Minutes of the adjourned meetil~ of the Cownon Council held at the ~our of 7:30 o'clock P.M., January 22, 1934. Council was called to order by the Mayor with all Councilmen present. Mrs. Gawle.y further urged the reduction of Milk licenses, and was advised that there could be no reduction this year on account of budget arrangements, and that if the ma~ter was considered at all it would have to be at the time of making up the annual Qudget. Mr. I. J. ~stes, who holds.a mortgage against the Renshaw property on East 13th Avenue for $500.00 and accrued interest, and delin~uent taxes advanced, bringing the tQtal to $805.10, suggests that if the City would throw off 50 per cent of its lie.n for assessment and accrued interest against this property that he would throw ,off a like amount on this mortgage and that ~r. Renshaw could secure a Home }4oan which would enable him to payoff all enc,umbrance on this basis. The matter was referred to the Street Committee and Attorney. A complair+t of Mrs. Hal"'ry Hook, 1579 Charnelton Street., that the pavement is low and that there is improper drainage, and tha t 'she!'doesn't feel like continuing her payments of assessments unless the City will fix up the street, was presented. Engineer Clubb explained that the grades were proper when constructed and due to the character of the soil this street had settled at this point. City Attorney Calkins explained that in his opinion any correction of the matter would be assessable to the property benefitted, and the Recorder was instructed to so advise Mrs. Hook. I Donald Husband, Attorney, appeared in behalf of the Plumbers, and asked the Council to reduce the Plumber's lice4se from $50.00 to $25.00 per year, and suggested that the los s of this reducti on could be off-se t by placing a license fee of $10.00 per year upon retailers of plumbing supplies. The matter was referred to the Sewer Committee. On motion the City Attorney was instructed to prepare an Ordinance providing for the acceptance of Home Owner's Loan Bonds in payment of City liens and fnterest thereon. Chairman Bond of the Fire and Water Comnittee was granted further time in which to report on petitions for street lights at 2nd and Monroe Streets and Alder between 9th and 11th Streets. - City Engineer Clubb reported that in his opinion the sewer trouble at the Emma Talbot house was not due to the work of George Peters, but probably due to old plumbing installed before this property was taken into the City limits, and Councilman Reid moved that the City deny her application ~orrelief in this matter, and that the Recorder so advise her. The motion was seconded and carried. . Dr. Simon submi tted to the Council the re~uest of the Eugene Hospi tal for a protected zone and yellow paint line in front of their property, and on motion of Councilman Zumwalt the request was ordered tabled. A c omrrrunica t i on from t he Eugene Water Board ad vising the Counci 1 tha t they had called and retired $100,000.00 Interim Power and Light Bonds held in the sinking fund as of December 1, 1933. Report of the Eugene Public Library for the month of Ja:r:Il.l3.ry, 1934, and reports from Mrs. Richardson, Police Matron, for the months of October, November, and December, 1933, and the annual ~eport of the City Engineer were placed o~ file. Young . On motion-of the Council, duly seconded and carried, the applications were approved. Service of SU1Mlons upon the City of Eugene in the case of R. S. Shelley, vs. Nellie Orr, et al, was noted in the Council proceedings. The Automobile Dealer's Association advised that under the automobile code that where warrants are used in the purchase of automobiles or truck equipment the discount must be added to the pUl"chase price. Mayor Large named the following appointees to fill vacancies continued at the last Council Meeting: Planning Commission - Dr. Victor p~ Morris Pa~k Board - Miss A. M. Smi"th Board of Health - Ruth Kneeland I On motion the appointments were confirmed by the Council. The COfMlittee on Airport Extension reported to the Council that they had accepted a sixty day option on the Wilkins' Tract at a price of $2,400.00 for the entire tract, or at a price of $100.00 per acre for the acreage South of the amazon; and motion was made seconded and carried to approve the action of the Co@nittee. The Committee reported progress on other matters relating to the pro- I posed Airport extension. City Attorney Calkins stated that the Court was with- i holding the adoption of the Resolution for the vacation of Hellen Street. An Ordinance altering and re-establishing the grade of East Broadway and Franklin Boulevard commencing at High street and from thence to the City Limits, by adopting the profile and specifications for improvement prepared by the engineer of the State Highway Comnission for the rebuilding and improvement of said Streets, was read the first time, and passed its second and third readings by title under suspension of the rule by unanimous consent of the Council, and was placed upon its final passage. An Ol"'dinance regulating the commercial sawing of cord wood and other fuels, in the City of Eugene, fixinG a penalty and declaring an emer8:ency, was read the first time, and passed its second and third readil~;s by title under suspension of the ftlle by unanimous consent of the Council, and was placed upon its final passage, The ayes and nays were called, Councilmen voting aye 8, nay none, absent none.
