February 26, 1934. l\:i q, ~\;t '"""-i' Minutes of the adjourned meeting of the Common Council held at the hour of 7:30 o'clock P.M., February 26, 1934. Council was called to order by Mayor Large, with all Councilmen present. Mr. Charles L. Sigman requested the City Council to write a letter to the Oregmn Insurance Rating Bureau for recommendations covering improvements and fire protection facilities, looking to a ,more favora.ble insurance rate and loss ratio; and to the National Board of Fire Underwriters, requesting a copy of "Standar~ Schedule for Grading Ci tie s and Towns of the Uni ted Sta te sit. Motion was made, seconded and carried instructing the Recorder to send such letters on behalf of the Council. .' Mr. and Mrs. Noll appeared before the Council asking the Council for permission to operate a "Dart Skill" game. After some discussion the matter was referred to the Police Committee for further consideration. The Finance Committee, by Chairman Hendershott, reported that the Committee to whom was referred, with power to act, the proposal of the Church of the Nazarene had accepted the proposal as follows: "That in the event of secur!i:ng title to property on 8th and Madison (now owned by Mrs. Edna Brown Leasure), the Church agrees to assume the delinquencies on paving assessments and taxes plus interest. To satisfy the City, the following terms are submitted: First, payment of the interest on paving assessments to date of contract. Second, payment of 1930, 1931 taxes plus interest. Third, to pay balance of delinquent taxes within two years from date of contract. Fourth, to pay 10 per cent of principal plus interest per annum on street assessments until paid." I Chairman Bond of the Fire and Water Committee reported the request of the Fletcher .oil Company to install a 2000 gallon oil tank at Second and Van Buren Streets. No action was taken, pending the filing of an application by this Company. Mr. and Mrs. John Whealdon complained that the City had permitted the installation of a hUgE' gasoline tank above ground adjacent to their property at ' Second and Van Buren Streets, which had reduced the value of their property, and asked the City to make an adjustment of the assessments on their property by reason of th~ alleged depreciation. The matter was referred to the Fire and Water Committee and City Athorney. Chairman Zumwalt of the Health Committee reported that the owners of property at 5th and Olive Streets had torn down the old shed and had done a very good job of cleaning up the debris on said lot; and the old couple living in the little building on the corner of the alley and 5th Street wanted to build a small woodshed, and moved that they be granted permission to construct this shed with cor.rugated iron, on condi tion that they paint the building and the work be done under the direction of the Building Inspector. The motion was seconded, and on an aye and nay vote Councilmen Lamb, Zumwalt, and Edwards supported the motion, and Councilmen Hendershott, Reid, Simon, Bond and Harris voted against the motion and it was declared lost. e, I At the request of Chairman Reid of the Sewer COlrunittee consideration of the request of Plumbers for the reduction of fees and the distribution of license revenues on the retailers of plumbing supplies was laid over. Dr. Simon, Chairman of the Police Committee, reported that the POlice force was not suMficient to warrant regular patrol at all the dance halls, or any attempt to confiscate liquor carried by frequentors, but that the Police would always stand ready to answer cal~s from proprietors where their services were required. The Recorder presented the communication from the Oregon Liquor Control Commission, asking the Council to make recommendations on applications for liquor licenses in the City of Eugene. Pursuant to the request of the State Liquor Commission the Police COQ~ittee, by Chairman Simon, reported that they had invest- igated the following applicants, and at this time recommended that licenses be granted: .~ Bettis and Duckworth Frank Briggs G. After said recommendations were made, motion was made seconded and carried that the applications of J. L. Goss and H. S. Leeper be continued for report. On motion duly seconded and carried the Council a,pproved all of the applications recommended by the Police Committee except those continued. A communication from the Southern Pacific Company was read saying that they were preparing an easement agreement, insuring that the' fuiro.re use of 'the Rail- road's property at its Broadway crossing would not be adversely affected by the improvement and that the matter would go forward to completion and in conformity I with the Recorder's communication of February 13, 1934. I A communication from' O. E. Lewis of Bagley, Minnesota, offering for sale I land of H.E. Stevens, owner, immediately South of the City Airport was read and I the Recorder inst.ructed to advise him that the City was not interested in the tract. , II A letter of appreciation from the Oregon State Highway Commission, of the 'j' Resolution passed by the Council on February 13th, by Honorable Carl G. Washburne, i member, was read and placed on file. I III . The application 0 f F. J. The ayes and nays were called, Councilmen voting aye 8, nay, none, absent none. The Ordinance was declared passed and numbered 8384. I . ~ -=--- .' ~ 257 The Recorder submitted bids he had received for furnishing gasoline to the City, and the same were referred to the Finance Committee. I The Recorder called attention to the balrolce of $1,500.00 due the Eugene ;0~ Concrete Pipe Company for rent of their tile factol'y, and motion was made, sec.onded .:,,"~3\ and carried that there be transferred from the Emergency fund, to the Sewer fund the sum of $1,500.00; whereupon a motion was made, seconded and carried that the Recorder and Mayor be instructed to ~ssue and sign, warrants in the sUm of $1,500.00 on the Sewer fund in favor of the Eugene Concrete Pipe Company, in full of the balance due for the rent of the tile factory, in accordance with the terms of the contract. The ayes and nays were called, Councilmen voting aye 8, nay none, absent none. f~ City Engineer Clubb discussed the question of engineering survey of the pro- posed sewage disposal plant, and a communication from L. R. Stockman, a Consulting Engineer, was read and referred to the Judiciary Committee. .' Councilman Zumwalt referred to complaints against the scattering of bills throughout the City on peoples'21awns and cars. The matter was referred to the Printing Committee. Communication from the Oregon Council for the Protection of Roadside Beauty, asking the cooperation of the Council with the purpose of this organization, and a motion was made and seconded, and on an aye and nay vote, carried, and the Recorder instructed to forward $2.00 for membership in the support of this organization. Attention was called to the Commonwealth Conference at the University of Oregon to be held March 19th to ~4th inclusive, to which all City Officials are invi ted. On motion the Council adjourned. R.
