(~ of 7:30 o'clock P.M., October 23rd, 1933. Council was called to order by Mayor
:; E. Large, wi th all Councilmen present except Mr. Reid.
I: Mr. Jacobson asked for a reduction of the Shotting Gallery License. The
matter was referred to the Judiciary Committee and City Attorney.
Mrs. Gawley presented a petition of prOducers and distributors of milk for
reduction of the annual license fee. The mrotter was referred to the Health
Committee.

At this time Councilman Reid appeared in Council.

i discussed the general situation as to sewage disposal for cities bordering the
I Willamette River, and the methods of handling the plans, engtneering, and finances.

I The State offers to finance the cost of engineering, with the understanding that
I the matter will be submitted to the voters, and that the engineering charges be
refunded to the State out of funds, secured from the Goverrup.ent, if the proposal is
,) voted favora!J,ly. Otherwise the cost of engineering to be, paid by the State.
Councilman Lamb moved that the City accept the proposal as made and the motion was
I seconded and ca,rried.
Reports of the Police ~futron ahd Library Board were placed on file.

II A proposal of Oren Davi~ was submitted to the Council in which Mr. Da vi s
agreed to turn over hi s certificate of tax delinquency to the City, which he now
holds against the eight acre tract in the name of Esther Humphrey Tschanz, and
that as conside_t:'ation of the surrender of the certificate to the City, the City
I give him credit for the amount invested in said certificate against his own 1'1'01'-
II erty assessment liens. The matter was referred to the City Attorney and Judiciary
Committee with power to act. I
~ Mr. D. E. Baker submitted an offer to pay the City $25.00 in settlement
:; of a lien balance of $36.42 against his property on West 8th Avenue near Almaden,
~ as his portion of the cost of sidewalk construction. This matter having been in d
Ii di spu te for a long time, and 1;;11'. Baker occupying the posi ti on of an innocent party,
a motion was made, seconded and carried on an aye and nay vote instructing the
! Treasurer to accept the $25.00 in full settlement.

On motion of ~ouncilman Hende~shott, duly seconded and ca~ried, the Council
app~oved the applications.
I' The Eugene Dai~ymen's Association p~esented a ~esolution to the Council .l'V

Viles supported the ~esolution before the Council, afte~ which the ~esolution was
6n motion laid on the table. .J!,
A communication from the Milk Dist~ibuto~'s Association u~ging the retention
of Dr. Helterline as permanent Milk Inspector, was read and ordered referred to
the Boa~d of Health.
The Bond of W. C. Hohnstein as Barbage haule~ was on motion approved and
accepted by the Council.
Mrs. Gawley and Mr. Vile s talked before the Council in opposi tion to the,
p~oposa~ of allowing pastue~ization outside the city limits. In view of the fact
. that suppo~te~s of the p~oposed ordinance we~e unable to be presen t at this meeting,
consideration of the o~dinance was deferred until the next meeting of the Council.
An O~dinance providing fo~ the. construction of a cement sidewalk abutting
the prope~ty desc~ibed in Section one of this O~dinance, in the City of Eugene,
Lane County, O~egon was read the first time, and passed its second and thi~d read-
ings under suspension of the rule by unanimous consent of the Council, and was
placed upon its final passage. The ayes and nays were called, Councilmen voting
aye 8, nay none, absent none. The Ordinance was declared passed and numbe~ed 8363.
Councilman Lamb recalled the matter of the request of M~. O. K.Baldwin for
a retu~n of $2.50 paid fo~ a milk license, which request was denied on September
25, 1933. Councilman Hendershott moved a ~econside~ation of this action, and
motion was ca~ried, whereupon Councilman Lamb stated that upon investigation Mr.
Baldwllin had p~ocu~ed the license w.i.th the intention of opemilng a place of business
and that he had not opened the business and had never used the license, but had
merely bought it in o~der to confo~m with the law, and moved that the Council
refund $2.50 to him. Motion was seconded and ayes and nays called. Councilmen
I voting aye 8, nay none, absent none.
On motion, duly seconded and ca~ried, the Council adjourned to meet on
Thu~sday, Novembe~ 2, 1933 at 8:00 o'clock P.M.
