Minutes of the regular monthly meeting of the Common Council, held at the hour '~.D
of 7:30 o'clock P.M., December 11,1933. Council was called' to order by Mayor .. ~
Large, with" all Councilmen present except Reid.

Minutes of the regular meeting of November 13th, 1933, Special meeting of
November 21st, 1933, and the adjourned meeting of November 27th, 1933, were read
and approved.
<
Attorney Gordon Wells stated that his client, operating a lodging house on
the upper fioor of the Koke Building, had been advised by the Chief of Police of a
proposed revocation of his license. The Attorney re~uested, and was assured, an
opportunity to be heard before the Police Committee before any action will be taken
. Two parties applied to the Council for permission to conduct a uBeanoll game.
The Police Committee recommended that the re<1uest be denied, and on motion the of
Council, it. was so ordered.
The Finance COfl~ittee reported that the Banks had discontinued.a service charg
against the' Ci ty at the same time they ceased to pay interest on daily balances.
Chairman Hendershott of the Finance Committee'reported the following bills
to the Council with a recommendation that they be allowed, and motion was made,
seconded anti carried that warrants be drawn for same. The ayes and nays were calle
Councilmen voting aye 7, nay none, absent Councilman Reid.

their majar activities the develapment af park praperty in the City, and have

WHEREAS, in arder that any comprehehsive scheme ef beautificatian ar
develapment may be carried through to campletian, it is necessary that the

It is.further recommended that the exclusive contral of the area described be
awarded to the club, excepting only that it shall be policed by ci ty officers and
shall be devoted only to public use and that none of the natural features of the
area shall be altered without consultation with the Park Board and the City Council
Nothing herein contained shall deprive the Ci ty of the riesh t to use the area
.' for the layinf; down of p'u:pes or the erection of poles or other strnctures necessary
for the development of any necessary public utility, and nothing herein shall

prevent any officer of the city from going upon said area and asserting the author-
ity of the City in the preservaticn of order and protection of citizens.
It is further recolllinended that until other and further convenient structures
al'e erected, that the club shall be permitted to use the East room of the co~nunity
house for any purposes necessary or convenient to the club activities.
It is further recommended that any aid which is practicable shall be extended
to the club by the various city departments, such as the light and water, the
I engineer's office, the sewer and street department, all to the end that every
sani tary and 0 the r c cnvenienc e may be afforded and develo:ped in harmony wi th the
beautification of the grounds.
It is further recommended that the club be required as a condition of the
granting of the privileges herein enumerated, to make semi-annual re:ports to the
Council of its activities, and that abandonment of the property by the club for a
period of six months shall automatically terminate it s authority.
The term of this authority shall continue for a period of five years from
this date.

I Councilman Lamb reported that 1I1r. Holt, Uanager of the Eu[;ene Rruit Grower's
Association, had advised him that he thought in the near future they would be
obliged to cease their use of the existing sewel:' outlet from the cannery to the
river, and suggested that the City keep in mind the possible re~uirements of the
cannery in the establishment of arq future seliver construction.
At t hi s time Councilman Reid appeared in Council.
Chairman Edwards, of the Judiciary C01Mlittee, reported with reference to the
reque s t of hlr. Jones, through Dan Johnston, Attorney, to establish an auto camp on
. East Franklin Street, that while the Committee would be inclined at this time to

The Finance COCI1l11ittee reported that they had purchased Series A-C :No. 66 and
Ho.293 Improvement Bonds from Ferris and HaJ:>dgl~ove, at a price of $945.00 and
accrued intere stj , to be used in paying the City's Intersection Bond Debt. On
motion the act of the Finance Committee was approved.
I Reports of the City Engineer, Police Depabtment and Fire Department were read
and placed on file.
A proposed ordinance relating to the Ci ty Fire Department giving fi 1'6 protect-
ion to territory outside the City limits, presented with the view to giving the
outside residentjs a better insurance rate, vvas laid over for consideration.
An Ordinance transferring ~6,500.00 from the Emergency Fund to the Sewer Fund, ..
and directing the issuance of warrants therefI'om in payment upon the reconstI'uction
of cel'tain t.runk seweI' sections of the City Sewer system, was read the first time, c;
.and passed its second and third l~eadings by title undel> suspension of the .rule by
unaniit'lous consent of the C ounci 1, and was placed upon its final passage. The aye s
and nays were called, Councilmen voting aye 8, nay none, absent t!lone. 'rhe Ord inanc
was declared passed and numbered 8376.
