of Dr. Simon,'authorized the Recorder to issu? a
,l"'egtilar Retailer's license to Virgil Ham on the payment of the regular fee of
1$25~00. , , -
