Minutes of the adjourned meeting of. the Common Council held at the hour of
7: 30 0' clock J? .M., November 27th, 1933. FCouncil was called to order by Mayor
Large, with all Councilmen present except Mr. Reid.
Attorney James K~ King talked briefly on the passage of the Ordinance amend~
ing Section 7:, Item 16 of Grade !TAl! Pasteurized Hille, Ordinance No. 7875, entitled
"An Ordinance regulating the production, sale and distribution of Milk and Milk
products in the City of Eugene, Oregon, providing a penalty for the violation
thereof, repealingaall ordinances and pat'ts of ordinances in conflict herewith,
and declaring an emergency. II, passed by the Common Council on the 25th day of
August, 1930, and approved by the Mayor on the same day, by striking therefrom the
requirement that "All pasteurization shall be performed within the city limits of
Eugene I!., aftElr which the o.r-dinance was read the third time, and placed upon its.
final passage., The ayes and nays were called, Councilmen voting aye, Edwards, .
nay, six, absEmt Reid. The Ordinance was declared lost.
Attorney Dan Johnston stated that an ordinance zoning auto camps and exclud-
ing auto camps within one and one-half miles of the University of Oregon was
restric ting the use of property by lir. Jone s on East Franklin Street, and asked
the Council to ei ther repeal the ordinance or to disregat'd it to allow Mr. Jones
to make improvements on his property. The request was referred to the Judiciary
Committee and City Attorney.
At this 1;ime Councilman Reid appeared in Council.
I Mr. J. W. McArthur, Superintendant of the Light and Water Department,
I presented to the City a plan for remodeling the first floor of the City Hall for
the purposes Ci f those departmen ts, including a plan for elec tric installation for
J heating purposles for the entire building, looking to the discontinuance of the
present inadequate heating system. The plan contemplated the securing of C.W.A.
funds. Mr. McArthur explained that it is ,impOSSible to include the definite cost I
of electrical heating, and that he could not take the responsibility of guarantee-
ing blhat, but by such figures as they had been able to work out it would probably
be slightly higher than the present cost of fueLheating, and that if the Council _
desired they eould malee the changes and try it ou t, and still retain the old
heating system should it prove undesirable to retain the electrical heating plan.
l\1r. Lamb moved that the proposal be accepted, and motion was seconded by Mr.
Zumwal t and car ri ed.
Chairman Lamb reported that the upper Hendricks Park road would either
require about *50.00 expenditure for gravel, or else the road wculd have to be
closed for the winter; and it appearing that thel'e is not money in the Park Fund
for this purpose, the street Committee expressed a willingness to treat this as a
Ii street improvement, and Councilman Lamb moved that the street Depat'tment be
II authorized to expend said amount for this improvement, whieh was seconded and
I carried.'

J Chairman Bond of the Fire and Water Committee recommended the installation
of a Street light at the alley in the rea.r' of the Eugene Genel'al Hospital, and..
also a light at the corner of the George mcMol'ran property at the angle of Midway .
Street, and a motion was made, seconded and carried authorizing the Water Board:
to install the se ligh ts.

:: Chairman Simon of the Police Oommittee submitted to the Council a proposal
;: ofa party who desires to install a TlBeano" game in the City, and the sentiment
of the Council being against games of this character, on motion, the request was
dem ed.

referred to the Fire and Water Committee with power to act.

On motion of Councilman Hendershott, duly seconded and carried, the Council
I approved the applications. ct',,;}

A letter from Mrs. Lottie N. Rugh to the Mayor protesting the present ~
procedure of the City in collection of assessments and interest and possible fore-
closure of propel' tie s was read and placed on file(~.
A recommendation of the Eugene Park Board to the Council setting over a portio
of the Skinner's Butte Park to the Business and Professional Women, including the
East wing of the COffifll'ili.nity house for their use over a periOd of five years was read
and the Council being in doubt as to the exact property selected' and its effect on
the use of the Park by the play ground activities, the proposal was referred to the
Play Ground Commission to see if a satisfactory understanding can be reached.
Councilman Hendershott moved that the Council assure the I\'Iayor that the City
will t al<:e care of the expenses incurred in his traveling to Portland and elsewhere
.. in connection with the various relief programs necessitated in his position as
chairman. The motion was seconded and carried.
On motion the Council adjourned.
