Council was called to order by Mayor Large, ."-.Ji/ -,-.r with all Councilmen present except Reid and Harris. Minutes of the regular meeting of October ~th, the meeting of October 23rd, and the adjourned meeting of November 2nd, 1933, were read and approved. Attorney F. C. Heffron personally protested against the calling of a special election for the sublnission of the question of a sewage disposal plant, unless we can be certain that ail cities and towns in the valley are going to enter into the project of river purification, and he also submitted a written protest which was placed on file. .- Mr. Schaefer, a property owner at 2nd and High Streets, objected to the row of shacks along the river bank on the Eugene Sand and Gravel Company's property; claiming that the conditions were unsanitary. Mr. McKy, for the Gravel Company, stated that their position was mere~y that of a property owner attemptiIlg to give give relief to destitute people without compensation, and that they would abide by the act of the Council. This matter was referred to the Chief of Police, Building Inspector, and Health Officer with power to act. Attorney King appeared before the Council anticipating consideration of the Milk Pasteurization Ordinance, but because Councilman Harris was out of the City the ordinance was laid over for further consideration on November 27th. The Judiciary Committee recommended that the request for the reduction of the Shooting Gall'ery license- be laid on the table. On motion the recommendation was adopted. At this time Councilman Reid appeared in Council. I Chairman Hendershott of the Finance Committee reported the following bills to the Council with a recommendation that they be allowed, and motion was made, seconded and carried that warrants be drawn for same. Merriam, District Officer of ~he State Park Conservation Work for National Park Service, inquiring as to the number of men that could be fUl~nj;shed for work in, the Ci ty Park, and Mr. Clubb stated that he had answered the inquiry to the effect that the City could use 25- men for 120 days on park projec'ts. I , I ' A petition of the Eugene Hospital for an alley light at the alley inter- section at the Southwest cornel" of the Eugene Hospital, was referred to the Fi re and Water Committee. Service of' summons upon the Ci ty in a foreclosure proceedine for tax d'elinquency in the case of R. S. She lley, vs'. Vlilliam Hargreaves, et. al. was called to the attention of the Council. An Ordinance to prevent disturbances and noi ses interfeI'ing wi th the hours of re st between 10:00 o'clock P.M. of one day, and 6:00 o'clock A. M. of the following day, inthe City of Eugene; declaring an emergency, prescribing a penalty and ~epealing Ordinance No. 8362, was read the first time and passed its second and third readings by title under suspension of the rule by unanimous consent of the Council, and was placed upon its final passage. An Ordinance amending Section 3 of O~dinance No. 8033 of the City of Eugene entitled !tAn O~dinance providing for the disposal of garbage, rubb i sh , trash and refuse in the City of Eugene and p~oviding ~egulations as to, the manner of such di sposal. rl, passed and approved on the 30th day of March 1931, by provi ding a license fee of $25.00 per truck, was read the first time and motion was made, seconded and carried that it be laid on the table .. Mayor Large explained the situation of the employment of Miss Hazel Fields as Stenographer in the U. S. Employment Service, and that an agreement had been made between the Mayor and County Judge that she should be paid $140.00, cove~ing from August 8th, 1833 to October 15th, 1933, of which the City's share would be $66.22, and that this amount could either be taken care of out of the money to be '.: saved by the reduction in the allowailce to Mr. Armitage for the remainder of this year and 1934, or could be pai d ou t~igh t ; and that all of the arrangements were made subject to the Council's approval. Whereupon motion was made and seconded that the Hecordel~ dl"aw a warrant on the General Fund in favo~ of Miss Hazel Fields for $66.22. The ayes and nays were called, Councilmen voting aye 7, nay none, absent Har~is. A resolution from the Central Lutheran Church Ladies Auxiliary protesting the disptay of indecent and vuleal~ pictures on motion picture bill boards was read. The Council expressed a unanimous opinion that the position of the Church people was justified, but as this subject has been before the Council many times in the pase, they were of the opinion that there was little that could be done, and instructed the Recorder to advise the Organization to that effect. 1~yor Large presented a letter from C. W. Reynolds, Director of Transient Activities, su€~gesting that the City consider means for providing ade<luate and I suitable housing for transients, in anticipation of his contemplated visit to Eugene in the near future for the purpose of establishing at this point a relief depot for care of transient relief. M., for the purpose of considering and passing an Ordinance or Ordinances for the improvement of Sixth Avenue West, East Broadway, and Franklin Boulevard, and : a_pproving plans therefor, for the purpose of.receiving the benefit of funds to be provided by the State Highway Commission from funds of the Federal Government.
