,.:~, lIinutes of the adjourned meeting of the Cornmon Council held at the hour of
'.,.r-:'" 7:30 o!clock p.U., Tuesday, December 26, 1933. Council was called to order by
Mayor Large with all Councilmen present.
lJI'. J. \"1. LIcArthur, Su]?erintendant of the ;7ater & Lif;ht Department, stated
tha t t he Board had concurred in the plan of remode ling the Water and Light
, quarters, and the installation of electric heating for the building, but clesired
:1 cex'tain mat te.I's cleared in ~vri ting, including a new lease to meet the changing
conditions as to occupancy, including the abandonment of the upper room now used
I by the Light and VJater De:p'artment, and changing of area and l'emodeling of the
first floor, and also that they would like an agreement for a three year trial of
the heating plan. Councilman Held moved that the Ci ty enter int 0 a new lease
along tpe lines suggested and agree to the three year trial of the heating plan,
and that the City Attorney embody in the lease and agreement the conditions
unde~stood between the Council and \Iater .3oard. 1Ihe motion vms seconded and '.

Dr. Romig, City Health Officer, reported an inspection of the City jail
sta t in[:; tha t tjhe jai 1 VIas not entirely sani tary on acc ount of t oi le t faci li tie s ,
lack of showeJ::'s, and insufficient windovv space for li~ght and ventilation. He
also stated ,that there appeared to be no State reBulations on the subject. Dr.
Simon l"emarked that after five years of effort to seCU1"e a new jailor better
jail conditions the Police Gommittee would welcome sutgestions looking to the
improvement of this situation.
Councilman Edwards filed a protest containing 59 signatures opposing the
e;ranting of a permit for a tourist camp VIi thin one and one-half miles of the
University of OreGon. rr1he sUGgestion that 1.:1'. Jones was possibly conducting a
touri s t carn.p' vvi thin the p roh1 bi ted area was referred to Chi ef De rgman for
I investigation.
The I'oliee Committee and Chief of Police submitted a report on their

notified of the action of the COf.tl111ittee and Council. .L\. motion Has made, seconded
and carl"ied to adopt the l'eport and l"ecoI11mendation of the Committee.
Statement of bills for the ~ugene Public Library for the month of December,
1933, was plaeed on file.

tabled.

presented to the Council, and Councilman Hendershott moved that the contract be

I 92.00; and from Dlythe &: Co., ~6,000.00 Series A-C 1u:~ene Improvement 30nds due

intersection debt. A mot ion was made seconded and carl"ied confLeming the purchas
of the se bonds.

On motion of Councilman Hendershott, duly seconded and carried, the Council
apporved the applications.
The Recorder called too the attention of the Council the relluests of the
holders of Contractor's Improvement Wal"rants of the City for permission to apply
these warrants in pa~nent of property assessments, and this matter was referred to
'I the City Attorney and Judiciary Committee for report.
A Communication relating to the authorization of the Fire Department, by
" Ordinance, to give fire protection beyond the city limits was laid over on retluest
of Councilman Bond.
A Resolution authorizing and confirming the act of the IIIayor and Recorder
in executinG a deed on behalf of the Eugene Water Boal"d to ( ) Barne'S and
( , Barnes grantees for a two and one-half acre tract in Section 2, Township
17 South Range I East, was presented and motion was made seconded and carried to
adopt the resolution.

Whereas, heretofore the City of Eufene, acting by and through the Eugene
Water Board, aCtluired the following described property, to-wit:

Section 2, Township 17 South Range 1 East, Willamette Ueridian,
commonly known as the Aya place, lying South of the new f\IcKenzie
Highway a.'ld West of the old McKenzie HiGhway, being more particul-
arly described as follows:
Beginning at a point at the intersection of the South
rine of Section 2, Township 17 South Range 1 East, Willamette
Mel~idian, vvith the Southerly right of way line of the new lIcKenzie
Highway, said point being 612.4 feet N01"th 88 degrees 50 feet East
from the Quarter section corner on the South line of said Section
2, and running thence Easterly along the South line of said Section
2, North 88 degrees 50 feet East 702.3 feet to an iron rail at the
Southeast corner of the ';Iest half of the Southeast Cluarter of said
Section 2, thence North along the East line of said ~est half of

, tinued the use of one of his motor stores on December 2, 1933, and requested the
